12th session of 10th provincial People’s Council passes 8 important resolutions

Yesterday (October 31), the 12th session of the  10th provincial People's Council passed 8 important resolutions to create a legal basis for provincial People's Committee, all-level authorities and sectors of the province to direct and carry out the local tasks on socio-economic development while effectively mobilizing resources and being proactive to accelerate the progress of implementing and completing the set goals and tasks for 2023 and the following years.

School fees at all levels maintained

One of the important resolutions is the resolution to extend the implementation time of provincial People's Council’s Resolution No. 16/2022/NQ-HDND dated December 12, 2022 on "Regulating tuition fees for public kindergarten and high school levels for the 2022-2023 school year" until the end of the 2023-2024 school year.

Delegates vote to pass resolutions at the session

Accordingly, the actual tuition fees that students must pay in the 2022-2023 school year when attending public kindergartens, high and secondary schools, provincial Center for Continuing Education and Professional Development, center for vocational education - continuing education with the general education program (including secondary and high school levels), will be implemented as follows:

In urban areas (including wards and townships), the monthly tuition for preschools meeting national standards is VND 180,000 per student for direct learning, VND 135,000 per student per month for online learning.  For preschools not meeting national standards, the month tuition is VND 90,000 per student for face-to-face learning, VND 67,500 per student for online learning. For junior high school level, the month tuition is VND 60,000 per student for face-to-face learning, VND 45,000 per student for online learning. For high school level, the month tuition is VND80,000 per student for direct learning, VND 60,000  per student for online learning.

In rural areas (comprising of communes), the month tuition for children at preschools is VND 50,000  per child for direct learning, VND 37,500  per child for online learning. For junior high school level, the month tuition is VND 40,000  per student for direct learning, VND 30,000 per student for online learning. For high school level, the month tutition is VND 60,000 per student for face-to-face learning, VND 45,000 per student for online learning...

Provincial People's Council also voted to approve a resolution on amending and supplementing provincial People's Council’s Resolution No. 39/NQ-HDND dated December 12, 2022 on State budget revenue estimates, State budget  revenue, expenditure and allocation for 2023. Provincial People's Council voted and passed a resolution on amending and supplementing provincial People's Council’s Clause 1 of the Article 1 of the Resolution No. 08/2023/NQHDND dated July 26, 2023 on amending, supplementing a number of articles of regulations on decentralization of public property management authority; procurement of goods and services, repair of public assets of agencies, organizations and units; settlement of irrigation infrastructure assets under the management of the province issued together provincial People's Council’s Resolution No. 14/2021/NQ-HDND dated December 10, 2021.

In addition, provincial People's Council voted and approved a resolution on adjusting the medium-term public investment plan for the period of 2021-2025 with the local State budget capital for the third time; the resolution on adjusting the 2023 public investment plan with the local State budget capital for the second time; the resolution on adjusting the investment policy of the Thu Bien - Dat Cuoc street project; the resolution on adjusting the investment policy of the North-South 3 street project; the resolution promulgating a list of basic and essential public services using the State budget in the field of internal affairs in the province...

Urgently deploying resolutions

According to provincial People's Council Standing Committee, the 12th session of the 10th provincial People's Council took place at a time when the entire province is mobilizing all resources, being determined to successfully implement the local goals and tasks for 2023. In the first 10 months of 2023, the province's socio-economic performance reached many positive changes in most fields. Notably, 19 out of 35 socio-economic targets have been achieved and exceeded the yearly plan; Most of the targets gained growth compared to the same period and are expected to complete the plan by the end of the year.

Along with positive results, the province still has to focus on solutions to overcome some shortcomings. The province needs to focus on public investment with a number of tasks and solutions that need to be implemented urgently. The important contents of the session were promoted by provincial People's Council's delegates in a constructive and responsible spirit in discussion, contributing ideas to provincial People's Council for considering, deciding and completing the contents with quality under the proposed program.

Regarding the vote of confidence, delegates realized this task in a democratic, objective, and impartial manner, helping individuals with positions receiving votes of confidence make more efforts, meeting requirements in the new context and gaining the trust of voters and people.

Speaking at the session, Nguyen Van Loc, Chairman of provincial People's Council said that at the session, provincial People's Council passed 8 important resolutions, directly affecting socio-economic life, being concerned by voters, especially the efficiency of investment in works and projects from the State budget, tuition fees... The above resolutions passed by provincial People's Council create a legal basis for provincial People's Committee,  all-level authorities and sectors of the province to direct and carry out the local tasks on socio-economic development while effectively mobilizing resources and being proactive to accelerate the progress of implementing and completing the set goals and tasks for 2023 and the following years.

Provincial People's Council Standing Committee requested provincial People's Committee to urgently deploy the resolutions just passed by provincial People's Council at the session, especially focus on directing and speeding up the progress of site clearance and construction to complete disbursement of public investment capital under the plan.

At the session,  provincial People's Council held a vote of confidence for 23 people (including 3 people of provincial People's Council, 20 people of provincial People's Committee) holding positions elected by provincial People's Council under the provisions of the the National Assembly’s Resolution No. 96/2023/QH15 dated June 23, 2023. As a result, the total number of "high confidence" and "confidence" votes accounted for the vast majority. This has shown the level of confidence, recognition and evaluation of the efforts and results achieved from the beginning of the tenure until now of the standing members of provincial People's Council and members of provincial People's Committee...
