15th thematic session of the 10th provincial People's Council approves numerous important resolutions

Yesterday morning (June 6), the 10th provincial People's Council convened its 15th session. During this session, provincial People's Council focused on reviewing, discussing and deciding on many significant matters.

Reviewing provincial planning for 2021-2030 with vision to 2050

A major and important content reviewed at the session was the planning of Binh Duong province for the period of 2021-2030, with a vision to 2050. The review and approval of the submission for the Binh Duong provincial planning for the period of 2021-2030, with a vision to 2050 aimed at ensuring the conditions and procedures for submission to the Prime Minister for approval, serving as a basis for implementing the goals and strategies that Binh Duong will pursue from now until 2030, with a vision to 2050.

An overview of the 15th thematic session of the 10th provincial People's Council

As planned, by 2030, Binh Duong, along with other provinces and cities in the Southeastern region, aims at becoming an important growth engine for the nation, promoting and spreading development to localities within the region. Binh Duong will become one of the dynamic and comprehensive development centers; a modern industrial and service hub; a sustainably developed urban area under the green growth model, adaptable to climate change; a strong area in national defense and security, international cooperation and competition. Reviewing, making decisions on important matters

Also at the session, delegates focused on reviewing and discussing several issues, including public investment; collection and management of certain fees related to environmental protection activities; regulations on expenditures and support policies for those performing environmental protection tasks at the district and commune levels. Additionally, provincial People's Council reviewed a project on building a force participating in protecting security and order at the grassroots level, defining criteria for establishment, the number of members, support levels and conditions ensuring the operation of this force.

Delegates vote to approve resolutions at the session

Based on the consideration of submissions from provincial People's Committee and reports regarding draft resolutions from various committees of provincial People's Council, delegates of provincial People's Council expressed high unanimity with the submissions and reports. With the spirit of renewal and democracy, provincial People's Council reviewed and passed seven resolutions with very high consensus, providing a legal basis for provincial People's Committee and related agencies to implement tasks in the coming time.

Concluding the session, Nguyen Van Loc, Member of provincial Party Standing Committee and Chairman of provincial People's Council emphasized the significant importance of the decisions made at this session. He urged provincial People's Committee to promptly and effectively implement the approved resolutions. Regarding the resolution on public investment, provincial People's Council allowed the extension of 21 projects, ensuring the conditions for extending the implementation and disbursement of the 2023 public investment plan funds into 2024. He requested provincial People's Committee to direct units to use and disburse public investment funds by December 31, 2024 under regulations, ensuring the progress of project implementation.

For environmental resolutions, provincial People's Committee directed relevant units and localities to widely disseminate new fees among organizations and individuals for strict compliance. They were also instructed in establishing specific regulations and tasks for those supporting environmental protection efforts at the grassroots level. Additionally, funds designated for environmental protection should be used and managed effectively under regulations. Chairman of provincial People's Council also urged the swift issuance of regulations regarding the structure of grassroots security and order protection teams to ensure their official operation by July 1, 2024.

Regarding the planning of Binh Duong province for the period of 2021-2030, with a vision to 2050, provincial People's Committee has quickly completed necessary procedures and documents for submission to the Prime Minister for approval. Upon the approval by the Prime Minister, provincial People's Committee has requested to publicly announce the planning and extensively propagandize its contents to all-level authorities, sectors and the public while suggesting them to uphold a high sense of responsibility in managing the planning to ensure its effective and synchronous implementation, maximizing resources for the rapid, comprehensive, and sustainable development of the province.

In preparation for the 16th session (mid-year regular session), expected to be held on July 18 and 19, 2024, Chairman of provincial People's Council requested provincial People's Committee to direct relevant departments and sectors to promptly develop and finalize the submissions and draft resolutions agreed at the inter-agency meeting. Documents should be submitted on time to allow the committees of provincial People's Council to review them under regulations. This will serve as a basis for delegates to study, contribute opinions and make decisions, ensuring high feasibility and meeting the practical needs of the locality.

1. Resolution on approving the submission for the planning of Binh Duong province for the period of 2021-2030, with a vision to 2050.

2. Resolution on extending the implementation and disbursement period of the 2023 provincial budget public investment plan to 2024.

3. Resolution on the fee rate and unit of calculation for environmental protection fees related to mineral exploitation in Binh Duong province.

4. Resolution on the fee rates, collection, payment and management of appraisal fees for environmental impact assessment reports and environmental restoration plans in Binh Duong province.

5. Resolution on the expenditure tasks for environmental protection and support policies for those performing environmental protection tasks at the district and commune levels in Binh Duong province.

6. Resolution on approving the project of building and organizing forces, ensuring the operational conditions for the forces participating in protecting security and order at the grassroots level in Binh Duong province.

7. Resolution on the criteria for establishment, number of members and expenditure levels for the grassroots security and order protection teams.
