19th session of 10th provincial People's Council approves 31 important resolutions, contributing to promoting sustainable development

After one day and a half of serious work, characterized by a sense of urgency, scientific approach, democracy and high responsibility, the 19th session of the 10th provincial People's Council, held on December 10, successfully completed all the proposed contents, agenda items and concluded.

Striving for economic growth of 10% or more

At the 19th session, provincial People's Council approved 31 resolutions, establishing the legal basis for all-level authorities and sectors to successfully implement socio-economic development goals and tasks for 2025. These included significant resolutions such as the resolution on the 2025 socio-economic development plan; the resolution on the State budget estimate and public investment plan for 2025; the resolution approving the total number of civil servant positions and the number of officials at communal level as well as non-professional staff at communal level for 2025; the resolution on amending a land price list for the 2020-2024 period and a list of projects requiring land acquisition in 2025; the resolution on approving a proposal for decentralizing power for State management in the province…

Notably, at this session, provincial People's Council also approved several special policies aimed at supporting civil servants and officials in the education and training sector; providing assistance to actors, actresses, coaches and athletes in physical education and sports; supporting policy beneficiaries, revolutionary contributors, people with social support and personnel directly involved in handling administrative and civil lawsuits, thereby improving the quality of education, attracting talented individuals for long-term contributions to the province's cultural and sports activities, ensuring social welfare and enhancing the effectiveness of judicial operations, ultimately contributing to the province's economic-social development and maintaining security and order in the region.

Along with reviewing reports as required, provincial People's Council conducted a Q&A session with members of provincial People's Committee and directors of various departments. Overcoming bottlenecks, accelerating development

Speaking at the session, Nguyen Van Loc, Member of provincial Party Standing Committee and Chairman of provincial People's Council stated that the Council acknowledged and spoke highly of the determination, efforts and effective innovation in the leadership and management of provincial People's Committee as well as the active involvement of the entire political system, the business community and people. Despite facing numerous difficulties and challenges, the province has basically completed the local tasks on socio-economic development for 2024.

In addition, provincial People's Council analyzed and candidly pointed out difficulties, challenges and shortcomings in leadership and management, proposing a number of specific solutions. The Council fully agreed with provincial People's Committee on key tasks and solutions that need to be prioritized for implementation in 2025 as well as statement made by Chairman of provincial People's Committee, which reflected a strong sense of responsibility and determination during this session.

Mr. Loc emphasized that the Resolution No. 17-NQ/TU dated December 6, 2024, from the 39th Conference of the 11th provincial Party Committee on the objectives and tasks for 2025, as well as statement made by provincial Party Committee Secretary during the opening session of this meeting, affirmed that in 2025, the province will focus on implementing three breakthroughs and two key priorities. These include strengthening leadership and organizing successful Party congresses at all levels towards the 12th provincial Party Congress and the 14th National Party Congress. Additionally, the province will review and implement the Central Party’ Committee’s Resolution No. 18-NQ/TW, dated October 25, 2017 on continuing the reform and restructuring of the political system to be streamlined, effective and efficient, in line with central directives and local realities. Especially, the guiding spirit and high political determination of the Government on removing bottlenecks, accelerating and breaking through to the finish line, creating a solid foundation for the 2025-2030 term, bringing our country into the new era-"the era of the nation's rise", spreading strongly to the locality.

To successfully achieve targets on socio-economic development for 2025, as outlined in provincial Party Committee's resolution and provincial People's Council's resolution, Mr. Loc urged provincial People's Committee and all-level authorities and sectors to ensure synchronization and unity in leadership, management and implementation. This includes focusing on flexible, proactive, creative, and effective leadership and management; continuing effectively tapping the province's potential and strengths, resolving bottlenecks and obstacles to create new resources for economic development while vigorously reforming and reorganizing the political system to be "streamlined, strong, effective, and efficient" in line with the goal of building a contingent of officials with the necessary qualities, capabilities and credibility to meet challenges, in accordance with central directives.

Provincial People's Council believes that with the determination and solidarity of the entire political system; the efforts by all-level authorities, sectors, businesses and people, the province will firmly overcome all difficulties and challenges to successfully implement the 2025 socio-economic development plan just approved by provincial People's Council as well as the plan for the entire 2020-2025 term, creating momentum for sustainable development in the following years.

Mr. Loc also urged that after the session, provincial People's Committee should promptly implement resolutions just approved. In addition, provincial People's Council delegates should effectively carry out their duties in meeting voters, providing information and disseminating the results of the session to the voters and the public, particularly regarding new regulations, policies and amendments or additions to the existing ones.

The resolution on the 2025 socio-economic development plan clearly states that 2025 will be a year of acceleration and breakthrough, with stability serving as the foundation for development and development as the basis for stability. The province aims at achieving the highest possible results for the objectives and targets of the 5-year socio-economic development plan from 2021-2025. Specifically, the key socio-economic development targets for 2025 include: Gross Regional Domestic Product (GRDP) growth of 10% or more; industrial production index (IIP) growth of over 9.7%; GRDP per capita of approximately VND 195.0 million per year; export turnover growth of 9-10%; import turnover growth of 9%-10%...The resolution also outlines key tasks and solutions to successfully implement the local socio-economic development plan for 2025.
