20th session of 10th provincial People's Council approves specific policies on organizational restructuring
Yesterday morning (January 23), the 10th provincial People’s Council for the 2021-2026 tenure held its 20th session to review and decide matters under its jurisdiction. The session was chaired by Nguyen Van Loc, Member of provincial Party Standing Committee and Chairman of provincial People's Council.
7 resolutions approved
During the session, provincial People's Council delegates reviewed and discussed proposals from provincial People's Committee and examination reports presented by the Economic - Budget Committee and the Legal Committee of provincial People's Council. The delegates also voted to approve seven resolutions with high consensus and unanimity. These resolutions aim at promptly implementing solutions to promote the province’s socio-economic development in 2025, in line with the objectives set out by provincial Party Committee and People's Council.
Accordingly, provincial People's Council reviewed and approved adjustments to several public investment contents; issued a list of land plots for bidding to select investors for investment projects utilizing land and approved a task on the General Construction Planning with the 1:5,000 scale for North Tan Uyen 1 Industrial Park. These resolutions aim at providing a legal foundation for provincial People's Committee to accelerate the implementation of key projects as well as carrying out procedures for investment policy approval, investor selection bidding, and planning task approval in compliance with legal regulations. Additionally, provincial People's Council reviewed and approved regulations on the content and funding levels for industrial promotion activities to concretize central regulations as a basis for implementation within the province. The council also considered and abolished support policies for communal civil defense teams to align with the actual local situation.
Particularly, at this session, provincial People's Council reviewed and decided support policies for officials, civil servants, public employees and workers during the process of reorganizing the organizational structure of the political system in the province. This aims at effectively implementing a plan for streamlining the organizational structure in accordance with the Resolution No. 18-NQ/TW, the Government’s Steering Committee's plan on the orientation for organizational restructuring, streamlining and provincial Party Standing Committee's plan for implementing the organizational restructuring of agencies and units within the province's political system. Accordingly, this resolution stipulates policies to support officials, civil servants, public employees and workers during the reorganization of the political system's organizational structure at the 20th session of the 10th provincial People's Council. It passed a resolution on the province's specific support policies for reorganizing the organizational structure.
Notably, alongside the support policies under the Government’s Decree No. 178/2024/NĐ-CP, provincial People's Council approved the local specific support policies for groups affected by the implementation of organizational restructuring. Specifically, the support level is calculated as a percentage (%) of the base amount, using the same calculation method as prescribed in the Chapter II of the Government’s Decree No. 178/2024/NĐ-CP. The percentage of support varies, depending on the position of each group.
For example, those retiring early within 12 months from the issuance date of the restructuring decision by the competent authority, with less than 2 years but up to 10 years remaining until the retirement age stipulated in the Government’s Decree No. 135/2020/NĐ-CP on retirement age, will receive a support rate of 30%-50%. Individuals with less than 2 years remaining until the retirement age under the Decree No. 135/2020/NĐ-CP will receive a support rate of 70%-90%. Those retiring early within 13-60 months from the issuance of the restructuring decision will receive a support rate of 50%.
In addition, for cases of resignation due to organizational restructuring, but not eligible for early retirement; specifically, in case of resignation within 12 months from the date of organizational restructuring by the competent authority, support will be equal to 30% multiplied by the benefit amount; for a period of 13-60 months, the support is equal to 15% multiplied by the benefit amount according to the same policy and regime calculation as prescribed in the Chapter II of Decree No. 178/2024/ND-CP...
Urgent implementation of resolutions
Speaking at the session, Nguyen Van Loc, Member of provincial Party Standing Committee and Chairman of provincial People’s Council emphasized that during the 20th session of the 10th provincial People’s Council, delegates worked urgently, democratically, and responsibly to complete the agenda and content as planned. At the session, based on reports and proposals from provincial People’s Committee as well as examination reports from provincial People’s Council committees, the council discussed and voted to approve seven resolutions with high consensus among the delegates. Additionally, the council voted to approve the dismissal of the position of Vice Chairman of the 10th Provincial People’s Committee for the 2021-2026 tenure for Nguyen Loc Ha and the dismissal of Pham Trong Nhan from the position of member of the 10th provincial People’s Committee for the 2021-2026 tenure, due to undertaking other position.
Mr. Loc emphasized that the matters decided during the session are of great significance. Therefore, provincial People's Council urged provincial People's Committee to promptly implement the newly approved resolutions. This includes directing departments, sectors, and localities to announce and publicize the list of land plots available for bidding to select investors. This initiative aims at facilitating investors' access to project information and increase interest in the projects during the bidding process.
Regarding the support policies for officials, civil servants, public employees, and workers during the restructuring of Binh Duong’s political system, provincial People's Council requested provincial People's Committee to organize timely and comprehensive dissemination and guidance on the province’s specific support policies, alongside policies (the Decree No. 177/2024/NĐ-CP and Decree No. 178/2024/NĐ-CP dated December 31, 2024). Additionally, efforts should be strengthened to inspect and supervise the implementation of these policies to ensure compliance, effectiveness, and efficiency in streamlining the organizational apparatus.
Provincial People's Council urged provincial People's Committee, departments, sectors and localities to thoroughly grasp and implement the resolutions of the Government, provincial Party Committee and provincial People's Council in a synchronized, timely, and comprehensive manner. These resolutions focus on the objectives, tasks, and solutions for socio-economic development right from the beginning of the new year, ensuring the successful achievement of the 2025 goals and tasks. In addition, the Standing Committee of provincial People's Council, its committees, delegate groups and delegates are encouraged to continue effectively promoting and disseminating the resolutions to voters and the public while overseeing their implementation. This ensures that the resolutions are truly integrated into the lives of the people.
The seven resolutions approved during the 20th session include: Regulations on the content and funding levels for local industrial promotion activities in Binh Duong province; General construction planning tasks with the 1:5,000 scale for the specialized mechanical industrial park (North Tan Uyen 1 Industrial Park) located in North Tan Uyen district’s Binh My commune, Tan Lap commune and Tan Uyen city’s Hoi Nghia ward; Adjustments to the 2024 public investment plan; The list of land plots for bidding to select investors for investment projects utilizing land in Binh Duong province; Adjustments to the resolution of provincial People's Council on the investment policy for the construction project of the Ho Chi Minh City belt road 4, with the section from Thu Bien bridge to the Saigon river for the phase 1 under the Public-Private Partnership (PPP) method; Repeal of the Resolution No. 24/2019/NQ-HĐND dated December 12, 2019 of provincial People's Council on support policies and operating expenses for communal civil defense teams in Binh Duong province; Support policies for officials, civil servants, public employees, and workers in the implementation of organizational restructuring within the political system in Binh Duong province.
