2nd session of 10th provincial People’s Council: Recovering economy, taking care of people

Yesterday (September 10), the 2nd session of the 10th provincial People's Council took place seriously, responsibly, democratically and innovatively. Attending the session were Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation; Nguyen Hoang Thao, Permanent Vice-Secretary of provincial Party Committee; Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee; Pham Van Chanh, member of  provincial Party Standing Committee, Chairman of provincial People's Council; Nguyen Van Loc, member of provincial Party Standing Committee, Head of provincial Party Committee’s Mass Mobilization Commission, Chairman of provincial Fatherland Front Committee; leaders of departments, agencies, sectors in the province, members of provincial National Assembly Deputy Delegation and People's Council.

Growth is higher than national average growth

This is a special session amid the complicated developments of Covid-19 pandemic. Determining that the task of protecting people's health is foremost, along with implementing the directions of the Government and the Prime Minister, the entire political system of the province has bent on taking Covid-19 prevention and control solutions to be able to quickly stamp out the pandemic, stabilizing the local situation to carry out tasks on socio-economic development while urgently implementing policies to support and care for people and workers affected by the pandemic.

Delegates apply information technology to vote to approve resolutions at the session

Reporting at the meeting, Mr. Dung said that with the high determination and efforts of the whole political system, the support and consensus of the business community and people, in the first 6 months of 2021, the province‘s implementation of the "dual goals" of Covid-19 prevention-control and socio-economic development gained positive results. The province’s gross regional domestic product (GRDP) over the past 6 months increased by 7.23% over the same period last year (higher than the national GRDP growth of 5.64%). The province’s index of industrial production (IIP) was estimated at growing by 8.23%. The province’s export turnover was estimated at US$17.1 billion, up 47.2%. The province’s trade surplus reached US$ 3.75 billion. The province’s total investment capital for social development was estimated at VND55.2 trillion, up 10.7% over the same period last year. The province also attracted US$1.41 billion in FDI capital, up 46% and VND53 trillion in domestic capital, up 78% against the same period last year. The province’s State budget collection was estimated at VND 36.6trillion, up 23% compared to the same period last year while State budget spending was realized economically, efficiently and opportunely for arising tasks.

Along with ensuring the implementation of economic development goals, the province took good care of the people and well realized social welfare policies; promptly implemented support measures for those affected by the pandemic. In addition, the province’s indexes of competitiveness and administrative reform were greatly improved in terms of points and places. The Binh Duong smart city project continued being implemented with programs and projects under its roadmap. The province was also honored as one of the seven communities worldwide having outstanding smart city development strategies at the Intelligent Community Forum. The province’s foreign affairs, investment and trade promotion activities were organized appropriately. The local political security, social order and safety were also maintained.

Efforts by whole society

At the session, delegates of provincial People's Council discussed and proposed solutions in the direction, administration and implementation of the tasks of provincial People's Committee and functional sectors in order to complete 2021’s targets, which is seen as the premise for the province to fulfill targets and tasks of the 2021-2025 period.

Delegate Tran Thanh Trong and a number of delegates suggested that provincial People's Committee should continue quickly directing the implementation of measures to thoroughly stamp out the pandemic, vaccination among people and workers to support enterprises to stabilize production; instruct banks to reduce interest rates and freeze debts for enterprises facing difficulties, due to the pandemic; strengthen the task of training high-quality human resources...

According to Tran Thi Minh Hanh, Head of provincial People's Council’s Economics - Budget Department, the country and the world will continue facing the complicated developments of the pandemic while the economy of the province still has many obstacles for change. Hence, the province’s tasks in the period 2021-2025 are very onerous; especially the pandemic is complicated and unpredictable, adversely affecting the local socio-economic development, making people's lives face many difficulties. Therefore, provincial People's Committee needs to strengthen the direction of effective implementation of measures to support enterprises to overcome difficulties, recovering production and business; improve the local investment climate, attaching special importance to reform, creating favorable conditions for the province to attract and encourage enterprises to make investment in the province…

At the session, delegates also suggested provincial People's Committee to remove difficulties in public investment, improve the efficiency of using public investment capital, ensuring publicity, transparency, and select qualified contractors; speed up the implementation of investment projects, especially key ones; make agricultural restructuring towards promoting urban and high-tech agriculture models, production of high-value and efficient goods, ensuring food safety, increasing application of hi-tech technology into agricultural production, effectively developing hi-tech agricultural parks, promoting trade, trademark building, finding stable consumption markets for agricultural products...

Speaking at the session, Pham Van Chanh, member of provincial Party Standing Committee, Chairman of provincial People's Council acknowledged delegates’ high spirit of consensus and unanimity. They raised their sense of responsibility, participated in discussing and deciding important issues at the session, meeting practical requirements and aspirations of the people, thereby contributing to well realizing Covid-19 prevention-control and promoting socio-economic development, ensuring national defense and security in the province

At the session, Nguyen Tam Duong, Chief of provincial People's Committee Office was nominated as a member of the 10th provincial People's Committee for the 2021-2026 tenure. The session also approved 17 draft resolutions, including  the resolution on promulgating the working regulations of the 10th provincial People's Council; the resolution on promulgating the rules of the 10th provincial People's Council sessions; the resolution on establishment of provincial People's Council’s thematic supervisory delegation in 2022 on the situation and results of implementing policies to support enterprises and people facing difficulties, due to Covid-19 pandemic; the resolution on the 5-year socio-economic development plan for 2021-2025; the resolution assigning provincial People's Committee to decide investment policies for projects in the group B and group C under the competence of provincial People's Council; the resolution on adjusting and stopping the implementation of investment policies in a number of public investment projects; the resolution on adjustment of investment policy for the project of dredging and reinforcing Cai stream at the section from Tho Ut bridge to Dong Nai river; provincial People's Council’s resolution No. 43/NQ-HDND dated December 10, 2020 on the list of works and projects for land recovery and change of land use purpose for rice cultivation in 2021; the resolution on subsidy, social assistance levels and social assistance beneficiaries in the province...
