Yesterday (December 8), the 3rd session of the 10th provincial People's Council entered its second working day. Attending the closing session were Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee; Pham Van Chanh, member of provincial Party Standing Committee, Chairman of provincial People's Council; Nguyen Van Loc, member of provincial Party Standing Committee, Head of provincial Party Committee’s Mass Mobilization Commission, Chairman of provincial Fatherland Front Committee; delegates of the 10th provincial People's Council and leaders of departments, sectors, districts, towns and cities in the province.
Many goals for economy
At the third session, the 10th provincial People's Council approved 27 resolutions with great significance, affecting many aspects of socio-economic life such as: Socio-economic development plan in 2022; resolutions pertaining to the fields of finance - budget, public investment, natural resources - environment, agriculture, fees, prices for SAR-CoV-2 testing; especially a number of policies to ensure social welfare, order and security at the grassroots level such as: Support policies for households just escaping poverty; drug addicts at public detoxification establishments; part-time police officers, mobile forces handling traffic incidents and 113 part-time forces in the province.

Noticeably, the session approved a resolution on socio-economic development plan for 2022. The general goal of Binh Duong in 2022 is to focus all resources on Covid-19 prevention and control, maintaining the "new normal" state, ensuring safety and efficiency; recovering economic growth and further promoting economic restructuring towards the growth of services; improving the quality of growth on the basis of digital transformation and digital economy; further investing in perfecting socio-economic infrastructure, urban and service development as a premise for Binh Duong to develop sustainably in the direction of a smart, civilized and modern city, contributing to completing the goal of enhancing people's living standards, building up Binh Duong smart city.
Regarding specific goals, in 2022, the province's gross domestic product (GRDP) will increase by 8% - 8.3% compared to 2022. The local economic structure will be developed with 67.41% - 21.87% - 3.04 % - 7.68% in industrial manufacture - construction, services, agriculture - forestry - fishery and product tax minus product subsidies, respectively. The index of industrial production (IIP) will increase by 8.9%. The GRDP per capita is about VND169.8 million per year; export turnover and import value increase by 14.5% and 17%. Total state budget revenue will reach VND60trillion; total State expenditure will be at VND 20.68 trillion, total retail sales revenue of goods and services increases by 16%. FDI attraction will reach US$1.8 billion; total investment for social development reaches the growth of 10%; there will be 100% of communes, wards and townships meeting national criteria for communal-level healthcare…
Bringing resolutions to life
Speaking at the closing session, Pham Van Chanh, Chairman of provincial People's Council said that over the past 2 working days, the delegates focused on discussing, contributing ideas and showing high unanimity with contents presented. With a frank and enthusiastic spirit, the delegates deeply analyzed, objectively and comprehensively assessed the advantages and disadvantages of the economy, due to the impact of the pandemic as well as results, subjective and objective limitations in the implementation of tasks in 2021. Provincial People's Council highly appreciated the management of provincial People's Committee in the implementation of socio-economic tasks in 2021, especially efforts in removing difficulties during and after the outbreak of the Covid-19 pandemic, implementing social welfare policies, promptly and effectively solving problems arising in the context of the general situation facing many difficulties, challenges, due to the heavy impact of the Covid-19 pandemic.
2022 is the second year of implementing the local five-year socio-economic development plan (2021-2025). In order to well implement 2022’s goals and tasks, provincial People's Council Chairman proposed provincial People's Committees at all levels, sectors to focus on actively and effectively implementing a number of key issues. Provincial People's Committees, all-level authorities and sectors continue strictly implementing anti-Covid-19 measures; are determined not to let the pandemic break out again while continuing strongly upholding the spirit of solidarity, synergy, consensus and proactiveness, high responsibility to realize the goal of economic recovery and development in association with Covid-19 prevention and control, striving to complete the set targets and plans at the highest level in 2022, creating a motivation for the whole new development period.
After the session, provincial People's Council delegates continue excelling at meeting with voters, reporting the results of the sessions, the goals of the province to voters to soon bring the resolutions to life. Along with this, they regularly keep close contact with voters; listen to and honestly reflect voters' opinions; actively supervise the settlement of voters' reflections and recommendations and citizens' complaints and denunciations while encouraging the people to well implement the Party’s guidelines, the State’s policies and laws, especially regulations on Covid-19 prevention and control.
Mr. Chanh said provincial People's Council will further innovate, be more dynamic and creative in the way of thinking and doing; thereby obviously upholding the role of the local State agencies, deciding on right guidelines and solutions, creating consensus among people from all strata; being determined to help the province overcome difficulties and challenges, build up a civilized and modern Binh Duong, meeting the wishes of the local generations...

"The 3rd session of provincial People's Council took place successfully, ensuring the set contents. The delegates focused on discussing solutions for socio-economic development in the new context while fighting the pandemic and recovering economic activities. With the drastic direction and management of provincial People's Committee and the participation of functional sectors, many economic development targets achieved in 2021 were also highly appreciated by the delegates, voters and people. Especially, in the context of general difficulties, due to the impact of the Covid-19 pandemic, the development index of Binh Duong still increased by over 2%. * The number of doctors per ten thousand people is 8.5 doctors;
* The number of hospital beds per ten thousand people is 23.4 beds;
* The average housing area per capita is 30.6 sq.m/person;
* The province's urbanization rate reaches 83%;
*The rate of communes meeting advanced newly-style rural standards reached 35.7%…
