8th Party Central Committee meeting closes

On October 9, the 8th meeting of the Party Central Committee (PCC) (term XI) closed after 10 days of working with many detailed and intelligent ideas contributed to reports and projects.

Speaking during the closing session, Party General Secretary Nguyen Phu Trong reviewed what had been achieved, clarifying some issues to gain consensus in the Party and directing the implementation of the meeting resolution. 

According to the Party General Secretary, the meeting agreed with the assessment about the country’s socio-economic situation, while identifying the orientation, targets, tasks and main solutions for 2014 and 2015.

The PCC noted that the country must consistently follow the general targets set by the 11th Party Congress, make greater efforts in 2014 and 2015 to continue to stabilise the economy and control inflation; resume growth rate, increase the quality of competitiveness, renew the growth and restructure the economy; ensure social welfare, improve people’s living standards; protect natural resources and environment, cope with climate change; increase administrative reform, enhance prevention of corruption and waste; improve the business environment; expand and increase the efficiency of external affairs and international integration.

In 2014 alone, the PCC identified that the country should give priority in stabilizing the macro economy, curb inflation, and tackle difficulties in production and business, creating an impetus and trust for people and enterprises.

The PCC asked the Government, ministries and localities to strictly carry out the tasks and solutions, especially solutions to renew growth models, restructure the economy and carry out strategic breakthroughs, considering it a factor for rapid and sustainable development, and national industrialization and modernization.

The PCC identified to increase the completion of the institution of socialist-oriented market economy, complete the State management on economy, promote market economy rules, pour resources into real production and business, especially in agriculture, farmers and rural areas, increase the control over the financial and monetary market, and promptly adopt and carry out some administrative – economic special zone.

The PCC agreed to issue the resolution on comprehensive renewal on education and training.

In addition, the PCC spent a lot of time discussing each chapter, article and the overall draft amendments to the 1992 Constitution. According to the PCC, the draft amendments satisfied the requirements, and would continue to be completed to be adopted during the upcoming 6th session of the National Assembly.

Reviewing the implementation of the Resolution on the Strategy on fatherland defence, the PCC agreed to continue to realise targets, viewpoints and directions set in the 8th PCC meeting (term IX), and adjust it to make it suitable for the new situation.

The PCC also agreed on the establishment of 5 sub-committees to prepare for the 12th National Party Congress. The sub-committees needed to build up the programs and plans to be operational, ensuring the quality and efficiency of work.

During the meeting, the PCC discussed and contributed ideas on draft regulations on elections in the Party, and assigned the Politburo to continue to complete the draft regulations so that it could be adopted during the 9th PCC meeting (term XI).

Party General Secretary Nguyen Phu Trong affirmed that the programs set during this meeting were crucial and greatly influenced the realization of socio-economic development tasks, the improvement of education and training, the building of the Party, State, and national defence, ensuring the immortal characteristic of the country and regime./.
