8th session of 10th provincial People's Council considers and decides important issues on socio-economic development

The 8th session of the 10th provincial People's Council officially opens today, December 8. This session focuses on assessing the situation and results of the implementation of the Resolution of provincial People's Council on the local socio-economic development, defense and security in 2022, set out key tasks and solutions in 2023 while considering and deciding other important issues. On this occasion, Binh Duong Newspaper had an exchange with Nguyen Truong Nhat Phuong, Vice-Chairwoman of provincial People's Council about a number of issues about the session.

Creating a solid foundation

- Could you tell us about an overview of the program and content at the 8th session of the 10th provincial People's Council?

- The 8th session of the 10th provincial People's Council is the regular meeting at the end of 2022, taking place in 2 days from December 8 to 9, 2022. The opening and closing sessions of the session will be broadcast on Binh Duong Radio and Television Station for voters and people to watch. The session will focus on such key contents as assessing and discussing the situation and results of the implementation of the local socio-economic development and national security-defence targets in 2022, setting out directions and tasks in 2023, with focus on discussing and proposing solutions to recover socio-economic development, well solve jobs for laborers, take care of and improve people's lives. Performing the function of deciding the local important issues, provincial People's Council will discuss, consider and approve important resolutions, including the decision on decentralization of revenue sources, spending tasks between budgets of the local authorities at all levels in the period of budget stability in the period of 2023-2025; budget estimate, public investment plan for 2023; housing development program in Binh Duong province in the period of 2021-2030... Besides, provincial People's Council will consider promulgating a number of specific regimes and policies on supporting volunteers to guide and support people, enterprises to carry out administrative procedures and online public services in the province...

At the session, how does provincial People's Council Standing Committee evaluate the results of the implementation of the Resolution of provincial People's Council on the tasks of socio-economic development and national security in 2022?

- In 2022, the world and the region’s political and economic situation have had many complicated and unpredictable changes. In that context, since early this year, provincial People's Committee has focused on implementing tasks and solutions for socio-economic development, national defense and security in 2022 under the spirit of the central and local direction and orientation suitable to the local actual conditions. From the synchronous implementation of solutions, in general, production and business activities have tended to recover positively with people's lives and workers' incomes improved. The local socio-economic situation has achieved many positive results with political security, social order and safety maintained stably. As a result, many targets on socio-economic development achieved and exceeded the set plan, with the following bright spots:

The province’s economic growth clearly changed month by month and quarter by quarter. The province’s GRDP per capita was VND 170 million per year. The province completed the budget revenue estimate 2 months earlier than the set plan with total budget revenue in 2022 estimated at reaching 103%. Especially, FDI attraction saw a twofold increase in the number of projects with registered capital that was 1.6 times higher than the set plan. The province also continued maintaining a trade surplus of nearly US$ 10 billion. The province also focused on key projects, especially traffic infrastructure ones. External activities continued being organized in a diverse and right way, bringing the province many opportunities for investment cooperation and cultural exchange.

The province has effectively implemented a program on market stabilization without goods scarcity and price increase. The situation of petrol and oil supply at times had a partial shortage, but it was directed to solve in a timely manner. The province also organized many dialogues with business associations and industries to promptly solve difficulties.

The province’s agricultural sector continued developing towards high-tech, organic, ecological and efficient applications. The province’s fields of culture, society, health, education, science and technology continued being implemented in a comprehensive and synchronous manner. The province also continued paying attention to the work of ensuring social welfare. The province’s mass mobilization work, activities of the Fatherland Front and mass organizations continued strongly focusing on grassroots. The strength of the great national unity bloc continued being strengthened.

The province’s results achieved in 2022 are very basic and of great significance, further creating a solid foundation and an important premise for the local socio-economic development in the following years.

Along with the above results, the existence of some difficulties is inevitable. Specifically, industrial production and exports showed signs of slowing down from the third quarter and the fourth quarter of 2022, which is expected to further face difficulties in the first quarter of 2023 and the following period. Although the progress of planning work has been accelerated, the implementation of provincial planning and construction planning is still slow. The volume of implementation and disbursement of public investment capital is still slow and has not achieved the expected results. Many enterprises have continued facing difficulties, having to reduce production scale, cut working hours and lay off workers, especially in textile, garment, footwear, furniture manufacturing industries...

Provincial People's Council Standing Board realized that the positive results achieved in 2022 are the resonance results of the leadership and drastic direction of provincial Party Committee, the sense of responsibility and companionship of provincial People's Council; the dynamism and efficiency in administration from provincial People's Committee; the efforts by people from all strata, all-level authorities, sectors, mass organizations and enterprises… It is the result of the participation of the whole political system. On the basis of socio-economic development results in 2022, provincial People's Council will further consider and decide directions, tasks and solutions for socio-economic development in 2023, along with many important local issues, in order to ensure comprehensive socio-economic development at the expectations of the local voters and people.

Promoting growth on digital transformation platform

- Provincial People's Committee has set up a plan on socio-economic development, national defence-security in 2023 and will submit it to provincial People's Council for consideration and resolution at the session, what is the opinion of provincial People's Council Standing Committee? Which issues will provincial People's Council pay special attention to implementing tasks for 2023?

- Based on assessing the results achieved in 2022 and clarifying shortcomings, forecasting the situation, assessing the advantages and disadvantages of 2023, provincial People's Council committees had their opinions to verify. Provincial People's Council delegates discussed at the group meetings before the session about the goals, tasks and solutions for the implementation of socio-economic development in 2023. These opinions will be summarized and reported at the session of provincial People's Council.

Basically, provincial People's Council Standing Committee has agreed with 11 groups of solutions proposed by provincial People's Committee with the overall goal of focusing on effectively implementing the Resolution No.24 NQ/TW dated Octorber 7, 2022 on socio-economic development and national defence-security assurance in the Southeastern region to 2030, with a vision to 2045, resolutions and action programs to implement the Resolution of the 11th provincial Party Congress. Particularly, provincial People's Council Standing Committee has paid special importance to such tasks as further accelerating the process of socio-economic recovery and development, promoting growth on the basis of digital transformation, digital economy, ensuring the great balance of the economy; effectively controlling Covid-19 pandemic, infectious diseases and newly arising diseases; further promoting economic restructuring towards increasing the proportion of services; further mobilizing all resources on developing infrastructure, urban areas and services as a premise for Binh Duong to reach sustainable development towards a smart, civilized and modern city...
