The 9th Congress of the Binh Duong provincial Party Committee officially opened on the morning of September 27 in the presence of State President Nguyen Minh Triet and 346 delegates representing nearly 25,270 Party members in the province.

 

In his opening speech, Member of the Party Central Committee (PCC), Secretary of the Binh Duong provincial Party Committee, Mai The Trung, stated that Binh Duong province’s Party, government and people made efforts to attain considerable socio-economic achievements during the past five years. Particularly, the province’s economy gained high growth with structure shift towards growth in services, stability in industry and reduction in agriculture. State budget collection and investment attraction exceeded the set targets; infrastructure investment saw strong and synchronous development. The province also made positive changes in socio-cultural fields; improved the material and spiritual lives of the local people and maintained political security, social order and safety.

 

Mr.Trung also suggested the Congress to define breakthrough measures to successfully realize the local targets of socio-economic development in the next tenure, including focusing on promoting high-grade services in association with industrial and urban development towards civilization and modernity; mobilizing all forces to develop socio-economic infrastructure in a synchronous way; concentrating on building new urban areas, province’s political-administrative center…; raising the quality of human resources at the local development’s requirements in the new context; further improving the spiritual and material lives of the local people; ensuring social welfare and environmental protection; maintaining political security, socio order and safety…

 

Addressing the Congress, State President Nguyen Minh Triet praised Binh Duong’s remarkable achievements during the past five years while agreeing with the provincial Party Committee’s targets, orientations and measures for the next tenure. He stressed that when discussing tasks of the provincial Party Committee for the next tenure, delegates need to have a thorough grasp of the Party’s great viewpoints with economic development, Party building, cultural development as key tasks, which is linked with implementation of the Politburo’s Resolution No.53-NQ/TW on socio-economic development, national defence-security maintenance of the southeastern region and the southern key economic zone till 2010 and orientations for 2020.

 

He also urged Binh Duong to gain in-depth and sustainable economic development; pay attention to environmental protection; speed up administrative reform; further take care of the spiritual and material lives of the local people; strengthen the building work of the local Party, government and mass organizations, which is linked to the “Studying and following late President Ho Chi Minh’s exemplary morals” campaign; boost prevention of corruption and wastefulness; uphold the strength of national great unity bloc, successfully realizing the provincial Party Committee’s political tasks…
