9th session of 11th provincial Party Executive Committee: Local socio-economic situation is gradually recovering

With the synchronous and drastic participation of all-level authorities, sectors and the business community in the spirit of solidarity and consensus of the whole society, with the support of the Government and other localities, Binh Duong province has basically controlled Covid-19 pandemic,  gradually "greening" itself, gradually returning to the "new normal" state after the social distancing period. In September, the province’s targets on socio-economic development had impressive growth again.

Trade surplus reaching over US$ 4.6 billion

Reportedly, the province’s implementation of socio-economic development plan for 2021 has taken place amid the world, the nation and locality having advantages and disadvantages intertwined. Particularly, the complicated and unpredictable developments of Covid-19 pandemic have greatly affected the implementation of the province's goals and tasks on socio-economic development. From the beginning of the year to the end of June, provincial People's Committee focused on directing, thoroughly grasping, and seriously implementing the  resolutions, instructions of the Government,  provincial Party Committee and People's Council on socio-economic development by specific solutions, so the local 6-month socio-economic situation continued changing positively, achieving many positive results, effectively realizing the dual goals of Covid-19 prevention-control and economic development.

However, since July 2021, the pandemic broke out strongly and spread rapidly in the province, negatively affecting all aspects of social life. The province’s production and business activities were suspended. Workers lost their jobs and people's lives faced many difficulties. Facing the complicated developments of the pandemic, provincial People's Committee has been proactive to set up and realize many solutions in each specific time for Covid-19 prevention and control with the goal of putting people's health first.

According to a report by provincial People's Committee, over the past 9 months, with the synchronous and drastic participation of all-level authorities, sectors and the business community in the spirit of solidarity and consensus of the whole society, with the support of the Government and other localities, the province basically controlled Covid-19 pandemic, gradually "greening" itself, gradually returning to the "new normal" state after the social distancing period. As of October 13, the province had 4,364 enterprises registering to operate under the “3 green”, “3 on-site”, “1 road, 2 locations” models with over 600,000 employees. More than 90% of enterprises in the local industrial parks have resumed operations. The province’s industrial production index in September increased by 8.5% compared to the previous month. The figure over the past 9 months surged 2.9% over the same period last year. The province’s total retail sales revenue of services and commodities was estimated at nearly VND 188trillion, up 1.9% over the same period last year. The province’s import and export activities in the first 6 months of the year kept a relatively high growth rate. Export turnover increased by over 47% over the same period while import value grew by 43.4%. But, the sector’s activities decreased sharply in July and August and showed signs of improvement in September with export turnover increasing by 26.7% compared to the previous month and import value increasing by 34%. Estimatedly, the province’s export turnover over the past 9 months reached more than US$24.53 billion, up 26.7% over the same period last year while import value was more than US$19.9billion, up 34% against the same period last year. As of September 30, the province attracted more than VND65trillion in domestic investment capital, up 15.8% over the same period and US$1.52billion in FDI capital,  up 23% compared to the corresponding period last year or 85% of the year’s plan. The province’s total State budget revenue in the first nine months of 2021 was higher than the average level of the country.

Pandemic control prioritized for socio-economic development

Based on the local results done and real situation, provincial People's Committee has proposed key tasks and solutions for the rest of the year. Accordingly, the province will further prioritize mobilizing all resources for Covid-19 prevention and control with the motto of taking communes, wards and towns as "fortresses", people as "soldiers", as the center and subject in Covid-19 prevention and control with a high determination to prevent, control the pandemic from resurgence. The province will also continue implementing provincial Party Standing Committee's Directive No.12-CT/TU dated September 14, 2021 on carrying out Covid-19 prevention-control, easing social distancing measures after September 15, 2021 and provincial People's Committee's Plan No. 4639/KH-UBND dated September 14 on recovering socio-economic activities in the "new normal" state. Provincial People's Committee has also established a working group to support enterprises to remove difficulties for production recovery in the "new normal" conditions; prepared to organize activities on investment and trade promotion, a conference to opportunely remove investors, enterprises and industry associations’ obstacles.

Speaking at the conference, leaders of localities and departments agreed not to adjust growth targets for 2021. After the province has returned to the "new normal" state, localities, sectors and enterprises have quickly adapted to the situation, organized the implementation of tasks, determined to achieve the highest results in the remaining months of 2021. But, the province needs to deliberate issues on housing for workers because most lodging facilities in the southern localities have not met standards yet. This has affected the lives of lodgers, especially during the pandemic period. The conference also spoke highly of the role of mobile medical stations and grassroots health systems in Covid-19 prevention and control over the past time. Therefore, the province was suggested to consider and have support policies to maintain the operation of mobile medical stations as well as investing more strongly in the grassroots health system in the coming time.

Concluding the conference, Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation said that in the first nine months of 2021, despite facing many difficulties, especially the rapid spread of Covid-19 in the community, with the participation of the entire Party Committee, government, people and business community, the province obtained some important results. So far, the pandemic has been basically controlled with a number of targets on socio-economic development reaching or exceeding the set plan, especially targets on export, State budget collection and foreign investment attraction. The province also effectively carried out social welfare with national defense - security maintained. “This is the result of the solidarity and consensus of the whole political system, the business community, people from all strata, especially frontline forces who have not been afraid of difficulties, dangers, and sacrificed their lives to protect people's health, contributing to controlling the pandemic, creating conditions for production-business recovery and socio-economic development…”, Mr. Loi affirmed.

For Covid-19 prevention and control, provincial Party Committee Secretary also requested all-level authorities, sectors and localities to strictly follow the directions of the Government, the Prime Minister, the Ministry of Health, not to cause difficulties for production-business activities and people’s movement in the province. For production and business activities, he required relevant units to focus on solving difficulties for enterprises and projects; plan to organize investment promotion, well exploit revenue sources, drastically disburse public investment capital; continue well implementing policies on social welfare, ensuring national defense-security, and administrative reform; clean, repair schools and classrooms to welcome students…

At the conference, Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation requested all-level authorities, sectors and localities to further maintain activities on social welfare, especially support those with extremely difficult circumstances; plan to contact localities to organize pick-up trips for workers who want to return to Binh Duong to work while setting up a plan on Covid-19 vaccination and care for workers after they return to the province to work. This shows the responsibility and sentimental attachment of the province to workers who have chosen Binh Duong as their second homeland.
