Binh Duong Newspaper cooperated with Department of Home Affairs, Department of Planning and Investment to organize a live talk show over "Online registration of business establishment". This was one of the six joint programs between Binh Duong Newspaper and Department of Home Affairs in 2018 to propagate administrative procedure reform (APR).

The live talk show with the topic "Online registration of business establishment" was broadcast at www.baobinhduong. vn and on Youtube channel, Facebook Fanpage of Binh Duong Newspaper. Through direct comments on Facebook Fanpage and phone number 0967398699, many businesses posed questions related to the establishment of enterprises via the Internet, increase charter capital, switch industries... More than 20 questions were received and answered satisfactorily by Nguyen Thanh An, Deputy Head of Business Registration Office, Department of Planning and Investment; and Nguyen Bao Dinh, Head of Foreign Service Center, Department of Foreign Affairs.

At the talk, viewers watched a TV report on "Online registration of business establishment"; sent questions to the program. At the beginning, Mr. An said, this was a very meaningful program that would help APR be more convenient, effective and transparent. People, businesses, as well as young people, who are preparing for the establishment of a new business, can save time, may track their records on mobile apps. Many enterprises appreciated this program for providing comprehensive inquiries on online business registration.

Mr. An affirmed that the transparency of online business registration was obvious; legal value of this method was equal to conventional business registration. Furthermore, this method shortens the time and effort of people and enterprises, minimizes the overload of business registration offices. Mr. An added: "enterprises and individuals may choose the form of registration via the Internet. Business registration offices will create favorable conditions for organizations and individuals to find information, make online registration. Organizations and individuals may choose to use digital signatures or use business registration accounts to register their business. Online registration dossiers are legally valid as paper dossiers”.

Satisfactory answers for enterprises

A viewer asked: "I want to register a private enterprise in the field of restaurants, accommodation, events, media, or seedling purchase, agricultural materials. So how do I register online the establishment of my business? Mr. An answered, to register online records, the viewer must first have a computer connected to the Internet; Then go to the website: https: //dangkyquamang.dkkd. gov.vn, and follow these steps: Step 1, create account, send account request, confirm the login account. Step 2, create a profile, enter necessary information. Step 3, attach and download attachments. Step 4, sign and confirm. Step 5, amend and supplement the dossier (if any). Step 6, get the results.

Mr. An added that the online registration service in Binh Duong was less time-consuming, economical and convenient than the direct registration. "In terms of time, records of new business establishment take the longest time, because enterprises have to enter all the information of enterprises into the system. Dossiers of business changes take lesser time. For example, when capital increases from VND1 billion to VND5 billion, the enterprise only have to go to capital’s tab and adjust their capital from VND1 billion to VND5 billion. For a new business registration, an average computer user can complete this dossier within half an hour. In addition, enterprises can save a lot of time, because they do not have to go to Public Administrative Center for guidance and dossier submission; save travel costs, submission fee, because the online registration is completely free”, Mr. An said.

A facebooker asked: "The preparation for required procedures is ok. But how to use signature of the business owner or the authorized person?". According to Mr. An, the national system of business registration has the function of the authentication sign in two forms: signing by business registration account of the applicant or signing by public digital signature of the applicant. In the case of signing by business registration account, at the signature, the enterprise selects the email address used in the creation of this account. In the case of public digital signature, the enterprise connects to their registered digital signature device to sign.

According to Nguyen Thanh An, online registration differs from direct registration in information declaration fulfilled via the Internet. Nguyen Bao Dinh added, many enterprises were not proficient in information technology, so it was very difficult to register online the establishment of enterprise. Mr. Dinh also suggested that functional agencies should continue to organize many programs about this, so that enterprises would understand the process, regulations, and steps of online business registration.
