Adjusting Binh Duong province industrial park development planning until 2020 – Part 1

Part 1: A necessary adjustment

The Prime Minister has approved Binh Duong province industrial park (IP) development planning until 2020. This adjustment is necessary, comprises favorable conditions for gradually bringing Binh Duong province to an industrial province by 2020 and a city directly under the Central in 2020.

Being consistent with local development needs

Accordingly, the Prime Minister agreed to take Mai Trung IP with an area of ​​51 ha out of the national IP development planning until 2020; add Binh Duong Riverside ISC with an area of 600 ha, Tan Lap 1 with 200 ha, Vietnam - Singapore 3 with 1,000 ha, and Vinh Lap with 500 ha to this planning. In particular, Binh Duong Riverside ISC IP is set out to be a multidisciplinary IP with different industries, like: electronics, industrial electricity, industrial electronics, semiconductors, information technology, high technology, mechanics... This would be a prerequisite for the development of new urban areas in Ben Cat overall urban planning.

In addition, VSIP 3 IP is invested to exploit land resource’s advantages, after investing in Belt Road 4,5 and creating a land resource for public – private projects; thereby, contributing to urban, regional infrastructure development of North Tan Uyen district; connecting VSIP 3 IP with VSIP 2, My Phuoc 1, 2 and 3  to form a modern industrial urban chain along the Belt Road 4. Tan Lap 1 IP is expected to the first zone specialized in wood manufacturing and processing, raw materials for the wood industry of the province, accelerating North Tan Uyen district’s socio-economic growth associated with urban and infrastructure development…

As planned, in 2020, Binh Duong will have 33 IPs with a total area of ​​15,730.18 ha. The province has also encouraged and mapped out a route to transform industrial land of IPs in Thuan An, Di An town into commercial and service land to be in line with land use planning of each period; simultaneously developed IPs located in provincial northern area combined with synchronous outside-IP infrastructure investment to serve production, trade and goods transport needs of businesses.

Exploiting the potential of provincial northern area

In recent years, industrial parks, clusters in the province have contributed to the modernization of the infrastructure system, creating a "clean" land fund to create an open investment environment, contributing to provincial growth of industrial production value, job creating, economic and labor restructuring in the province. However, the IP development in the province consists of shortcomings, such as: IPs concentrate mainly in southern area of the province, creating a pressure for the urban system and cultural – social infrastructure; were located alternately in urban, residential areas, not ensuring the required distance, limited environmental protection…

In order to ensure economic development objectives tied to a green growth, Binh Duong province is moving IPs development to northern area, and gradually shifts southern IP’s purposes to create land for urban development. The adjustment of the IP development planning is an important prerequisite to the formation and development of a modern system of industrial zones in Binh Duong province in particular and the country in general in the future.

We can believe that this adjustment is consistent with provincial socio-economic development orientations until 2020, urban development planning, and a critical factor to adjust land use planning in 2016-2020 period of Binh Duong; to supplement IP development planning to exploit land resource’s advantages after finishing Belt Road 4, 5, My Phuoc - Tan Van, Highway 13…The addition of new IPs in northern area, where has a large agricultural land resource (mostly low-yielding perennial trees) and a flat terrain, is favorable for the development of industrial production ...

Due to these above conditions, the adjustment of provincial IP planning by 2020 is essential, consists of favorable conditions for the province to become an industrial province before 2020 and a city directly under the Central in 2020.

According to the Prime Minister approval for Binh Duong province IP development planning by 2020, the area of Tan Dong Hiep B IP will be decreased from 163 ha to 150 ha, Song Than 3 from 534 ha to 427 ha, Dai Dang from 274 ha to 219 ha, Phu Tan from 107 ha to 214 ha, and Kim Huy from 214 ha to 172 ha. At the same time, increasing the area of Lai Hung IP from 400 ha to 600 ha, Cay Truong from 300 ha to 700 ha, South Tan Uyen from 620 ha to 966 ha, Rach Bap from 279 ha to 639 ha, and Viet Huong 2 from 250 ha to 262 ha…
