Administrative procedure control well implemented by Department of Industry and Trade in the first 5 months of the year

In the first 5 months of the year, departments and sectors have well implemented the administrative procedure control. Department of Industry and Trade has been highly evaluated for various transparent and public administrative procedures.

Administrative procedure reforms

In the first 5 months of 2015, Department of Industry and Trade is one of the establishments conducting the best administrative procedure control. In general evaluation of administrative procedures, coordination has been made with Binh Duong Provincial People’s Committee to announce 26 new administrative procedures, 11 amended, and 12 evoked. The administrative procedures under processing competence of laws, decrees, and guiding circulars of senior management unit. The provincial authority has completed contents of the decision overiding Decision No. 54/2013/QD-UBND dated December 31, 2014 regarding the regulations on management and use of trade promotion fees in the province for administrative procedures. The department has carried out evaluation collection for administrative procedures against draft documents in accordance with regulations.

Administrative procedure reforms carried out by Department of Industry and Trade attentively

Mr. Vo Van Cu, Director of Department of Industry and Trade, informed that the province has reviewed and made statistical data of 26 new administrative procedures, 11 amended and 12 revoked on its website to make it easier for references and downloads by organizations and individuals implementing administrative procedures. Implementing the plan on reviewing and evaluating administrative procedures in 2015, the department has registered to Binh Duong Provincial People’s Committee the 12 administrative procedures in 4 fields of food safety, chemicals, electricity, and cargo flow in the country. Many organizations and individuals express their satisfaction as Department of Industry and Trade is where administrative procedures are well implemented to facilitate access of the public and organization to information update and resolution procedures.

Thanks to the best announcement and transparency of administrative procedures, from the beginning of 2015, the department has resolved 2,790 documents. From April 2015, the department has implemented electronic one-stop shop at the Administrative Center. Thus, during the work, the related units have unanimously implemented universal software of the province. During the process, the department has surveyed for customers’ satisfaction. On monthly basis, the department has issued 20 survey slips to collect opinions and feedbacks of organization and individuals in the province. Concurrently, the department has accepted direct feedbacks on hot line for timely and high quality services.

Mr. Vo Van Cu, Director of Department of Industry and Trade informed that in the first 5 months of the year, 60 documents have been published and disseminated.

To improve administrative procedure reform effectiveness

To improve effectiveness of administrative procedure reforms, Binh Duong Provincial People’s Committee and the department have made tight regulations on admnistrative procedures in the project and draft of legal documents to ensure administrative procedures. In the meantime, evaluation of quality and contents of administrative procedures before announcement has been made. Concurrently, departments and sectors have well received the feedbacks and suggestion of administrative procedures of organizations and individuals to timely resolve the drawbacks related to the documents and procedures.

In a meeting on direction of administrative procedure reforms, Mr. Tran Van Nam, Chair of People’s Committee, demanded local departments and sectors to make more efforts to control administrative procedures so that adminstrative procedure reforms would be at expected results. Mr. Tran Van Nam showed expectation for officers and cadres to improve their awareness of administrative procedure reform significance and administrative procedure control in the face of sustainable socio-economic development of the province.
