Administrative reform in association with digital transformation promoted

According to provincial Steering Committee for Administrative Reform, Digital Transformation, Project 06, Smart City, in 2024, departments, sectors and localities will focus on directing to  implement synchronous solutions to promote administrative reform via analyzing and evaluating shortcomings to put forward solutions to improve the results of the administrative reform index on reviewing legal documents, proposing and advising on legal documents that are appropriate to the actual situation of the province.

The province continues arranging the organizational structure of public service units, reforming the public service regime, especially administrative procedure reform associating digital transformation with a number of key contents such as promoting the review, reduction, simplification and restructuring of administrative procedures and regulations (including administrative procedures and internal administrative procedures between State agencies) on the basis of the Project 06 database and specialized databases, digitized databases.

In addition, the units will complete, integrate and unify their information system for resolving administrative procedures, synchronously connecting the National Public Service Portal with the National Population Database and specialized database to authenticate identification and resolve administrative procedures, provide online public services and build a data warehouse to digitize records and results of resolving administrative procedures to reduce the composition of paper records. They will be also determined to increase the rate of online public services throughout the entire process, interconnected on the provincial Public Service Portal and the National Public Service Portal to 80%, online payment to over 50% and the rate of online public service records to 75% or more.
