Administrative reform takes people as center for service

On the afternoon of September 22, Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee chaired a meeting to hear reports on the 2021 Provincial Governance and Public Administration Performance Index (PAPI), the 2012 Public Administration Reform Index (PAR Index), Satisfaction Index of Public Administration Services (SIPAS).

Regarding the PAR index in 2021, Binh Duong province reached 87.87 points, ranking 13th nationwide, leading southern provinces, increasing by 0.94 points. For the PAPI Index in 2021, the province achieved a total score of 47,178, ranking in the highest score group. If being calculated with the score from high to low, Binh Duong ranked 2nd out of 63 provinces. Compared to 2020, all 8 PAPI indexes of Binh Duong increased. Among them, 7 contents were ranked in the highest score group and 1 content was in the high average score group. In 2021, Binh Duong's SIPAS index reached 87.78%, ranking 22nd nationwide. In terms of the set of indexes for directing the operation and assessing the quality of serving people and businesses in implementing administrative procedures and public services online, which was just announced on September 20, 2022, Binh Duong ranked 43rd nationwide.

At the meeting, Mr. Minh requested departments and sectors to continue maintaining the results of the PAPI Index. As for the remaining indexes, PAR and SIPAS, the province will strive to be in the top 10 in 2022. He emphasized that indexes performed by Binh Duong are on the right track of taking the people as the center for service. The province’s "one-stop shop" department and public administrative service center will continue maintaining a contingent of volunteers to guide people to do administrative procedures and digitize, support people to do administrative procedures at home. Regarding administrative procedures, they will strictly implement the task of posting up forms and components of dossiers, return dossiers to people on time, strictly offer apology. For cadres and civil servants, they need to be given annual training in terms of ethics and professional qualifications…
