All the preparations for the election are ready

On May 22, along with voters throughout the country, over 1.4 million voters in Binh Duong province will go to the vote to select qualified persons for the 14^th National Assembly (NA) and People's Council deputies of the 2016-2020 tenure. These days, a festive atmosphere is everywhere in the province. Talking to reporters of Binh Duong Newspaper, Mr. Mai Son Dung, Director of Department of Home Affairs, Permanent Member of provincial Electoral Commission, said all preparations for the elections were completed legally and on schedule.

- Can you tell us about the preparations for the 14^th NA and People's Council deputies’ election of the 2016-2020 tenure at this time?

- At present, the preparations for the election are basically completed legally and on schedule, ensure safety and requirements of all works related to the election.

The preparations for the 14^th NA and People's Council deputies’ election of the 2016-2020 tenure are very active, thanks to the in-advance preparations of guiding documents, demonstrating the spirit of responsibility and coordination among Party committees and localities’ government; works are implemented as planned. Political security and social safety before, during and after the election day are secured by the coordination between localities and sectors; plans, measures are set up to proactively handle incidents and protect election safety. The introduction of candidates complies with procedures and schedule; ensure that the list of candidates is longer than the elect at each election unit according to Electoral Law. Meetings with voters and canvass are organized seriously; ensure democracy, equality between the candidates. The election propaganda and preparations for material facilities are urgently executed. Ballots, seals, ballot boxes, forms and other items were transferred to Electoral Committee, Electoral Teams by Electoral Commissions of province, district, and commune-level according to Electoral Law.

- Sir, through inspection and supervision of local electoral works, what is your opinion?

- Electoral Commissions of province, district, and commune-level have developed and implemented plans to inspect and supervise electoral works. Provincial Standing People's Council has also monitor Standing People's Councils of district and commune-level in performing electoral works related to the scope and responsibilities of Standing People's Councils at all levels. Provincial Electoral Commissions established 3 delegations to inspect the implementation of electoral works at 9 district-level Electoral Commissions and some commune-level Electoral Commissions. In addition, provincial Standing Electoral Commission established 2 delegations to inspect 4 district units and 8 communal units in receiving candidate profiles, establishment of election groups, division of election polling stations, listing voters, establishment of Electoral groups… Standing Committee of provincial Vietnam Fatherland Front Committee sets up plans and monitors local electoral works.

Through inspection and evaluation of inspection teams under provincial Electoral Commission, the Supervision, Examination delegation of NA’s Standing Committee, National Electoral Commission, the preparations for the election of the 14^th NA and People's Council deputies of the 2016-2020 tenure in Binh Duong are good, demonstrating the spirit of responsibility and coordination among Party committees and localities’ government. The introduction of candidates complies with procedures and schedule; ensure that the list of candidates is longer than the elect at each election unit according to Electoral Law. Meetings with voters and canvass are organized seriously; ensure democracy, equality between the candidates.

The election propaganda works have been performed actively by localities and sectors, and focus on dissemination of Local government organization Law, Electoral Law; consultation process, contents and works must be publicized according to laws; time and place of receiving candidate profiles, listing voters, listing and announcing candidates at all levels… are focused; arising problems are handled timely in the implementation of Electoral Law and the election schedule.

Provincial and district Electoral Commission have actively developed and deployed the plan of monitoring electoral works at their locality; the inspection and supervision are prepared carefully, responsibly, timely to help grassroots units to report difficulties to competent authorities for solutions.

- Sir, a new thing in this election is that those, who are in detention, or receive compulsory education, will also be in the voters' list. So how do we organize for these subjects to vote?

- Currently, according to reports from localities, the province has more than 3,500 voters, who are temporarily detained at prisons, rehabilitation facilities, and compulsory educational facilities. These are separate polling stations established by communal People’s Committees according to laws. Voters in these polling stations also have the right to vote NA and Provincial People’s Council’s deputies.

To create favorable conditions for these voters under the provisions of Electoral Law, localities cooperate with heads of these facilities to organize study of regulations on voting rights, running for election, NA and People’s Council’s deputy’s qualification, and issues related to the election, the preparation, publication of voter list, candidate list; organize polling stations at these facilities to help these voters to do their voting right.
