Before the difficulties of a newly established district, People's Committee of Bau Bang district has concentrated on directing specialized divisions and committees, commune People's Committees as investors to cooperate closely, regularly inspect and urge constructors, promptly report and make suggestions about removing problems; at the same time, to adjust capital and prioritize key projects such as health and education.

Le Khac Tri, Chairman of People's Committee of Bau Bang district, said that in order to carry out well the public investment work, in early 2016, local authority had implemented the project "Improving the quality of administrative procedure clearance". Administrative reform was performed through the application of ISO system in the district to create favorable conditions for investors to well implement assigned plan. Along with that, the district continued to adjust and review the appropriateness of publicizing administrative procedures for receiving and returning dossiers in the capital appraisal of construction projects so that the projects could be implemented on schedule.

Owing to good public investment, so far, many key projects of Bau Bang district have been completed and put into use as planned. For example, Lai Uyen A Primary School, Lai Uyen Kindergarten ... In addition, other key projects of the district are progressing at over 80%, such as Hung Hoa Elementary School (82.4%), the maintenance of roads to Long Nguyen residential area (83.48%) ...

Early trouble overcoming

One of the difficulties in implementing public investment in Bau Bang district is the fact that lottery fund, targeted provincial fund and provincial budget fund are not included in district budget balances. Thus the locality is not able to carry out payment to projects. Besides, investors have not paid attention to the advance payment and payment at the acceptance level in each period, but wait until the works are completed and put into use for payment.

According to Mr. Do Van Thanh, Head of Finance and Planning Office of Bau Bang District, commune People's Committees still face many difficulties and confusion in surveying and estimating investment orientation, because guiding documents on construction investments from ministries and sectors are still lacking. Meanwhile, the investors still make inappropriate investment portfolio is, so many localities have to adjust their investment portfolio, leading to the district People's Committee's consultation for approval encounter many difficulties, not timely, slowing down construction progress.

In order to ensure the completion of public investment plan this year, People's Committee of Bau Bang district has directed the investors and People's Committees of communes to focus on solutions to efficiently use funds. At the same time, the district will accelerate approved capital disbursement for capital construction to transitional works and projects finishing balance strike.

Mr. Tri said that Bau Bang will adjust and transfer in-progress projects in accordance with Public Investment Law, the assigned fund plan, not generate arrears of construction investment. At the same time, local authorities will strengthen the state management in construction investment, rectify the selection of consulting contractors, constructors...

In 2017, a public investment fund of VND269.023 billion was allocated to Bau Bang district; Of which, provincial capital is VND 144,238 billion, the district capital is VND 124,785 billion. The acceptance volume of works in the district by the end of June 2017 was estimated at VND105 billion.
