Ben Cat deserves to be the 5th city of Binh Duong

Ben Cat town, along with Thu Dau Mot city, Di An city, Thuan An city and Tan Uyen city, is located in the northern dynamic urban development area of ​​the central urban area of ​​Ho Chi Minh city, which is an area for high-tech industrial, clean industrial development, an sci-tech research and transfer center, a spatially balanced development area for central urban areas... After the process of efforts to build and develop, Ben Cat town has met standards to become a city under Binh Duong province.

Rich in potential

Nguyen Trong An, Chairman of Ben Cat town’s People's Committee said that over the past time, Ben Cat has been identified as a multi-media traffic hub in the North of the central urban area, landscape protection area along the Saigon river, Dong Nai River and peripheral agricultural landscape under the Prime Minister’s Decision No. 2076/QD-TTg dated December 22, 2017 on approving the adjustment of construction planning for the Ho Chi Minh city to 2030 with a vision to 2050. Accordingly, Ben Cat urban area has a central location connecting Thu Dau Mot city, Tan Uyen city and districts of North Tan Uyen, Bau Bang, Dau Tieng of Binh Duong province.

With the local efforts in construction and development, Ben Cat town has met standards, deserving to be the 5th city of Binh Duong province.

Ben Cat urban orientation to 2030 is an industrial and service urban area. It will be  an urban center with the function of industrial - service urban – traffic hub, with industrial development towards clean industries with high technology by 2040. Over the past time, under the investment of the province, Ben Cat town had a strongly developed traffic system, connecting smoothly and synchronously with key routes passing through the area, creating favorable conditions for the town to easily connect industrial parks with urban areas in the south of the province, connecting with Ho Chi Minh city, Binh Phuoc province and the Central Highlands provinces. Ben Cat plays a very important role in the province and key economic region’s process of socio-economic development, attracting investment, making industrialization, urbanization, ensuring national defense and security.

Along with connecting traffic infrastructure, the Saigon River waterway with An Tay port, belt road 4 of Ho Chi Minh city in the future combined with the existing traffic system will be a condition for Ben Cat to get more development resources. Especially, with the policy of bringing industrial manufacture to the North of the province, Ben Cat will become the largest logistics center of the province in the future. Currently, Ben Cat town is home to 8 industrial parks with a total area of ​​4,030 hectares, 1 concentrated industrial production park with 47.7 hectares, 5,985 investment projects, including 5,186 domestic investment projects with total capital of more than VND 54.89 trillion and 799 FDI projects with total capital of more than US$ 9.28 billion, creating jobs and stable income for tens of thousands of workers in and out of the province.

Mr. An further shared that Ben Cat town is currently focusing on urban development on the basis of determining that technical infrastructure development is a very important factor, the locality has mobilized investment from many different sources towards a modern, civilized urban area. Technical infrastructure systems and roads in industrial parks, residential areas, and basic housing areas are built completely and synchronously by investors. The town is also interested in investing in social infrastructure construction, contributing to sustainable development, gradually improving people’s quality of life.

Suitable to current development status

Under provincial People's Committee’s Decision No. 1573/QD-UBND dated July 1, 2022 on approving the overall adjustment of the general planning of Ben Cat town until 2040, Ben Cat is identified as an industrial, service, agricultural urban area, an important traffic hub of the province and the Southern Key Economic Region. Accordingly, the establishment of Ben Cat city in Binh Duong province is extremely important in terms of politics, socio-economic development and national defense - security of the locality. Previously, the town was recognized as a third-class city under the Construction Minister’s Decision No. 1503/QD-BXD dated November 20, 2018 with 57 out of 59 standards, exceeding the minimum score in accordance with regulations on urban classification.

It can be affirmed that the policy of establishing Ben Cat city is in line with the local socio-economic development and rapid urbanization process while ensuring compliance with the national urban classification plan for the period of 2021-2030, Ho Chi Minh city’s regional planning orientation, Binh Duong province's socio-economic development planning and other planning orientations approved by competent authorities.

Many experts commented that the establishment of Ben Cat city is extremely important, contributing to helping the locality overcome shortcomings in administrative management in terms of planning and implementation of planning, construction, management on architecture urban landscape, technical infrastructure, population, environmental protection... Particularly, becoming a city will create a legal basis for establishing and strengthening tasks and power in organizing management under the urban government model, contributing to helping Ben Cat successfully complete the local socio-economic development tasks, contributing to the general development of Binh Duong province.
