Binh Duong: A highlight of RIPs selecting program

Under the Minister of Industry and Trade (MoIT)’s Circular No. 26/2014/TT-BCT dated August 28, 2014, regulating the selection of outstanding rural industrial products (RIPs) and the MoIT’s Circular No. 14/2018/TT-BCT dated June 28, 2018 amending and supplementing several articles of the Circular No. 26/2014/TT-BCT, in recent years, the MoIT and Binh Duong provincial People's Committee have organized a lot of selection rounds for outstanding RIPs at district, provincial, regional and national levels.

Progress in each year

Provincial program for selecting outstanding RIPs has achieved many significant achievements from 2012 to 2024. A notable result is the vigorous increase in the number of participating RIP establishments, the number of registered products and the number of recognized products each year. In 2012, Binh Duong only had 6 participating RIP establishments with 15 registered products, 12 of which were recognized. However, the program made significant breakthroughs in the following years, with the number of rural industrial establishments and the number of registered products for selection continuously increasing, with each year higher than the previous one.

Noticeably, 2024 marked a milestone when the number of registered products reached a peak of 54, with 46 participating units and 41 products recognized. This is the highest number in the program’s history while highlighting the relentless efforts of rural enterprises in enhancing quality and expanding markets.

Although the number of recognized products was one less than the previous period, the number of participating units increased by three. This indicates that the selection program is attracting more participants and the evaluation criteria are becoming more and more stringent.

Overall, Binh Duong’s selection of outstanding RIPs has maintained a steady performance, with a consistent number of products meeting standards. This achievement not only reflects the development of RIPs, but also demonstrates the program’s success in promoting rural economic growth, creating many job opportunities and improving the lives of the local residents.

Taking lead in regional and national levels

Initially, in 2012, Binh Duong had 12 products recognized at provincial level and 6 ones at regional level. Although these numbers were modest, they marked an important beginning, opening up new directions for the province’s RIP sector.

In the following years, the number of recognized products continued rising, proving the strong and sustainable development of businesses in the region. In 2014, the number of provincial-level products increased to 21 while 5 products were recognized at regional level. Notably, in 2015, the province made a significant leap with 24 provincial-level products and had 3 products recognized at national level for the first time.

One of the most remarkable milestones of the program occurred in 2016 and 2017. At that time, Binh Duong had 9 regional products and 5 national ones, leading the country in the number of recognized outstanding RIPs. This was a significant achievement, marking the province’s strong transformation and affirming Binh Duong’s position in the RIP sector nationwide.

In 2020, despite challenges from COVID-19 pandemic, Binh Duong continued performing well, with 27 provincial-level products and 13 regional products recognized. This clearly demonstrated the persistence and continuous efforts of businesses in overcoming challenges and innovating to maintain the market. Notably, in 2021, Binh Duong once again led the nation with 7 national-level products, reaffirming the reputation and quality of the local RIPs.

In 2022, Binh Duong not only maintained its leading position in the Southern region with 28 recognized regional products, but also marked significant advancements in product quality and scale. Businesses maximized support policies, promoted technological innovation and improved product quality to meet the stringent standards of domestic and international markets.

In 2023, Binh Duong had 7 national-level products, continuing being among the top groups in terms of the number of recognized products at the highest level (top 2). This achievement proved that Binh Duong is maintaining stability and further developing. Amidst increasingly fierce competition, maintaining this position is commendable.

Looking back at the journey of more than a decade, it is evident that Binh Duong’s outstanding RIPs selection program has played a crucial role in promoting rural economic development, creating jobs for thousands of the local workers and enhancing the value of rural products, helping enterprises expand their markets.

Continuously achieving high positions in recent years has affirmed the province’s pioneering role in developing RIPs nationwide, with many products meeting standards and competing in international markets. These achievements are not only a source of pride for Binh Duong, but also a driving force for the province to continue upholding its potential towards sustainable development in the future.

Preferential policies

Binh Duong has implemented a range of solutions to support the development of outstanding RIPs, including the province’s annual industrial promotion program. The program always gives priority to supporting establishments with recognized products, particularly products with national and regional certificates as well as those with the valid certificates of outstanding RIPs (certificates are valid for 4 years from the date of issuance, with the first year considered as the year of certificate issuance. Specific support policies include:

-Support in providing information, consulting  and guiding how to access State incentive policies, supporting investment projects for production expansion, standards, regulations, processing, preservation, safety conditions and food labeling. Maximum support is 50% of the cost, but it is not more than VND 35 million per establishment.

-Prioritized support from the national industrial promotion fund as prescribed in Decree No. 45/2012/NĐ-CP.

-Support for the application of advanced machinery and equipment, technology transfer, scientific and technical advancements in industrial and handicraft production. Maximum support is 50% of the cost, but it is not more than VND 300 million per establishment.

-Support for investment in showrooms to introduce and promote products at RIP establishments. Maximum support is VND 70 milllion, VND 50 million, VND 30 million and VND 20 million per showroom corresponding to national, regional, provincial and district-level recognition.

-Introduction of products on provincial Department of Industry and Trade's electronic portal and provincial e-commerce platform.

-Support in connecting outstanding RIPs to wholesale and retail distribution systems nationwide (shopping centers, supermarkets, markets, convenience stores, OCOP product introduction and sales points...).

-Support for participating in national trade promotion programs, investment promotion and development, brand building and promotion as well as showcasing products domestically and internationally.

-Consulting and supporting RIP establishments in developing e-commerce and applying the digital economy for outstanding RIP development.
