Binh Duong Customs to promote creativeness in professional activities

To complete assigned tasks in 2015, since early this year, heads of Binh Duong Customs Department assigned specific tasks to subordinate units, focused on promoting creativeness, innovation, and effectiveness in professional activities.

Creating favorable conditions for businesses

In the last 2 years, through the national one-stop-shop (OSS) customs clearance system VNACCS / VCISS funded by Japan, “invisible customs” activities have been applied at customs branch of Vietnam – Singapore industrial park (VSIP). Due to this program, enterprises do not need to bring documents to the customs branch nor to meet customs officials for clearance. They just have to “click” on a computer to submit their dossiers and get results within 6 minutes.

Vu Thi Phuong, Head of Export Division under Tombow Vietnam Company (VSIP I, Thuan An town) said, in recent years, customs procedures in Binh Duong province as well as VSIP have had many improvements. VNACCS/VCIS system has saved a lot of time for businesses. Any questions of businesses are also explained carefully by officials.

Container scanners help to save costs, reduce time of businesses

Nguyen Nhat Anh Thu, Deputy General Director of Takako Vietnam Company (VSIP), said: “We found a high sense of responsibility from leaders to officials of customs while working, they have created favorable conditions for enterprises to fulfill procedures in accordance with laws”.

Improving competitive capability

Implementing Resolution No. 19/NQ-CP dated Mar 12th 2015 of the Government on effective implementation of three strategic breakthroughs tied to economic restructure, improving the business environment, promoting administrative procedure reform, Binh Duong Customs Department have implemented administrative procedure reform, such as: reducing unnecessary procedures, publicizing administrative procedures on our website and at customs stalls according to Directive No 24/CT-TTg of the Prime Minister on strengthening the management and improvement of administrative procedures in taxation, customs…

To further improve the business climate, enhance competitive capability of the province, Binh Duong Customs Department developed plans to implement measures relating to customs operations in the 2015 -2016, focusing on enhancing cooperation with enterprises; encouraging importers, exporters to comply with customs and taxation laws…

In the first 9 months of 2015, Binh Duong Customs Department organized dialogues, like: dialogues with Investment Associations of Japan, Taiwan, Korea...; consulting session with APLNOL VN about customs  procedures of CFS warehouse… Besides, customs branch of VSIP signed the partnership with 5 provincial companies having high quantity of turnover and declarations; discussions with enterprises…

One solution contributing to improving provincial competitive capability was to put container scanners into use to save unloading costs, inspection time for businesses. In the first 9 months, Binh Duong Customs Department deployed container scanners at 4 customs branches of VSIP, My Phuoc industrial park, Viet Huong industrial park, and outside industrial parks’ branch. It only takes 6 minutes to check cargos on one container. The machine also detects quickly wrongful declarations, prevents commercial frauds, smuggling and importing prohibited goods hidden in cargos.

To keep reforming administrative procedures

One important issue in administrative procedure reform is to publicize customs procedures in order for people and businesses to access easily. In addition, the Department have coordinated well with Tax Department and Treasury to exchange data, implement tax collection via banking services…

The publicization of customs procedures has complied with regulations. The Department also made suggestions to upper levels to simplify administrative procedures; performed measures to shorten clearance time, implement effectively Customs Law, Decree 08/2015/ND-CP, Circular 38/2015/TT-BTC…

In the coming time, Binh Duong Customs Department will continue to coordinate with other agencies to actively remove business’s difficulties involved in import-export activities; set up and implement useful software based on VNACCS/VCIS system, bonded warehouse management software…

Nguyen Thi Ngoc Hanh, Deputy Head of VSIP’s customs branch said, after examination, the branch recognized that some companies were still confused about laws and regulations, thus decided to form a consulting team to arrive at companies to give direct instructions. This is a proactive support to remove difficulties for enterprises.
