Binh Duong determines to solve difficulties, speed up disbursement of public investment capital

On September 21, Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and Nguyen Van Danh, Vice Chairman of the Provincial People's Committee, chaired a meeting with localities, including Thuan An City, Di An City and Phu Giao District, and related departments and agencies on the implementation and disbursement progress of public investment capital in 2022. At the meeting, many opinions were given to discuss solutions to difficulties and obstacles in order to speed up the disbursement of public investment capital in these three localities, contributing to the completion of the province’s public investment plan in 2022.

Disbursement rate of public investment capital is low

Speaking at the meeting, Lai Xuan Dat, Deputy Director of Provincial Department of Planning and Investment, said that public investment funds of 2022 allocated to Di An city, Thuan An city and Phu Giao district is more than VND3,208 billion, equivalent to 25.6% of the province's total public investment capital.  In which, more than VND1,378 billion is capital of the year 2021 extending to 2022, and over VND1,830 billion is capital planned and allocated in 2022. Localities in the province have disbursed nearly 30% of the assigned capital in 2022. If difficulties and obstacles are not removed to accelerate disbursement, in 2022, the public investment capital disbursed of these localities is estimated to be only about VND1,606 billion, or only 50% of the target.

Discussing reasons of the low disbursement rate of public investment capital, Nguyen Thanh Tam, Chairman of Thuan An city People's Committee, said that Thuan An city is a locality having a large source of public investment capital for vital projects of the province. In the past 9 months of 2022, the city concentrated efforts on removing difficulties, speeding up the completion of necessary processes and procedures for projects using the provincial and the city budget funds. However, due to some objective reasons, mainly related to processes and procedures, such as compensation pricing, appraisal of compensation prices, site clearance, etc., the city has not been able to ensure the capital disbursement progress as planned.

According to Tam, the progress of site clearance for the project to renovate and expand National Highway 13, from Tu Do intersection to Le Hong Phong intersection, has reached disbursement of VND41.8/290 billion. Currently, the project package through Thuan An city received 41.8/110 billion VND, the remaining nearly 70 billion VND has not been submitted for appraisal due to the legal review of land compensation. The city also proposed to internally transfer the allocated capital of 101 billion VND in 2022 to the project of site clearance, upgrade and expansion of National Highway 13, the section from Vinh Binh bridge to Ong Bo bridge.

The project to upgrade and expand National Highway 13, from Ong Bo bridge to Huu Nghi intersection, receive a prolonged capital allocattion of VND470 billion in 2021, VND5 billion in 2022, out of a total investment of VND1,000 billion; the possible payment of compensation in 2022 is about more than VND700 billion; the progress of site clearance mapping reached 85%, expected to be completed in October 2022. Particularly for the section from Vinh Binh bridge to Ong Bo bridge, the total capital that needs to be disbursed is about 550 billion VND, currently the measurement progress is 60%...

The disbursement of public investment capital in Di An city and Phu Giao district is also facing certain difficulties. Di An City’s total public investment plan in 2022 is more than 797 billion VND, so far this locality has disbursed only more than 132 billion VND, reaching about 16.61% of the plan. The public investment adjustment plan assigned in 2022 of Phu Giao district is more than VND 569 billion. However, because of the difficulties and obstacles, the district's ability of public investment disbursement in 2022 is expected to be 517 billion VND, only reaching about 91% of the adjusted plan. Phu Giao district is striving for a disbursement volume 95% of the assigned plan.

To accelerate disbursement of public investment capital

At the meeting, the delegates said the slow disbursement of public investment capital in Thuan An city, Di An city, and Phu Giao district will affect the provincial general disbursement plan of public investment capital in 2022. The remaining time is not much, the disbursement of public investment capital will be difficult, if the localities and departments do not seriously urge the implementation of relevant procedures and processes to speed up the disbursement.

Speaking at the meeting, Vo Van Minh emphasized, in order to achieve at least 95% of the disbursement plan for public investment capital under the direction of the Prime Minister, based on the analysis of the causes and problems, in the remaining time of 2022, localities and departments need to focus on solving them, especially with key projects and works having high public investment capital, such as: upgrading and opening National Highway 13, section from Vinh Phu (Thuan An city) to Le Hong Phong intersection (Thu Dau Mot city); An Thanh resettlement area project...

Localities need to urgently coordinate well and work closely with the consultant Department of Natural Resources and Environment, and the Provincial Price Appraisal Team to prevent errors that will take much time and affect the disbursement progress. These are also projects with high capital. The disbursement for the above projects will help the province completing the capital disbursement plan in 2022.

“The project to renovate, upgrade and expand National Highway 13 and An Thanh resettlement area construction project with high allocated capital are vital projects, contributing to the fulfillment of the disbursement plan for the whole year 2022.  These projects are also important for the province to complete the "dual task", facilitating the implementation of the Ring Road 3 project in the future. Localities need to choose competent consultants, better coordinate with departments and agencies in price appraisal and compensation for site clearance, shorten time, ensure on-schedule progress compliance with relevant regulations”, emphasized Vo Van Minh.

Nguyen Van Danh, Vice Chairman of the Provincial People's Committee: The above three localities need to have good coordination with departments and branches to remove difficulties and obstacles in order to speed up the disbursement of public investment capital for projects. However, the localities must also pay attention to legal processes and procedures; devise a relevant support regime so that officers and employees can increase overtime hour, thereby shortening the time to complete procedures and documents to fulfill the disbursement plan in 2022.

Vo Anh Tuan, Vice Chairman of Di An City People's Committee: The disbursement progress of public investment capital in Di An is still low, because of some objective reasons. The locality put forward proposals for the appraisal and approval of land unit prices for compensation and resettlement, but there have not been many new changes. Currently, Di An city has 5 projects waiting for approval of unit price for compensation, and 8 other projects waiting for approval of land price to collect resettlement fee. In addition, due to the increase in construction material prices, many constructors are inactive, leading to no volume to pay capital and disburse public investment capital...

Doan Van Dong, Chairman of Phu Giao District People's Committee: The low disbursement of public investment capital is due to the slow land price appraisal, leading to slow compensation and site clearance. In addition, some households did not agree with the compensation and resettlement support policies, and faced difficulties in allocating the resettlement land to the cleared households; the process, the implementation of documentation procedures, appraisal and waiting for contractors to start the construction is slow...
