Binh Duong: Energetic and creative in caring activities for working people and people of contributions to the nation

A working delegation of Ministry of Labor, Invalids and Social Affairs (MOLISA) led by Minister Pham Thi Hai Chuyen had a working session in Binh Duong Province to investigate caring activities for working people and people of contributions to the nation in 2013 with plans for 2014.Social welfare and security and employment well implementedAt the working session, Mrs. Nguyen Thi Kim Oanh, Director of Binh Duong Provincial Department of Labor, Invalids and Social Affairs (DOLISA) informed of good implementation of social security policies to elevate live hood of families. Social forces have joined hands to reduce poverty and create jobs. Under national standard of poverty, Binh Duong Province has no family in poverty by now while it has issued standards of poverty bottom-line in 2014-2015. Minister of Labor, Invalids and Social Affairs, Mrs. Pham Thi Hai Chuyen is giving a speech at the working session As for jobs and vocational programs, 849,281 people were employed in 2013 with creation of 46,000 jobs. Labor demands in Binh Duong Province were huge for the year, leaving the province on no position of job lacking. Majority of unemployment was due to dissolution of enterprises; however, the lay-offs have easily sought new jobs.For the year, Binh Duong Province organized 50 vocational training courses for working people in rural areas with 1,462 trainees in groups of agriculture and non-agriculture. The ratio of trained working people was accounted for 66%.Implementing policies for national contributors, the province has been managing 47,828 profiles with 9,088 ones offered with month allowances of the State. Annually, Binh Duong Province extracts from its budget to present and support socially privileged people on Day of Martyrs July 27 and Tet holiday.From 1997 to 2013, the province has constructed 3,632 charity houses at the cost of VND 74.545 billion; 1,671 charity houses were amended at the cost of VND 16.348 billion. 3,847 saving books at the cost of over VND 1.5 billion were given out while VND 25 billion has been donated to Fund for Gratitude.Organizations and enterprises have accepted to support all Vietnamese heroic mothers and badly injured soldiers as well as martyr families in hardship.At the working session, representatives of Provincial People’s Committee and DOLISA have proposed to MOLISA the contents related to employment, vocational training, poverty reduction, and policies for national contributors, requiring officers to guide obstacle removal for profiles of national contributors.Of the proposal, MOLISA and General Department of Vocational Training was asked to increase investment to Binh Duong Province under national programs of vocational training and employment and of vocational training development.Meanwhile, programs of supporting vocational training and skill improvement for employees losing positions in enterprises dissolved by ownership abandon or lay-off have been considered for construction.Concentration on building kindergartens and social housing for working peopleAddressing the working session, Minister of Labor, Invalids and Social Affairs, Mrs. Pham Thi Hai Chuyen highly appreciated the energetic efforts and creativity of Binh Duong Province in carrying out policies for working people and national contributors while praising up the officers, cadres, civil servants, and working people in field of labor, invalids and social affairs for the sake of the sector in Binh Duong Province.Talking to us, Chuyen asserted that notwithstanding the great pressure of socio-economic status, the targets have been achieved; however, she warned of human resource quality which has been very urgent in operations.The minister proposed more planning review of vocational training together with utilities of vocational establishment in a bid to satisfy the needs of enterprises locally.She was anticipating about replacement of skillful foreign working force with local people through vocational training channel.As for policies taking care of working people, the minister noted that aside from income and social security, housing and schooling should be taken into consideration. She suggested that Binh Duong Province should continue with socialization of housing for working people while evaluating vocational programs for people of working age in rural areas of Binh Duong Province.As for proposal and submission of the province, the minister took into consideration and should direct departments and agencies to resolve at the soonest.If any proposal was government related, the ministry should forward to the government for suitable resolution.Reported by Van Son – Translated by Vi Bao
