Early December 15, provincial People's Committee held a ceremony to announce the Binh Duong Green Book 2022, in attendance of Mai Hung Dung, member of provincial Party Standing Committee, Permanent Vice-Chairman of provincial People's Committee; leaders of departments, localities and representatives of enterprises named in this Green Book. At the ceremony, provincial People's Committee awarded the certificates of merit and mementoes to many enterprises with outstanding contributions to the cause of environmental protection.
Honoring 40 enterprises
After 6 months of serious work and compliance with the regulations and set of criteria, the Organizing Board of the Binh Duong Green Book Program 2022 has selected 40 enterprises with the highest scores to honor. Among them, 30 enterprises with excellent achievements in environmental protection were awarded the certificates of merit and mementoes; 10 other enterprises that have done well in environmental protection were also honored and awarded the mementoes of the program.

Due to the specificity of 2022 being the first year of applying new policies and laws on environmental protection, selection criteria have many differences compared to the previous years, so the number of enterprises that satisfy the criteria and are named in the Green Book has decreased compared to the previous years. However, this is also one of the good news, creating the motivation for the business community to further strive and better perform their obligations to employees, the community and especially to the environment.
Nguyen The Tung Lam, Deputy Director of the Sub-Department on Environmental Protection under provincial Department of Natural Resources and Environment said that among the enterprises participating in the selection of the Binh Duong Green Book 2022, there are 85% from industrial parks (IPs), industrial compounds (ICs) and the remaining 15% working outside the IPs and ICs. It is known that 32 out of 40 enterprises honored are FDI ones. This confirms investors’ serious business spirit and desire to stick with Binh Duong for a long time. Domestic enterprises have also showed their enthusiastic response in the local cause of environmental protection. In the Green Book of Binh Duong province in 2022, 8 out of 40 enterprises honored are domestic ones in many groups of industries and fields.
Rigorousness creating aura
Under the provisions of the Law on Environmental Protection in 2022; the Government’s Decree No.08/2022/ND-CP; the Ministry of Natural Resources and Environment’s Circular No.02/2022/TTBTNMT, setting up the sets of criteria of the Green Book Program in localities will have great changes. Accordingly, in order to be participated in the selection and named in the Green Book, enterprises must satisfy 3 conditions, including: Having a decision approving the appraisal results of environmental impact assessment reports or equivalent documents under the provisions of the Clause 2, Article 171 of the Law on Environmental Protection in 2020; implementing waste treatment works and measures and being inspected and certified by competent agencies; not being handled for administrative violations in the field of environmental protection, water resources or not being reflected by the community where the plants are located.
Enterprises satisfying the above criteria after passing the prequalification round will continue being re-evaluated. Accordingly, during the appraisal process, the Organizing Board of the Program will send a delegation to factories, enterprises to survey and collect opinions of employees, people, environmental police and local authorities. After ensuring that enterprises comply with and well perform their tax obligations, take care of employees, join hands for the community, and protect the environment, the Organizing Board will base on a total score of 85 or more to propose the province to bring them to the Green Book.
Tran Le Nhat Giang, environmental officer of Cheng Loong Binh Duong Paper Co., Ltd. In the Protrade International Industrial Park said that the company is always interested in environmental protection, listening and absorbing opinions by the surrounding community on environmental treatment. To ensure that the environmental protection work is always done well, the company regularly organizes training courses to improve its staff’s capacity of environmental protection. Meanwhile, representative of Panasonic Electric Works Vietnam Co., Ltd. in the Vietnam - Singapore Industrial Park II-A said that this year's Green Book program in Binh Duong province is really meaningful. The new sets of criteria introduced in an advanced and somewhat stricter direction than the previous period have showed the prestige and value of the program. In other words, the rigorousness of this year's program has created more motivation for enterprises to further improve themselves and heighten the preservation and protection of the environment along with policies to care for employees and responsibility for the business community.
Speaking at the ceremony, on behalf of provincial leaders, Mr. Dung congratulated enterprises honored in the Binh Duong Green Book 2022. Provincial leaders hope that enterprises being honored in the Binh Duong Green Book 2022 will continue being the pioneers in propaganda, advocacy and spread of the spirit of environmental conservation in the area. Provincial People's Committee has assigned provincial Department of Natural Resources and Environment, IPs Management Board, the People's Committees of districts, towns and cities to continue promoting and widely propagandizing the Law on Environmental Protection in 2020 to the business community and residents, thereby helping enterprises and people understand and well abide by the provisions of the law on environmental protection.
