Binh Duong in the process of national digital transformation

The process of digital transformation in the country is taking place very strongly and extensively in many fields and in many localities. With the drastic participation of all-level authorities and sectors, Binh Duong has had a positive change, step by step promoting in the digital transformation index, better serving the local people and enterprises.

Strong growth

During the third meeting of the National Committee on digital transformation to evaluate the results of digital transformation in the first six months of 2022, Prime Minister Pham Minh Chinh stated: The document of the 13th National Party Congress has identified national digital transformation as a very important task in association with 3 main pillars: digital government, digital economy and digital society. The process of national digital transformation is taking place very strongly and extensively in many fields and in many localities. Accordingly, the task of the National Committee on digital transformation is very heavy. It must direct and organize the implementation of mechanisms and policies to promote the process of national digital transformation, closely associated with administrative reform; build and develop e-government, digital government, digital economy, digital society and smart city; facilitate the implementation of the 4th industrial revolution in Vietnam.

Citizens can grasp information about the processing of dossiers by departments and sectors through the data displayed on the led screen at the one-stop system under provincial Public Service Portal

Up to now, 100% of ministries, sectors and localities have consolidated Steering Committees on digital transformation; 7 out of 22 ministries, ministerial-level agencies and 34 out of 63 localities have issued operational plans of the Steering Committees in 2022. The provinces and cities have implemented skills on universalization and development of national digital transformation human resources; all 35 national digital platforms have completed development, been announced and put into use; as many as 40,590 community digital technology groups have been built with more than 200,000 members participating in digital transformation work.

The construction of the digital government, the specialized data transmission network of the Party and State agencies connecting the 4 administrative levels continues to be developed, creating a stable and secure transmission infrastructure connecting service information systems. Up to now, the network has connected to all districts and more than 97% of communes nationwide. The national database on population such as insurance, electronic civil status, business registration, etc. has been promoted to deploy, connect and share data in service of providing online public services and utilities for people and businesses. In particular, the proportion of added value of the digital economy in GDP in the first 6 months was estimated at 10.41%.

Sectors and localities have issued action plans to implement the National Strategy for Digital Economy and Society Development to 2025, with a vision to 2030. The number of digital technology enterprises is estimated at 67,300, an increase of nearly 3,500 compared to December 2021, reaching the rate of 0.69% enterprises per 1,000 people. The rate of enterprises with online tax payment has reached 99%. There also 100% of enterprises in use of e-invoices...

Binh Duong reaching higher place in digital transformation

In 2021, Binh Duong is one of the country’s localities heavily affected by the Covid-19 pandemic. The province's resources mainly focused on pandemic prevention and control. The province’s information technology resources also focused on data entry and implementation of pandemic prevention and control applications. The province’s digital transformation has not done a lot in depth and closely followed the national set of evaluation criteria. However, in 2021, Binh Duong’s digital transformation index (DTI) changed in a positive direction, ranking 22th nationwide, up 9 places compared to 2020.

Upholding the results achieved in 2021, Binh Duong has flexibly implemented many solutions during the local digital transformation process. In the first 7 months of 2022, provincial People's Committee has issued many plans on digital transformation. In which, the province has set up Binh Duong Intelligent Operation Center (IOC); deployed a camera system on management and surveillance of traffic, security and order and handled administrative violations. In addition, provincial People's Committee also advised provincial Party Standing Committee on issuing a resolution on provincial digital transformation to 2025, with orientations to 2030. Currently, provincial Data Center has been invested and continued being expanded with the model of main data center and backup data center to meet the needs of deploying shared application data for the government while ensuring the infrastructure for the province’s smart city deployment.

According to Le Tuan Anh, Director of provincial Department of Information and Communications, in the first 6 months of 2022, Binh Duong basically completed the phase 1 of collecting, updating and supplementing digital address information for 286,947 subjects such as households, offices, enterprises... These digital addresses are attached to VMAP maps, so organizations and individuals in the province can look up their digital addresses through this platform.

In order to speed up the implementation of the Government’s Project on Developing the application of population data, identification and electronic authentication for national digital transformation in the period of 2022-2025, with a vision to 2030, provincial People's Committee has continued directing functional units, press agencies to actively participate in the work of disseminating the benefits of the project; improved the management of competent agencies, creating broad consensus among the society and people; further deployed the digital address platform application for the local households under the target set by the National Committee on digital transformation. Provincial People's Committee has developed specialized information technology applications and services; merged the local online public service portal and electronic one-stop software to better serve people and businesses in order to complete digital government utilities, fostering the local shared mobile applications, integrating and providing services to the local people and businesses.

In 2021, Binh Duong’s digital transformation index (DTI) has changed in a positive direction, ranking 22th nationwide, up 9 places compared to 2020.
