On June 22, Binh Duong Provincial Party Committee in collaboration with the Central Theoretical Council held a scientific workshop for the 6th Plenum of the 13th Party Central Committee on "A number of theoretical and practical issues on industrialization and modernization policies of the country until 2030, vision for 2045", from the practice of Binh Duong province. Prof. Dr. Ta Ngoc Tan, Permanent Vice Chairman of the Central Theoretical Council; and Nguyen Hoang Thao, Permanent Deputy Secretary of the Provincial Party Committee, jointly chaired the workshop.

An example of industrialization – modernization

At the workshop, Mai Hung Dung, Permanent Vice Chairman of the Provincial People's Committee, emphasized that over 25 years of construction and development, Binh Duong has made breakthrough changes in economic and urban development. From a province that depended mainly on agricultural production and handicrafts, Binh Duong made a remarkable development with economic targets that are now dozens of times higher than figures at the time of the separation of the province. The economy has been growing at a high pace for in consecutive years.

The economic structure shifts to the right direction, i.e. industry, services and agriculture. Binh Duong is also a destination for domestic and foreign investors and enterprises, especially strategic investors, is the most modern industrial production center in Vietnam, is a few localities that own many factories and production facilities worth "billions of dollars". In particular, Binh Duong has many successful enterprises in all three types (State-owned, non-State and FDI). Recently, Lego Group has decided to invest in the world's most modern manufacturing plant with the first carbon neutralization technology with a total investment of more than $ 1 billion in Binh Duong. This shows that Binh Duong is an attractive destination on the world industrial map.

Discussing experience in industrial development in Binh Duong, Nguyen Van Hung, Chairman of Becamex IDC Corporation, affirmed that to develop industry and industrial parks far from Ho Chi Minh City, Binh Duong needs to look for a new model that is more comprehensive, helps to develop not only industry but also a service system, urban areas... to create a livable environment for investors, workers and residents around them.

Therefore, in economic and urban development, Binh Duong always takes industry as a breakthrough foundation, but nuclear is to build the infrastructure of industrial parks combined with urbanization. From the advantages of industrial development infrastructure, the province has carried out many industrial and urban projects; for example, the urban service industry complex, in which the Administrative Center of Binh Duong province was planned and invested to reach the world-class level and meet eco-urban criteria with application of high technology, is also the center connecting to many important transport routes of the province and the whole country.

To accelerate industrialization and modernization in the digital age

Speaking at the workshop, Prof. Ta Ngoc Tan assessed the industrialization – modernization of Binh Duong is one of the outstanding successes of the renovation period. In the coming time, Binh Duong's development form and economic structure will move to a new stage, the post-industrial development period, while industry currently accounts for nearly three-quarters of the province's economy. Binh Duong needs to continue persisting with the industrialization – modernization must be based on science and technology, innovation, making good use of opportunities offered by the Industry 4.0 to have breakthroughs in a number of industries and sectors; continue to make a fundamental shift from quantity to sustainable quality; take advantage of Industry 4.0 to transform sustainably between FDI enterprises, State-owned enterprises and private enterprises.

Meanwhile, Nguyen Hoang Thao said that amidst the boom of science and technology, many business models were born, challenges are intertwined with new opportunities after the Covid-19 pandemic. With the tradition of solidarity, dynamism, creativity, the Party Committee and authorities of Binh Duong province determine: to constantly implement socio-economic breakthrough strategies, continue to drastically develop the smart city project to a new level, welcome the 4th industrial revolution.

In order to successfully implement the industrialization – modernization in the next phase, Binh Duong will synchronously implement a number of key solutions, such as: Forming a "Binh Duong Innovation Region", creating new development momentum, international integration, attracting stronger investment waves, meeting the demands of people and businesses in new conditions; focusing on digital transformation; continue to take industrial production as the foundation, is a breakthrough stage, but the key element is the construction of the infrastructure of industrial parks tied to urbanization; constantly improving investment environment to improve the competitiveness of the province; continue to strongly implement the plan of industrial relocation to the north zone, utilize good conditions to build new infrastructure to meet high quality requirements; improving and upgrading urban services in the south, in which the new city with modern and synchronous planning is the center of the province...

Binh Duong is making efforts to overcome the middle-income trap, gain sustainable development towards a smart, civilized and modern city; striving to become a city directly under the Central; by 2030, to become a modern industrial center, by 2045 to become a smart city of the region and the whole country; together with the whole country to realize the vision and goal of a developed, high-income, socialist-oriented country by the middle of the century.

This is a bright spot that vividly reflects great achievements, historical significance of the country's renovation, with important decisions, such as: Moving from a centralized planning mechanism to a market mechanism, opening up integration, conducting industrialization – modernization... These achievements also demonstrate a very creative development model in the country's renewal period, which Binh Duong has implemented, that is: "The Central paves the way, localities create, businesses accompany, people take part in" the development process.

Nguyen Hoang Thao, Permanent Deputy Secretary of the Provincial Party Committee: In the implementing process of industrialization – modernization, the Party and government of Binh Duong province issued and led the implementation of many policies, and determined the development structure of the province. In the coming period, it is a huge challenge to achieve the GRDP growth target that must be higher than one in the last period. The province builds a modern, quality and sustainable economy, avoids the middle-income trap based on the six-pillar development model. Binh Duong determines, constantly implements socio-economic breakthrough strategies, continues to drastically develop the smart city project to a new level, welcome the fourth wave of industrial revolution.
