Mr. Nguyen Huu Yen, Deputy Director of Provincial Department of Information and Communications, said that in 2024, Binh Duong achieved significant results in settling administrative procedures through digital transformation. All key targets were met and even surpassed the established plan. Namely, 100% of online public services were integrated on the National Public Service Portal; 99.4% of records were digitized; 1,512 online public services have been provided, reaching a rate of 80.60%; 100% of online public services have integrated online payment functions. Important digital platforms have been applied, especially information security and close monitoring of administrative procedure settlement processes on digital platforms.
Up to now, the Binh Duong Provincial Administrative Procedure Information System has completed the implementation of 53/53 essential public services, electronically connecting 2 groups of administrative procedures including birth registration, permanent residence registration, health insurance card issuance for children under 6 years old; death registration, permanent residence cancellation, funeral and death benefits settlement. Binh Duong has officially employed the issuance of Criminal Record Certificates on VNeID from November 9, 2024 and provide 2,001 online public services at the provincial, district and commune levels; of which 892 full-process online public services allow people to perform administrative procedures at home. In particular, 680/680 public services now offer an integrated online payment function, making it easier for people to pay fees online and reducing travel time and effort.
In particular, Binh Duong has achieved an impressive digitization rate, with 99.4% of records now digitized. The province has established a system for receiving and responding to inquiries from individuals and businesses, which has processed 2,452 requests for feedback and recommendations regarding administrative procedures through Hotline 1022. Overall, the province has addressed 3,467 requests from organizations and individuals related to these procedures; issued over 2.39 million chip-based ID cards and activated 1.7 million level-two electronic identification accounts; integrated data from social insurance, driver's licenses, household registrations, and electronic health records. This initiative aims to enhance various digital services available to the public.

In the near future, Binh Duong is committed to implementing the e-government architecture framework plan 3.0, aiming for a digital government. Mr. Vo Van Minh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, has called on all levels, sectors, and localities to focus on effectively executing this framework. The goal is to ensure synchronized, unified, and efficient operations throughout the province. All plans and action programs must align with this architectural framework. The Chairman has also requested the prompt completion and expansion of the data platform, ensuring interconnectivity between agencies and units within the province, while also synchronizing with the National Database. In particular, priority is given to implementing digital transformation in industries and fields associated with building the province's data warehouse, applying AI and data analysis to improve the efficiency of management and operations based on data.
The Chairman of Provincial People's Committee requested to specify the implementation of the e-government architecture framework 3.0, ensuring feasibility and synchronization with the province's digital transformation programs through a clear implementation roadmap, identifying tasks, solutions, resources and coordination mechanisms between units to achieve the set goals.
One of the solutions that Binh Duong plans to implement in the near future is to enhance cashless payment methods and increase the number of people using digital banking services to over 90%. The province aims to upgrade its centralized information security monitoring systems. It is also essential to provide training and improve digital skills for officials, civil servants, and public employees and promote digital skills among the public and businesses to help enhance the effectiveness of digital technology applications across all sectors.
The Provincial People's Committee proposed enhancing the dissemination of content within the e-government architecture framework of Binh Duong province, version 3.0, to advance digital government in the province.
According to the results announced on February 18, Binh Duong province's 2024 Index 766 reached 84.5/100 points, classified as good, ranking 22/63 provinces and cities nationwide, an increase of 4.29 points compared to 2023. 9/9 districts and cities of Binh Duong were classified as excellent; 85/91 communes, wards, and towns were classified as excellent, and 6 communes, wards, and towns were classified as good. By 2025, the province aims to achieve excellent status, ranking in the Top 10 of Index 766; 100% of district and commune-level localities will achieve excellent status with scores of 90 points or higher.... |
