Binh Duong makes breakthrough in green and sustainable industry

Smart development

A conference to implement the Action Program for the Politburo’s Resolution No. 24-NQ/TW on “Orientation for economic development, ensuring national defense and security in the Southeastern region by 2030, with a vision to 2045 took place in Ba Ria - Vung Tau province’sVung Tau city on November 26. At the conference, Vo Van Minh, Vice-Secretary of Binh Duong provincial Party Committee, Chairman of provincial People's Committee gave a speech on the development of green, high value-added industries, urban areas, services, logistics associated with the industrial belt along the corridor of the belt roads 3, 4 and highways.

In order to create the momentum for a breakthrough in socio-economic development and ensure national defense and security in the Southeastern region, the Resolution No. 24-NQ/TW of the Politburo has strengthened trust and created excitement in the Party Committee and people of the whole region, bringing a new inspiration and motivation to the determination to implement the goals and tasks of promoting the development of the Southeastern region in the coming time. Binh Duong will strive to well perform the tasks and solutions stated in the Resolution No. 24-NQ/TW of the Politburo and the Government's action plan.

As the first locality to reach the high middle income level of the country, Binh Duong has faced a challenge to soon confront and overcome the middle income trap. The province has set up a 6-pillar strategy to overcome the middle-income trap by overcoming 6 component traps, including: Overcoming the trap of interrupted development through legacy development; overcoming the general labor productivity trap through innovation based development; overcoming the urbanization trap through integrated development; overcoming the ecological trap through sustainable development; overcoming the dependency trap through multilateral development; overcoming the trap of inequality through inclusive and equitable development.

In the coming time, Binh Duong will restructure provincial industrial network and build new industrial models in association with the industrial network of the Southeastern region. Binh Duong determined that it is necessary for the province to further upgrade the local industrial development model in order to step away from labor-intensive and land-intensive issues. Through the transformation of the industrial- urban - service development model to new development models, including 2 phases: For the phase I, the province will make smart and sustainable industrial - urban - service development, building and upgrading existing industrial parks into the smart ones, with the ability of providing technology platforms 4.0 such as IoT, BigData...to help investors easily build and deploy smart factories and smart production models in the local ecosystem quickly and efficiently in order to increase productivity and attract green, environmentally friendly industries. For the phase II, the province will focus on industrial- urban - international service development, innovation - science and technology, building industrial parks associated with science and technology to attract institutes, schools, research activities for development and innovation, services, digital services to attract industries with high added value.

Attaching special importance to regional links

In order to make worthy contributions to the economic development of the region and improve the dynamism of the localities, Binh Duong proposed to soon complete the regional planning as a basis for investment in completing regional socio-economic infrastructure facilities, especially connected traffic infrastructure ones. There should be policies for localities to coordinate in training, attracting and supplying laborers while considering mechanisms to promote and allocate investment resources in line with the conditions of each locality in the key economic region.

In addition, the province suggested that there should be a specific mechanism for the Southeastern region in regulating the State budget as well as paying more attention to making more investment, especially in traffic infrastructure, health, education, human resource training... in localities in the region in general and Binh Duong in particular. In order to increase economic efficiency and connectivity of localities in the region, Binh Duong province proposes to supplement the scope of researching Bien Hoa - Vung Tau railway connecting to An Binh station; supplement the planning orientation of An Binh station in Di An city to become a central railway station of the whole southern region based on research on specialized technical planning of railway lines, railway planning in the focal area of ​​Ho Chi Minh city.

Along with that, in order to form the East-West traffic axis connecting the region from Hoa Lu border gate to industrial zones of Chon Thanh district in Binh Phuoc province and Bau Bang district, to An Tay inland waterway port, Binh Duong proposed additional western route of National Highway 13 - Bau Bang Industrial Park to DT749A street- Rach Bap Industrial Park that is about 22.6km long, with 8 lanes and total investment of more than VND 4.96 trillion.

After 25 years of construction and development, Binh Duong’s economic scale by the end of 2021 was more than VND 408.86trillion, 104.3 times higher than in 1997, ranking third nationwide, after Ho Chi Minh city and Ha Noi. Particularly, agriculture increased by 14.2 times, services by 112.2 times, industry by 140.6 times. Binh Duong ranked first nationwide in terms of per capita average income, second in terms of FDI attraction, after Ho Chi Minh City, third in total domestic revenue and the rate of deductions to the central State budget (64%). This achievement has made Binh Duong become one of the first localities to achieve a high average income level, with GRDP per capita of US$7,000 per year.
