Binh Duong makes greater efforts to repel the pandemic, fulfill development goals

On the afternoon of September 22, Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, chaired a regular meeting to assess the socio-economic situation of September and directions, tasks for the remaining three months of 2021. Attending the meeting were leaders of the Provincial People's Council, Provincial Fatherland Front Committee, and departments, branches, districts, towns and cities in the province.

To sustains growth in tough conditions

In September, the Covid-19 continued to spiral, especially from beginning of the third quarter of 2021, Binh Duong had to implement social distancing for a long time, hence almost all socio-economic activities was stagnant. Most economic development indexes in July and August decreased compared to the previous month and compared to the same period last year.

Therefore, the Provincial People's Committee actively developed plans, implemented many solutions in each specific time to prevent, control the disease with the ultimate goal of protecting health and life of people. Up to now, the Covid-19 has been basically curbed, with 6/9 localities in the province having declared as green zones, have initially resumed socio-economic activities in the "new normal" state.

Despite many difficulties, the socio-economic sectors of Binh Duong achieved some important results. Compared to the same period in 2020, the industrial production index over the first nine months is estimated to increase by 2.9%, the total retail sales of goods and services increased by 1.9%, the average consumer price index increased by 2. 7%, export turnover increased by 26.7%, import turnover increased by 34%. By September 15, the province attracted 63,314 billion VND of registered business capital (up 20.7% over the same period last year); foreign investment attraction reached more than 1.5 billion USD (reaching 83.8% target, up 25% over the same period); Budget revenue is estimated at 47,900 billion VND, reaching 82% of the estimate assigned by the Prime Minister and approved by the Provincial People's Council, up 10% over the same period last year.

Economic recovery must be safe

Vo Van Minh made an general assessment of the achieved results, and said that over nine months of 2021, with the drastic participation of branches, levels, business communities, the solidarity, consensus and joint effort of the whole society, timely support of the Central, provinces and cities throughout the country; so far the Covid-19 outbreak in the province has been basically restrained; many areas have been gradually becoming green, socio-economic basically gained some positive results. The province has mobilized all resources from all economic sectors to prevent and control the disease, in which the top priority is the solution of vaccination to achieve community immunity, soon bring socio-economic activities step by step to the "new normal" state.

The implementation of growth targets in the remaining 3 months of 2021 mainly depends on the recovery of production and business of enterprises. Accordingly, the effectiveness and duration of disease control will determine the stability of labor, the recovery process, and bring back new normalcy to localities in post-lockdown period. The province is step by step resuming economic activities, while guaranteeing the safety and health of people, and bringing production and business activities back to the "new normal" condition, to help provincial economy recover and regain growth momentum as soon as possible.

Speaking at the meeting, Vo Van Minh affirmed that the task of preventing and controlling the Covid-19 is still identified by the province as the pivotal. The whole province will make more efforts and determination to quickly drive the disease away and fulfill socio-economic goals at the highest level. Departments, branches and localities must focus on reviewing the growth scenario to come up with plans in accordance with the actual situation and set goals. The province will gradually reopen economic sectors on the principle of "production must be safe"; continue to pay attention to solving difficulties of businesses, support people in difficulties due to the Covid-19; guarantee political security, social order and safety, traffic safety.

- Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee: In the last 3 months of 2021, the Provincial People's Committee requires each level, each branch, each unit and locality to continue to thoroughly and consistently implement " dual goal", absolutely not to be subjective, negligent, irresponsible, not to let the disease break out again. Each locality must regularly assesses the situation, proactively implements the social distance and loosens the distance appropriately to ensure the effectiveness and efficiency in accordance with the requirements of disease prevention and control. Continue to implement solutions to reduce the risk of infection, treatment, vaccination... Develop an economic recovery plan on the principle of safety and flexibility according to the results of disease prevention and control; gradually adapting to the disease state to gradually recover all production and business activities.

- Dr. Nguyen Hong Chuong, Director of Provincial Department of Health: According to the plan, Binh Duong needs about 2.7 million more doses of Covid-19 vaccine to give two shots to all people in the area. It is expected that the implementation period will be from September to November 2021, and will be carried out immediately  based on the allocations of Ministry of Health as well as the supply of imported and domestically produced vaccines to the province. Vaccinated groups include all people in the province within age groups indicated to use the vaccine as recommended by manufacturers, with priority given to those who have not received the first dose. In the coming time, areas with 10,000 - 12,000 workers will have mobile medical stations to perform the task of disease prevention control, rapid testing, RT-PCR, monitor and quickly handle F0 cases at enterprises, not to spread the disease in enterprises.

- Bui Minh Tri, Head of Management Board of Provincial Industrial Parks: Currently, about 64% of companies in industrial parks are maintaining production activities under the "three-on-site" or "one-road, two-destination" approaches. Although the "three-on-site" option is to prevent businesses from the disruption of production chains, supply chains, and to maintain jobs for employees, they are facing many difficulties. Therefore, to resume operations in the new situation, production plans of enterprises needs to change to ensure safety and be suitable with the development of the pandemic, especially northern districts of the province that have been declared as "green zones", to help businesses reduce costs, maintain supply chains, create jobs for workers. Ensure perseverance and drastic disease prevention control under the motto "production must be safe".

 

Binh Duong has devised a scheme divided into three phases to support economic recovery. Phase 1 from September 15 to October 31: to prioritize the recovery of socio-economic activities in "green areas" including Phu Giao, Dau Tieng, Bau Bang and North Tan Uyen districts, Ben Cat Town and Thu Dau Mot City; continue to focus on solutions to lock down "red zones", "red spots"; expand “green zones"; test to rapidly remove F0s from the community. Phase 2 is from October 31, if the vaccine source is provided continuously and fully, around the beginning of October 2021, the province will complete the second Covid-19 jab for all people in the province. In case the disease is successfully repelled and there is no longer a "red zone", a "yellow zone", the province will reopen socio-economic activities selectively, give priority to industries, commerce-service... Phase 3 is from December 31, if the disease is successfully repelled and there is no longer "red zones", "yellow zones", the province will reopen all socio-economic activities.
