As working with the Provincial Party Standing Committee on the afternoon of November 3, Prime Minister Pham Minh Chinh asked Binh Duong province to develop quickly because of its favorable conditions, its development foundation for many years, and its favorable location in the Southeast region; at the same time develop harmoniously in all culture, economy, politics and society; and develop inclusively all localities, districts and towns, meeting the requirements in the new context.

Strive to complete targets

On the afternoon of December 3, Prime Minister Pham Minh Chinh had a meeting with Binh Duong Provincial Party Standing Committee on the disbursement of public investment capital, national target programs, the socio-economic recovery and development program, important transport infrastructure projects and proposals of Binh Duong. Minister of Science and Technology Huynh Thanh Dat; Minister of Construction Nguyen Thanh Nghi; Minister of Transport and Communications Nguyen Van Thang; representatives of leaders of relevant ministries and branches of the Central Government, attended the meeting.

Receiving and working with the Prime Minister's delegation were Nguyen Van Loi, Member of the Party Central Committee, Secretary of Binh Duong Provincial Party Committee, Head of the Provincial National Assembly’s Delegation; Nguyen Hoang Thao, Permanent Deputy Secretary of Provincial Party Committee; Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and members of the Provincial Party Standing Committee, leaders of relevant departments and branches.

In reports to the Prime Minister's delegation on the socio-economic development results in 2022, Vo Van Minh, Chairman of the Provincial People's Committee, said that right from the beginning of this year, the province has implemented synchronously, effectively the program of socio-economic recovery and development; solved difficulties and problems related to land, investment and business procedures, administrative procedure reform, organized many important and practical events, earning trust of businesses and people; coordinated in research and implementation of regional transport connecting and linking projects, sped up the implementation progress and disbursement of public investment capital; prevention and control of Covid-19, dengue fever; ensuring national defense - security, social order and safety. As a result, the province has achieved and exceeded 30/34 targets of the 2022 plan.

Regarding public investment, by 30 November 2022, the total disbursement value was VND 4,719 billion, reaching 45.8% of the provincial plan (the same period last year reached 41.1% of the plan) and reaching 46.5% of the target assigned by the Prime Minister; the province is striving to reach disbursement rate of over 90% until 30 January 2023.

The province established a Steering Board, a working group to urge and direct the implementation of key projects and periodically hold meetings to promptly solve urgent and pressing problems. However, at present, there are still some problems in the land price appraisal to carry out compensation for site clearance; the progress of implementation and disbursement of some key projects is still slow...

On behalf of the provincial leaders, Vo Van Minh reported to the Prime Minister and central ministries, branches some issues concerning the implementation of key transport projects in the province, such as Ring Road 4, Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, Bau Bang - Thi Vai - Cai Mep railway, adjusting the planning position of An Binh and Di An railroad stations...

Continue to remove difficulties for businesses

At the meeting, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the efforts and results of Binh Duong province in 2022; he also said that Binh Duong has promoted the spirit of self-reliance, self-reliance, and actively rose up in the past time, and needs to continue upholding this spirit in the coming time.

Regarding key tasks in the coming time, the Prime Minister emphasized, besides favorable opportunities, the general conditions still contain many difficulties and challenges; therefore, must always closely follow, grasp the situation, and be flexible in direction and administration.

The Prime Minister ordered each level, each branch and each locality, based on their assigned functions, tasks and powers, to definitely not be negligent, subjective, lose vigilance, nor be alarmed or afraid of the situation, but must maintain bravery, steadfastness and perseverance in matters of principle, be proactive, positive, flexible, creative and effective in leading, directing and administering in accordance with the situation, especially to problems arise.

Regarding specific tasks, the Prime Minister asked the province to closely follow and grasp the situation to promptly remove difficulties for production business, create jobs, diversify markets, products, supply chains to support enterprises; prioritize solving difficulties for businesses and people.

The province needs to review, discuss, and work with local businesses, especially those related to real estate, bond issuance, difficulties in accessing capital, etc. to jointly assess the situation, analyze, solve problems, and restructure enterprises.

“The more difficult it is, the closer and better coordination is required. Each person, each side makes efforts, shares, and even sacrifices based on harmonious benefits and shared risks among the State, businesses and people," the Prime Minister said.

Regarding the proposals and recommendations of Binh Duong, the Prime Minister basically agreed with opinions of ministries and branches. The Prime Minister asked central ministries and branches to coordinate with Binh Duong province to solve problems based on compliance with regulations, in accordance with the general situation and in relation to the whole southeastern region and the whole country.

The Prime Minister said that Binh Duong is a province with many potentials, comparative advantages, and outstanding opportunities, gathers factors for strong development of industry and services, becoming an important growth engine for the Southeast region and the whole country.

“Binh Duong must develop quickly, harmoniously, inclusively, comprehensively, and sustainably, leaving no one behind, contributing to the development of the Southeast region, join hands with the whole country to build an independent and self-reliant economy associated with proactive and active international integration that is extensive, substantive, effective, and maintains political stability, social order and safety, ensuring social welfare, improving the people's material and spiritual lives", the Prime Minister said.

Previously, Prime Minister Pham Minh Chinh and his delegation surveyed and heard reports on the progress of some key traffic projects in the province: Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, Ring Road 3, North Tan Uyen - Phu Giao - Bau Bang road...

The Prime Minister said that these are important routes not only for Binh Duong but also contributes to inter-regional connectivity of the southern key economic region, opening up a new development space for the whole region. The Prime Minister ordered Binh Duong to urgently complete investment procedures in accordance with regulations as soon as possible. In particular, the project Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway must complete procedures to start construction in April 2023…
