Binh Duong PCI in 2018 to be greatly improved

That was the common opinion of experts, leaders of business associations, business community in the province on the Provincial Competitiveness Index (PCI) in 2018, which has been announced by Vietnam Chamber of Commerce and Industry (VCCI).

Recently, Singaporean enterprises have been very interested in the investment environment in Binh Duong. Many investors from our country have poured capital into big projects here, for example, Vietnam-Singapore Industrial Park, High-tech Industrial Park of Mapletree Group. There were some times, investment capital from Singapore rose to the top of investing countries in Binh Duong. Binh Duong has applied very good mechanisms and policies, creating favorable conditions for investors from all over the world.

In recent years, the fact that many big companies and groups of Singapore have chosen Binh Duong as an investment destination is a good signal. This also proves that Binh Duong investment environment is always attractive to Singaporean businesses in particular and foreign investors in general. In my opinion, Binh Duong owns transport infrastructure, especially the best industrial zone infrastructure in Vietnam. That has received the fair evaluation of businesses through PCI 2018 surveyed by VCCI. This is one of the main reasons that Singapore investors have chosen to invest in Binh Duong.

The strong improvement in PCI ranking in 2018 of Binh Duong has shown the tireless efforts of provincial leaders, levels and sectors. With the serious working spirit and continuous innovation of provincial leaders as well as all levels and sectors in the province, this was a totally deserving result.

Due to a favorable geographical location, the dynamism and creativity of provincial leaders, in addiiton to CPI ranking in the top, Binh Duong is clearly an attractive destination to investors.

In recent years, Binh Duong Provincial People's Committee has applied laws and regulations very flexibly to create a favorable business environment for the growth of private economy. This has been confirmed by impressive numbers: more than 30,000 enteprises are doing business in the province. However, this optimistic signal does not allow us to stop but need to work harder to improve and do better in the future. Because the competition of the open economy today is not only about indicators that are visually appraised, but also the movement of production and business of enterprises among localities and areas in the country. If Binh Duong continues to reform well administrative procedures and improve business environment, the province will certainly be more successful in the future.

Binh Duong has been active and creative in recent years when solving new problems of enterprises. Provincial leaders at all levels had good and effective ways to create a strong business community in Binh Duong today. However, in my opinion, Binh Duong needs to develop and expand their dynamic and creative ways to become a true "dynamic and creative ecosystem" not just phrasal ideas. Thus, Binh Duong will be truly a worth living, worth investing land to investors.

Binh Duong is trying to build a smart city. The fact that Binh Duong had been highly ranked on PCI 2018 was not too surprising. As Vice Chairman of Provincial Business Federation cum Chairman of Binh Duong Mechanical and Electrical Association, I am very grateful for the fast, sensitive, sympathetic, thorough working attitude of provincial leaders, departments, branches and localities. When our member enterprises had difficulties, the authorities at all levels, especially Provincial People's Committee, listened to carefully and solved our problems very quickly, making us feel very secure.

When I read the news about PCI 2018, I was very happy, because Binh Duong had many improvements in administrative procedure reform, limiting corruption. However, in some places in the province, there were still a few officials, who delayed to work with enterprises and people. Provincial leaders need to take measures to improve and correct these attitudes of officials to accelerate the administrative reform in the province.

PCI 2018 showed the correlation between localities about the business environment, the quality of economic management, administrative reform efforts of governments in provinces and cities throughout the country, the promotion of business development as well as the panorama of these issues in Vietnam. Through this indicator, Binh Duong has made efforts to comply with objectives and commitments set out at the beginning of 2018, thereby increasing their PCI rank (an increase from 14th in 2017 to 6th position in 2018).

With this result, Binh Duong has demonstrated great efforts of the political system, businesses and people in the province. However, in 3 consecutive years (2005-2007), Binh Duong led the PCI. Therefore, Binh Duong needs to have more breakthroughs in the coming time to continue attracting more investors, especially foreign investors.
