Binh Duong province issues a decision on Covid-19 supporting policies

On July 16th 2021, Binh Duong Provincial People's Committee issued Decision No. 09/2021/QD-UBND to support workers without labor contracts and some other subjects affected by the Covid-19 in the province (Decision 09) to implement the Government's Resolution No. 68/NQ-CP dated July 1st 2021. Accordingly, Decision 09 stipulates eligible subjects, support level and scope of application, support conditions as follows:

About the subjects of application:

- Street vendors; retailers on roadsides with no fixed locations;

- Collectors of garbage and scrap; porters;

- Drivers of motorcycle taxis and other vehicles weighing 500kg or less to transport goods; drivers of motorbikes to transport passengers;

- Lottery ticket;

- Freelance manual laborers in the field of construction;

- Workers who are self-employed or working at business households in fields of accommodation, food, tourism, health care (including security);

- Workers in a number of fields and industries that must be temporarily suspended under direction of Provincial People's Committee in Official Dispatch No. 1954/UBND-VX dated May 10th 2021.

- Other workers must temporarily stop working at the request of competent State agencies to prevent and control the pandemic. Level of support: 1,500,000 VND/person/time (only applied once).

Scope of application:

- Localities in the province are being blockaded according to regulations of State agencies and local administrations during the implementation of social distancing according to Directive No. 15/CT-TTg dated March 27th 2020 of the Prime Minister on drastic implementation of the peak period of Covid-19 prevention control and Directive No. 16/CT-TTg dated March 31st 2020 of the Prime Minister on the implementation of urgent measures to prevent and control the Covid-19.

- To be applied on the whole province to lottery ticket vendors and a number of fields and industries that must temporarily stop operating under the direction of Provincial People's Committee in Official Dispatch No. 1954/UBND-VX dated May 10 2021.

Support conditions: Freelance workers are supported when the following conditions are met:

- To lose their job during the implementation of social distancing under the direction of Provincial People's Committee and district-level People's Committees;

- To be currently residing legally in Binh Duong province according to provisions of Law on Residence.

Decision 09 takes effect from July 16th 2021.
