A delegation of the Ministry of Justice led by Administrative Procedure Control Bureau’s Deputy Head Mr. Nguyen Nguyen Dung came to Binh Duong province to examine provincial administrative procedure (AP) and AP reformation in period of 2012 – 2013. After working with PPC, the delegation investigated the Department of Planning and Investment, TDM City People’s Committee, and Phu Cuong ward People’s Committee. The delegation appreciated AP control of Binh Duong province.  Officials were reviewing administrative procedures at agency.Paying attention to AP controlDepartment of Justice’s Deputy Director Mr. Nguyen Quoc Cuong said, in 2012 – 2013, AP Control Office, which used to be under PPC and is now under Department of Justice, counseled PPC to conduct AP reformation and examination according to the direction of the Government. After strengthening the organizational system, the Department of Justice advised PPC to promulgate regulations of orders, procedures of drafting, review legal normative acts, propagate continuously AP reformation; evaluate AP’s effects on devising, promulgating legal normative documents.Since 2012, there have been 16 legal normative documents involving AP regulations under the authority of PPC. Among these, there are 4/16 documents carrying out effect assessment. According to evaluation of the Ministry of Justice’s delegation, AP reformation and control of Binh Duong province have got many positive changes. Execution of AP’s effect assessment and collection of AP control agencies’ opinions on legal normative documents involving AP have been taken seriously, ensuring 4 criteria: necessity, rationality, legitimacy, and effectiveness. Thereby, quality of regulations involving AP and monitoring of AP implementation has been improved. PPC has instructed sectors, agencies, and localities to perform well AP examination and reviewing. Namely, PPC directed Department of Justice to organize training of AP examination for sectors to support in implementing reviewing AP, regulations in 2013.At the present, PPC has published 1,741 procedures within the competence of agencies, sectors, People’s Committees at districts, communes. Among these, PPC asked Government Office, Ministry of Justice to publish 1,530 procedures on national database system; and 211 procedures are not published, because the database is being upgraded.Performing well procedure publishing In 2013, the province received and resolved 271,173 procedures. There are still some overdue cases mainly in fields of land, surveying, mapping, complaints etc. PPC directed appropriate authorities to report causes, and propose resolutions to PPC so that PPC could address cases within their competence or submit to the Central Government for resolutions. In addition, PPC ordered Department of Justice to receive feedbacks, complaints; publish receiving address, hotline number, and email address. Ministry of Justice’s delegation assessed, Binh Duong province performed well releasing AP examination at agencies. Procedure posting has been carried out correctly in accordance with PPC’s Document No. 2421 governmental bodies, localities. Furthermore, the delegation appreciated Binh Duong’s transfer of personnel, organizing of training, checking of AP according to directions of the Government, Prime Minister, and Ministry of Justice. However, Mr. Nguyen Nguyen Dung noted that Binh Duong province needs to remedy continuously shortcomings, investigates, speeds up AP control and examination at agencies, localities.Reported by T.Tien – Translated by Ngoc Huynh
