Binh Duong province ready for establishments of ICU Center

On July 29, the delegation of Ministry of Health led by Pro. Dr. Nguyen Thanh Long, Minister of Health, had a working session with Binh Duong province on the prevention and control of the Covid-19 epidemic. Accompanying the delegation was Pro. Dr. Tran Van Thuan, Deputy Minister of Health and Head of the Special Task Force to support the fight against Covid-19 in the Southeast provinces. Receiving and working with the delegation was Mr. Nguyen Van Loi, Member of the CPV Central Committee and Secretary of the provincial Party Committee and Head of the provincial Delegation of the National Assembly, Mr. Vo Van Minh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Committee and members of the Special Task Force to support the fight against Covid-19 in the Southeast provinces.

The national model of treatment of F0 without Covid-19 symptoms

Pro. Dr. Nguyen Lan Hieu, Director of Hanoi Medical University Hospital cum Deputy Head of the Special Task Force to support the fight against Covid-19 in the Southeast provinces, said that Binh Duong currently has about 80% of cases of asymptomatic or mildly symptomatic F0. Through field survey, the province is currently performing very well the care and treatment of asymptomatic or mildly symptomatic F0 on the 1st floor of Becamex field hospital. No province has done as well in F0 care as in Binh Duong and the delegation will report to Ministry of Health and the government to consider this as a typical model for the whole nation to implement.

“However, the province now needs to upgrade the 2nd and 3rd floors in the treatment of F0. The 3rd floor is the intensive care unit (ICU) keeping the principle that patients are not discharged from the hospital on the 3rd floor but they must go down to the 2nd floor, then the 1st floor to be discharged. Failure to follow this procedure will be very dangerous. Currently, Binh Duong is very convenient to have a 6-storey building, each floor has 12 oxygen and compressed air rooms, qualified for ICU. In the immediate future, the province requisitions these 80 rooms to establish an ICU. Currently, we have 10 doctors, specialists, and 5 nurses who have graduated from nursing majors, who have been sent to support emergency resuscitation for the province,” said Pro. Dr. Nguyen Lan Hieu.

Agreeing with the opinion of Pro. Dr. Nguyen Lan Hieu in reviewing the treatment floors, Deputy Minister of Health Tran Van Thuan proposed that the province should quickly complete the procurement of equipment and coordinate with Ministry of Health to become a member of Ministry of Health in establishing an ICU Center. The province needs to strictly implement Directive 16 of the Prime Minister because some places in the lockdown areas have not yet implemented it well.
Creative vaccination to eliminate "red zones
Informing the delegation, Mr. Vo Van Minh said that the province's vaccination strategy will focus on injecting people in the "red zones" after implementing the F0 scanning strategy. The province advocates protecting the "blue zones" in the north of the province, so people from the "red zones" to the "blue zones" must isolate themselves according to regulations.

After listening to the members of the working group, Minister of Health Nguyen Thanh Long said that Ministry of Health completely agreed with Binh Duong's Covid-19 prevention and control strategy. The province's vaccine strategy focuses on hitting the "red zones" first, the minister said that this is a very creative way and highly appreciated strategy. Specifically, the province will focus on vaccinating in "red zones" within a week and organize small injection points to go to alleys to inject and do not limit the number of people vaccinated in a day. The Ministry of Health will mobilize and support more vaccines for the province to make the vaccination campaign highly effective.

However, according to Minister of Health Nguyen Thanh Long, currently the issue of concern of Ministry of Health in Binh Duong is active resuscitation. The Ministry of Health decided to establish an Intensive Care Center (ICU) in Binh Duong for the province and the Southeast provinces by assigning Pro. Dr. Nguyen Lan Hieu to be the director of the center. It is expected that the Ministry of Health will establish 8 intensive care units in the Southeast provinces, of which Binh Duong will set up 1 center to reduce mortality and critically ill patients.

On behalf of provincial leaders, Mr. Nguyen Van Loi thanked the experts for their contributions to better disease prevention and control in the area. Mr. Nguyen Van Loi affirmed that Binh Duong will work with the Ministry of Health to complete the ICU Center as soon as possible. Mr. Nguyen Van Loi emphasized that any unit or locality that has not strictly implemented Directive 16 of the Prime Minister will be suspended the unit's leader and Party secretary in that locality. This needs to be done immediately and seriously because it has a very important meaning in the province's anti-epidemic process.

Regarding the mobilization of the force to coordinate sampling for testing, the Standing provincial Party Committee directed and mobilized 20,000 people in the education sector and the youth forces to take samples and help the health sector. Therefore, the units need to strictly withdraw their savings, re-check the implementation and report to the Standing provincial Party Committee. Vaccination term needs to be shortened by half and it should be done within 7 days instead of 15 days and must be coordinated with localities. Currently, the province has established a Human Resource Coordination Center to directly direct and be operated by the Standing Deputy Secretary of the provincial Party Committee, so the upcoming coordination activities will be more rational and faster. 

“Department of Health must step up the mobilization of medical forces, non-public doctors, medical staff and retired doctors to participate in treatment work. It is requested thatthe health sector should accept for immediate implementation. Our goal is to prevent the disease from spreading and to reduce F0 cases and to prepare to realize the most urgent goal in the immediate term, which is to reduce the mortality rate and reduce the number of patients with severe illness," Mr. Nguyen Van Loi emphasized.
Immediately after the meeting, leaders of the Ministry of Health and provincial leaders went to survey the start-up workshop of Eastern International University in Binh Duong New city, where the ICU Center is expected to be built with a scale of 500 beds.
