Binh Duong Provincial Center of Public Administration highlights administrative reforms

Administrative reforms in 2014 and 8 months of 2015 in Binh Duong Province have eyed bright outcomes. Ever since the operation of Binh Duong Provincial Center of Concentrated Administration on February 20, 2014 and the establishment of Binh Duong Provincial Center of Public Administration within the compound of Binh Duong Provincial Center of Concentrated Administration in February 2015, departments have been inter-connected to process administrative procedures, satisfying the needs of paper work of the public and enterprise communities.

The national example

It can be ascertained that Binh Duong Province has the most modern center for concentrated administrative procedures nationwide. Domestic and foreign delegations have appreciated the center as an example of innovation in Binh Duong Province. Tran Van Tuy, former Secretary of Bac Ninh Provincial Party Committee, now, Deputy Head of Central Government Organization, on his visit, admired the center and praised up the rational planning and implementation for innovation by constructing a modern, concentrated, and open center for administrative procedures, creating perquisites for Binh Duong Province to become a city under central government management by 2020.

Phonethep Phonlsena, Member of Standing National Assembly and Chair of NA Culture and Society Committee of Laos, considered the center as a good example of innovation. According to him, the center is modernly planned and constructed. The center, according to him, is a step towards reforms that Binh Duong Province and Vietnam are aiming for during the process of global integration. The center is also a good example for Laos regarding its thorough inter-connection of administrative procedures, mitigating paperwork burden of the public and enterprises.

The delegation did not exaggerate their compliments and administrative reforms in Binh Duong Province have eyed creative and break-through steps. The departments, after moving to the center, have started up new journey to modernity, civilization, and friendliness. We are proud of what the center have brought up as all administrative procedures have been networked to satisfy the paperwork needs of local and enterprise community.

Public administration break-through

The prominent and visible break-through that Binh Duong Provincial People’s Committee has directed its departments to promote is IT application in processing administrative procedures. Local people and enterprises only need to download forms to fill out and submit and get the procedures done. Various forms are online filling out and submission. File management software has boosted up processing of administrative procedures as per decisive promotion of IT application in administrative procedure processing by Binh Duong Provincial Party Committee, People’s Committee, and People’s Council. Accordingly, within August 2015, twenty departments have locally processed over 200,000 files and instruments timely and within expectations of local people and enterprises.

Evaluating the break-through to meet paperwork demands of enterprises, Mai Ba Truoc, Director of Business Registration Division of Department of Planning and Investment, informed that IT application of the department has effectively facilitated general management and business certificate issuing. Various administrative procedures have been digitally signed, helping enterprises and investors to modernize public administration regime.

Meantime, Truong Cong Huy, Director of Binh Duong Provincial Center of Public Administration, said: “The center establishment is to service local people and enterprises in easiest access to administrative procedures. The center operation has improved State’s management of administrative procedures based on servicing administration. This is a major step forward in the process of modernizing State’s administration in Binh Duong Province.”

The achievements of Binh Duong Province regarding administrative reforms are outstanding. However, to maintain the position of an example in administrative reforms, Binh Duong Provincial authority, for the time to come, must be determined to major tasks and synchronized State’s administration reforming program from 2011 through 2020 as well as satisfaction index of the public and enterprises regarding administrative services in 2015. And, the reforms and simplification of administrative procedures in directly related to the public and enterprises will be boosted. The inspection and sanctions on red-tape behaviors will also be concentrated. By the government direction, Binh Duong Provincial People’s Committee has directed its localities to promote one-stop-shop (OSS) and integrated OSS to disseminate the modern model to districts.
