Exports are facing myriad difficulties due to the general influence of the world economy. The branches and levels of the province have been creating the most favorable conditions for enterprises to overcome those difficulties to stabilize production and business operations. We had a discussion with Nguyen Thanh Binh - Deputy Director of Binh Duong Customs on solutions to support businesses.

- Please get us informed of the current import and export situation of Binh Duong.
- Import and export data in the first 5 months of the year stated that export and import turnover decreased sharply compared to the same period last year. The main reason was that the world economic situation still has many negative fluctuations and growth rate has been very slow, even negatively. Inflation is high, and people tighten their spending, leading to lower consumption and business orders, especially in garment, footwear, furniture, and electronics. This still has a negative impact on the production recovery of enterprises in the province.
The consequence was that businesses ran away, went missing and incurred bad debts or committed commercial fraud to make up for the current difficulties in great numbers; thereon, posing a great challenge, and prompting the customs sector to both support and create all favorable conditions for import and export activities of enterprises while still having to fight and limit bad manifestations in production and business operations. Difficulties and inadequacies in regulations on specialized inspection and on-site import and export procedures have been identified but not been resolved soon enough due to authority problems.
- What are the prospects for enterprises in such challenging time, sir?
- In addition to global difficulties and challenges, new prospects that can be mentioned include the resolved US public debt ceiling, the removal of COVID-19 epidemic from the list of urgent epidemics, opening up the prospect of a global economic recovery. Along with that, difficulties in import and export activities and specialized management are also being actively directed by the government to be removed and create favorable conditions for businesses. The inappropriate and problem-causing regulations on being removed will possitively be promoting import and export activities in the coming time.
- What are the measures assisting enterprises to be extended by Binh Duong provincial Custom, sir?
- The provincial Customs will strengthen the reform of administrative procedures, organize to thoroughly understand and implement the detailed plan of key reforms, development and modernization activities in 2023. Previously, the provincial Customs has also developed a reform and modernization plan to 2025 which has been approved by the General Department of Customs. The provincial Customs Department thoroughly synchronize throughout the unit to uphold the spirit of serving businesses amd creating all favorable conditions for import and export activities, and at the same time strengthening the inspection and supervision of civil servants on duties in order to prevent and promptly handle negative acts, harassment and trouble-making against enterprises.
In the first 5 months of the year, the provincial Customs has received and promptly answered to problems in writing for 20 enterprises, actively organized consultations with exporters and importers of furniture and wood products. Through the consultation, they grasped the difficulties and problems of the business community to propose to the General Department of Customs, relevant ministries and agencies to promptly remove them during the currently hard time. In May 2023, the Department held a customs-enterprise dialogue conference at 8 branches with about 400 enterprises in the province. The provincial Customs also held two training conferences and dialogues with businesses from Taiwan, Korea and Japan on new policies and regulations related to customs, export and import.
- What is your evaluation of services of local Customs?
- Currently, based on the VNACCS-VSIS for automatic declaration and receipt method, it is good to handle customs procedures for the business community. However, in order to improve service quality, it is necessary to have greater connectivity, not only between the customs and businesses but also with relevant agencies and units to create maximum convenience for businesses. In the coming time, the provincial Customs will promote digital transformation in professional activities in the direction of centralization, modernization, and automation of management and operation, implementation of inspection, supervision and inspection, strong application of science and technology with modern equipment to minimize human intervention in the customs clearance process.
