Binh Duong provincial Department of Tax encourages to make use of invoices on purchasing goods and services

Under the program of lucky invoice initiated by General Department of Tax nationwide, Binh Duong provincial Department of Tax has timely planned the local implementation, on which we interviewed Nguyen Van Cong – Director of Binh Duong provincial Department of Tax, to have better understanding of the program as one of the solutions to promote the use of invoices on purchasing goods and services in all parts of production and business operations.

- Can you tell us about the selection of lucky invoices, sir?

- The program of Lucky Invoices includes electronic invoices with tax authorities' codes completed with buyer identification information (tax code/citizen card/IDs/passport) not cancelled, adjusted, or replaced invoices or invoices with the same seller and buyer tax code information. Each invoice can be flagged ‘lucky’ only once.

The lucky program ensures that the selection of winning invoices is objective, public, transparent, and under the close supervision of the supervisory board. The Supervisory Board is responsible for confirming the results of each batch. The provincial Tax Department shall announce and award prizes to the winners on the mass media and on the website of the Tax authority.

- What are the subjects and prizes of the program?

- The subjects participating in the lucky invoice program are all e-invoices with the tax authority's code, including e-invoices generated from the cash register whose buyers are individuals or household businesses. The program applies to electronic invoices with tax authority codes of sellers who are organizations and individuals under the management of the provincial Tax Department. The prize structure includes 1 first prize, 2 second prizes, 5 third prizes, and 40 consolation prizes depending on the actual situation of the payment sources and the number of invoices of each prize opening stage. The total prize value of each lucky invoice selection stage is VND 50 million. The bonus amounts according to the rules of the program ensures the encouragement and spread to consumers in the area.

- How is the implementation roadmap of the program in the province, sir?

- Before being deployed nationwide, the General Department of Tax has piloted the program twice on the database of electronic invoices with tax authorities' codes. Thereby, the program has received many positive comments, and created a good impression and spread the excitement of using e-invoices for taxpayers, initially encouraging buyers to the habit of taking electric invoices on purchasing goods and using services. Therefore, the General Department of Tax requires that by September 15, the Tax Departments of provinces and cities must develop a plan to implement the program in their localities, and organize information dissemination with report to the People's Committees of the provinces and cities.

Following the direction of the General Department of Tax, the provincial Tax Department promptly develop the implementation plan in the province, aiming to encourage buyers to get invoices when buying goods and services to enhance business revenue management and avoid tax revenue losses, at the same time, creating a civilized consumption habit of buying and selling goods of legal invoices and documents to protect the interests of buyers, and to encourage sellers of goods and providers of services to use electricity bills with the tax authority's code.

According to the plan, at the latest on October 15, the provincial Tax Department will organize the selection of lucky invoices for the second quarter of 2022 and announce the winners. It is expected that, at the latest on November 15, the provincial Tax Department will organize the awarding of prizes to the winners of the second quarter's lucky draws. For the next lucky invoice selection stage no later than the 15th of the first month of the following quarter, the provincial Tax Department will organize the selection of the previous quarter's lucky invoices, and announce the winners and organize the awarding within 30 days of announcement of the winner. The tax authority will inform people about the information receiving channel in case the sellers refuse to issue invoices to the buyers. On that basis, the sellers are supported to issue invoices to the buyers according to the regulations. The provincial Tax Department hopes that the "Lucky Invoice" program will spread widely to promote the use of invoices on buying and selling goods and services.
