Binh Duong provincial master plan: A guideline of development in a new period

In order to create breakthroughs and continue developing to new heights, Binh Duong province is implementing the "Master plan of Binh Duong province in the 2021-2030 period, with a vision for 2050". The master plan is expected to be a guideline for the development orientation of the next phase.

A growth pole of the region

The province implements the "Binh Duong Provincial Master Plan 2021-2030 period, with a vision for 2050" with the general view that development must be consistent with socio-economic growth strategies and plans of the region and the country, ensure unity, inheritance and development.

Namely, the overall goal by 2030, Binh Duong develops based on the model of a centrally run city, which is an important growth pole of the Southern Key Economic Zone and the whole country. The province will take the lead in transforming the development model, orient towards modern industries and high-quality services based on a complete innovation ecosystem. The organization of development must ensure conformity with natural conditions, potential, advantages, and current socio-economic conditions; economic development in harmony with environmental protection; attach importance to social welfare and justice, improve the people's lives; firmly ensure national defense - security and territorial integrity. By 2050, Binh Duong will be a smart city, a modern industrial center, a leading quality service center in Asia, with a civilized, livable, prosperous and sustainable environment.

Nguyen Van Loi, Member of Party Central Committee, Secretary of Provincial Party Committee, Head of Provincial National Assembly Delegation, said: “This plan of Binh Duong will inherit previous achievements, continue to make the most of its natural conditions, development potential and comparative advantages, especially to firmly seize development opportunities from the industrial revolution 4.0”. According to Vo Van Minh, Chairman of Provincial People's Committee, the master plan of Binh Duong province 2021-2030 will be a "guideline" for the next development orientations, acting as "reins” to regulate, distribute, and control growth in both breadth and depth.

Concretized by strategic projects

On the basis of determining the vision and development goals of the province, the master plan proposes three growth pillars (industry, services, smart cities, ecology), one social security pillar (sustainable agricultural development, organic and ecological agriculture) with six supporting factors for socio-economic development (diversified capital sources, efficient use; high-quality resources; synchronous and modern infrastructure; guaranteed social security; breakthrough policies and institutions; digital transformation and application of science and technology).

Vo Van Minh, Chairman of Provincial People's Committee, said: “Major strategic directions of the master plan across all sectors and fields need to be concretized by strategic motivational projects, promoted and guaranteed by resources and policies which are planned and calculated in advance. Binh Duong hopes that the integrated planning will become a tool to remove the current "bottlenecks" of the province, especially an operating tool for the province to overcome the first middle-income trap in the country.

With the status of Binh Duong and the orientation of regional linkages, National Institute of Urban and Rural Planning proposed a plan to develop Binh Duong development space into an innovation zone, including 1 development axis, 2 ecological corridors, 3 linking belts, 4 development zones. In which, development along the North-South axis, taking National Highway 13, Bau Bang - My Phuoc - Tan Van axis, Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, Di An - Loc Ninh railway, Suoi Tien - Bau Bang urban railway... as connecting axes, developing urban - industry - service axes in each period.

Nguyen Van Loi, said: “In order to strive for a new development level, in the coming time, Binh Duong will continue to stimulate economic restructuring towards modernity, identify science and technology, innovation, digital economy, sharing economy, green economy, circular economy as the center. Priority is given to the development of high-tech industries and high-quality, high-class service industries.

According to provincial leaders, Binh Duong will form an industrial, urban, service and logistics belt along Ring Roads 3 and 4, and regional highways passing through the province. At the same time, the province continues to prioritize investment, basically complete some expressways in the province by 2025, and synchronously develop the intra-provincial and regional connecting transport system by 2030, including roads, waterways and railways; improve urban quality, ensure modernity and intelligence, connect with major cities in the region; focus on housing development, especially social housing, housing for workers; strive by 2030 to meet all necessary conditions to become a smart city.

The planning project this period must plan the way with the proposed models to bring Binh Duong to the leading position in both scale and speed. Provincial planning must have a multi-dimensional, comprehensive perspective, which is the foundation in directing and administering the development of Binh Duong from now to 2030 and with a vision for 2050.
