Binh Duong provincial Party Committee announced decisions regarding organizational structure and personnel

Yesterday morning of February 10, Binh Duong provincial Party Standing Committee convened a conference to announce decisions regarding the organizational structure and the implementation of personnel matters within its jurisdiction. Mr. Nguyen Van Loi, a member of the CPV Central Committee, Secretary of the provincial Party Committee, and Head of the provincial National Assembly Delegation; Mr. Nguyen Loc Ha, Standing Deputy Secretary of the provincial Party Committee; and Mr. Vo Van Minh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Committee, presided over the conference. 

Optimize and refine the apparatus 

At the conference, the leaders of the provincial Party Committee's Organizing Committee announced the Central CPV Secretariat's decision to cease participation in the Executive Committee and the Standing Committee of the provincial Party Committee for the 2020-2025 term. They also announced the retirement of Mai Hung Dung, a member of the Provincial Party Committee Standing Committee and Permanent Vice Chairman of the provincial People's Committee, Ho Quang Diep, a member of the provincial Party Committee Standing Committee and Secretary of the Di An city Party Committee; and the retirement of Thai Thanh Binh, a member of the provincial Party Committee and Secretary of the Bac Tan Uyen District Party Committee.

The conference also disclosed the resolution of the provincial Party Committee Standing Committee regarding early retirement for the individuals of Nguyen Huu Tri, Standing Deputy Secretary of the city Party Committee and Chairman of the People's Council of Tan Uyen city; Huynh Cong Du, Standing Deputy Secretary of the Bau Bang district Party Committee; and Tran Cam Hong, Standing Deputy Secretary of the provincial Party Committee of Agencies.

The Standing Committee of the Provincial Party Committee has resolved to appoint Nguyen Loc Ha, Standing Deputy Secretary of the provincial Party Committee, to also serve as the Principal of the provincial Political School. Additionally, Truong Thi Bich Hanh, a member of the Standing Committee and Head of the provincial Party Committee's Propaganda Department, has been transferred and appointed to the Executive Committee and Standing Committee of the Di An city Party Committee, where she will assume the role of Secretary for the 2020-2025 term. Furthermore, the decision of the Vietnam General Trade Union has been announced, recognizing the election results of Pham Trong Nhan, National Assembly delegate, provincial Party Committee Member, and Chairman of the provincial Trade Union for the 2023-2028 term.

The Standing Committee of the Provincial Party Committee has appointed Huynh Thi Thanh Phuong, member of the provincial Party Committee and Director of the Department of Home Affairs, to the position of Deputy Head of the Provincial Party Committee's Organization Board (concurrently). The decision of the Central Presidium of the Vietnam Women's Union regarding Pham Thi Hong Van has been announced, appointing her as Vice President of the Vietnam Women's Union of Binh Duong Province. The Standing Committee of the provincial Party Committee has decided to transfer Ho Van Binh, Deputy Head of the Department of Protection and Health Care of Cadres, to the Provincial General Hospital, where he will serve as Deputy Director. Tran Thi Hong Hanh, Deputy Secretary of the provincial Business Bloc Party Committee, will be transferred to the Department of Justice to assume the role of Deputy Director. Nguyen Khanh Toan, Deputy Secretary of the provincial Business Bloc Party Committee, has been transferred to the Provincial Party Committee's Organization Board. Thai Tran Quoc Bao, also Deputy Secretary of the provincial Business Bloc Party Committee, will likewise be transferred to the Provincial Party Committee's Organization Board. The provincial Party Standing Committee has transferred Nguyen Thi Tuyet Nhung, Deputy Head of the Provincial Party Organization Committee, to the Tan Uyen city Party Committee, where she will join the Executive Committee and Standing Committee, and hold the position of Deputy Secretary of the Tan Uyen city Party Committee for the 2020-2025 term.

The provincial Party Committee has resolved to consolidate the Propaganda and Education Committee and the Mass Mobilization Committee into a single entity known as the Propaganda and Education Committee. The Standing Committee of the Provincial Party Committee has appointed Bui Thanh Nhan, member of the Standing Committee and Head of the Mass Mobilization Committee, to serve as the Head of the Propaganda and Education Committee. Additionally, the Standing Committee has designated Truong Thanh Nga, member of the provincial Party Committee; Le Thi Mong Diem; Nguyen Thi Kim Nguyen; Nguyen Thi Tuyet Minh; and Doan Van Dong as Deputy Heads of the Propaganda and Education Committee.

The conference announced the decision of the provincial Party Committee to terminate the activities of Party delegations under its jurisdiction, as well as to conclude the operations of the Provincial Party Committee for provincial Agencies, the Provincial Business Party Committee, and the provincial Health Care and Protection Board for Officials.

The provincial Party Committee has appointed Nguyen Loc Ha, Standing Deputy Secretary of the provincial Party Committee, as Secretary of the Party Committee of the provincial Party Agencies; Nguyen Minh Thuy, a member of the Standing Committee and Head of the provincial Party Committee's Organization Committee, as Standing Deputy Secretary of the Party Committee and Head of the Party Committee's Organization Committee; and Nguyen Cong Danh, Secretary of the provincial Business Bloc Party Committee, as Deputy Secretary of the Party Committee (full-time).

The conference announced the decision of the provincial Party Committee to transfer the Party Committee of Dau Tieng Rubber One Member Co., Ltd. and the Party Committee of Phuoc Hoa Rubber Joint Stock Company to the provincial People's Committee Party Committee. Additionally, the conference revealed the decision of the Provincial Party Standing Committee to establish the provincial People's Committee Party Committee under the provincial Party Committee; this includes the appointment of the Executive Committee, the Standing Committee, as well as the Secretary, Deputy Secretary of the Party Committee, the Inspection Committee, and the Chairman and Deputy Chairman of the Inspection Committee of the Provincial People's Committee Party Committee for the 2020-2025 and 2025-2030 terms. The provincial Party Committee appointed Vo Van Minh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Committee, as Secretary of the provincial People's Committee Party Committee; Huynh Tan Dinh, Secretary of the provincial Agencies Party Committee, and Nguyen Thi Xuan Mai, Deputy Secretary of the provincial Agencies Party Committee, were appointed as Deputy Secretaries of the provincial People's Committee Party Committee for the 2020-2025 and 2025-2030 terms.

Ensure the new structure is operational without delay. 

During the conference, Nguyen Van Loi, Secretary of the Provincial Party Committee, extended his congratulations to the officials who received their decisions. He particularly expressed his heartfelt gratitude to the six provincial and district leaders who have significantly contributed to the province's development over the years. “Although they have not yet reached retirement age, for the collective benefit of the province, these wo have chosen to make sacrifices and retire early, thereby facilitating the transition for successor cadres to continue their work. This will aid in the refinement and organization of the province's general cadre ahead of the Party Congresses at all levels,” the Provincial Party Committee Secretary emphasized. He also acknowledged and sincerely thanked the retired personnel for their vital contributions to the province's progress during their tenure.

“The sacrifice of personal interests for the collective efforts of the officials today will serve as a luminous example, enriching the legacy of generations of Binh Duong leaders. This will enable current and future leaders to learn from and embody the spirit of responsibility in their work and dedication to the province's common goals. I hope that, even though you are no longer directly involved, your extensive experience and enthusiasm will continue to yield valuable contributions to the locality and the community, fostering the province's shared development,” stated Secretary of the provincial Party Committee Nguyen Van Loi.

For those who have received the decision regarding their appointment, transfer, and assignment to new positions, the Secretary underscored that the provincial Party Committee holds the expectation and confidence that they will continue to embody the spirit of solidarity. They are encouraged to swiftly collaborate with the leadership of their new agency and unit, concentrating on effectively leading and directing the optimal execution of their assigned tasks, while actively and efficiently contributing to the collective efforts of the province and their designated workplace.

For the newly merged agencies and units, the provincial Party Secretary emphasized the need to promptly stabilize the organization, facilitate the transfer of work, assets, records, and finances within five days of the decision's announcement. It is essential to create and modify new seals, request funding, and ensure the new structure operates immediately following the arrangement, without disrupting work or creating gaps in the management of various areas and fields. Additionally, it is imperative to urgently advise the provincial Party Standing Committee to establish regulations regarding functions, tasks, powers, organizational structure, and to issue working regulations in accordance with authority.

For units that have concluded their operations, including Party delegations, Party Executive Committees, provincial Enterprise Bloc Party Committees, provincial Agencies Bloc Party Committees, and the Provincial Cadre Health Care and Protection Board, all handover activities to the new unit must be finalized by March 31, 2025, at the latest, in accordance with regulations. The provincial Party Committee's Propaganda and Mass Mobilization Board must be promptly organized and activated immediately to ensure seamless operations without any disruptions in work.
