The 11th National Party Congress officially starts on January 12 in Ha Noi with the participation of 66 delegations. Binh Duong Province’s delegation includes 15 members who represent 26,000 Party members and 1.5 million of public people. Le Thanh Cung – Deputy head of Binh Duong delegation, has responsed to a interview before the trip to Ha Noi.
He said that the standing committee and executive board of the Provincial Party Committee should unify on the basis of guidelines, policies and working regulations of the Party as well as key economic development and Party build-up. In addition to principles of democratic centralism, responsibility allocation will promote collective power of political system and the people to successfully implement duties of socio-economics and national security and defense.
After 14 years of re-establishment, Binh Duong Province has gained great achievements of socio-economics.
As for socio-economic development, the Provincial Party Committee and People’s Committee have been commanding sustainable development in 5 years from 2005 to 2010 by determining key tasks in exploitation of geographic advantages, brand name of Binh Duong, human resources, infrastructures, economic transition, investment, and trust of investors in Binh Duong Province. The command has been brought into all levels to create utmost trust and agreements for site clearance and compensation in infrastructure plan.
All levels of Party Committee, authority, front committees and unions master guidelines and policies to act in accordance with local situation and position.
- By practical and experienced leadership of local authority, what will Binh Duong delegation bring to the agenda of the 11th National Party Congress?
- From active position of Binh Duong Province, the delegation will utilize all its knowledge to concentrate on ideas contribution. We will propose to the central government the review and suplement of plans for regional socio-economic development, especially infrastructures of traffic, electricity, environment, health care, and education. Based on those, the local authority will adjust plans for regional and inter-connected development in the coming time.
- Binh Duong Province has been actively carrying out socio-economic build-up and development; however, obstacles remain in macro scale. Can you tell us what the delegation will suggest at the 11th National Party Congress? - Achievements in the 8th tenure of Binh Duong Party Committee are basically important to promote trust among the Party Committee and the people in completing objectives proposed by the 9th Provincial Party Congress. However, Binh Duong delegation will state out obstacles and challenges including complex and unexpectable fluctuation of global economics while the provincial economy has not developed sustainably in the face of high growth but low quality of industry. Services growth does not match demand of socio-economic development as potentially required. Therefore, the delegation will request for favorable policies of tax and/or credit to promote domestic and foreign investment in time of economic crisis and downturn. Strong growth of population has brought about more human force but caused great pressure for sectors of education, health care, housing, jobs, vocational training and security.
Orientation of industrial development requires to integrate industry into services and urban along with 3 inter-supportive factors of civilization, modern, and sustainable.
Investment attraction is required to increase internalization rate and value of production and business as well as better economic transition. It is also urgent and strategic to strongly develop human resource for the cause of industrialization and modernization.
Besides, obstacles include power shortage and increasing crimes in all sectors.
- What will be included into content of Binh Duong Province’s delegation speech at the congress?
- It is our honor to give a speech on promotion and improving foreign investment to refor economic model and structure of the province. The speech will identify point of view and leading guidelines as well as achievements won thanks to reforms. Meanwhile, the speech will point out lessons learned from industrial parks development, site clearance and compensation, infrastructure, human resources, investment luring, administrative procedures reforms and State’s role in key socio-economic development program in the province. We are hopeful that our speech will prompt for consideration and contribute to success of the 11th National Party Congress.
