Binh Duong Social Policy Bank to improve capacity and operational efficiency

To implement Directive No. 40-CT/TW dated 22 Nov 2014 of the Party Central Committee's Secretariat on strengthening the Party's leadership on social policy credit, Social Policy Bank will hold a competition for officials, employees of Social Policy Bank, and officials, members, entrusted associations, and units. - To promote the role and improve the efficiency of social policy credit; strengthen awareness and actions of Party committees, authorities, unions at all levels, officials, employees of the whole system of Social Policy Bank, and officials, members of entrusted associations in the performance of assigned political tasks; promote the role and responsibility of Fatherland Front and mass organizations in implementing social policy credit; improve the capacity and operational efficiency of Social Policy Bank in the province.

- What is the role of Vietnam Fatherland Front and socio-political organizations in implementing Directive 40-CT / TW?

- Vietnam Fatherland Front and socio-political organizations have the role of gathering forces, enhancing propagation and dissemination of the Party and State’s guidelines, policies on social policy credit to people of all strata, especially the poor and other policy beneficiaries; improve monitoring effectiveness of the entire population for this work.

Socio-political organizations entrusted by Social Policy Bank are responsible for fully implementing the entrusted contents; collaborating closely with Social Policy Bank and local authorities in strengthening and improving the quality of social policy credit activities; instructing the assessment of borrowers; strengthening inspection, supervision, urging debt collection, guiding borrowers in using loans efficiently; integrating social policy credit with programs and projects of socio-political organizations; assisting the building and expanding production and business models, helping each other to escape poverty and get rich.

- To pool resources to effectively implement social policy credit, Directive 40-CT/TW requires from central to local agencies and organizations to carry out which contents?

- Agencies and organizations from the central to local levels, according to their functions and tasks, well lead, direct, and implement these contents: gathering social policy credit sources originating from State budget into Social Policy Bank; Prioritizing the balance of State budget capital to implement social policy credit programs and ensure the stable and sustainable operation of Social Policy Bank. People's Councils and People's Committees at all levels continue to allocate a part of local budget for supplementing lending capital for policy people in the area; Supporting material facilities, working conditions for Social Policy Bank. Provinces and cities promulgate their own poverty lines, which will be higher than the national poverty lines, and need to allocate sufficient resources to lend these subjects.

- To improve the capacity and operational efficiency of Social Policy Bank, Directive 40-CT/TW requires what key activities, sir?

- To consolidate and improve the quality of activities Directors Board and Representatives Board at all levels; strengthen the Party organization in accordance with operation model; enhance internal inspection and control; attach importance to training and fostering of professional capacity, professional ethics, and take care of material and spiritual life of the bank’s officials.

The State gives priority to ensuring operational capital sources for Social Policy Bank; grants additional charter capital, compensates for interest rate differences and management fees, provides capital for annual credit programs, provide loans for long-term preferential loans, low interest rates to improve capital structure stably. Social Policy Bank actively performs the mobilization, management and effective use of capital.

Improving the effectiveness of entrustment methods for socio-political organizations; increase activities at commune-level transaction offices; develop supporting products and services to bring benefits to the poor and other policy beneficiaries.
