Binh Duong strictly implements regulations on streamlining apparatus, staff

Early August 23, a delegation from the Ministry of Home Affairs, led by Deputy Minister Trieu Van Cuong, held a working session with provincial People’s Committee regarding the implementation of laws and the inspection of legal documents in 2024. Mai Hung Dung, Member of provincial Party Standing Committee, Permanent Vice Chairman of prrovincial People’s Committee, along with leaders of provincial departments and agencies, welcomed and worked with the delegation.

Since 2020, the province has issued 9 resolutions and 10 decisions in the field of internal affairs. All legal documents are still in force; there are no documents that have expired and no documents that have been amended, supplemented, replaced or repealed. The adherence to legal regulations concerning the establishment of streamlining the apparatus, staff in administrative organizations and public non-business units has been strictly implemented, achieving many positive results, contributing to the task of streamlining organizational structures and enhancing the effectiveness and efficiency of the activities of agencies and units.

Binh Duong province recommended the Ministry of Home Affairs and the Central Organization Commission to consider and advise the Politburo on allocating civil servant and public employee positions based on job positions that have been uniformly established across the country. This would gradually address the imbalance in staff between localities. They also requested consideration of each locality’s features such as population, economic-social development speed, State budget contributions, the level of urbanization…to allocate staff appropriately to the actual operating conditions, ensuring the requirements for task performance.

During the working session, Mr. Cuong suggested Binh Duong to further review its apparatus, rearrange non-business units, ensuring a streamlined, effective, and efficient constingent. After the working session, the Ministry of Home Affairs will issue a written notice of the inspection delegation’s conclusions and provide guidance to the locality on overcoming difficulties in internal affairs under central regulations.
