Determining digital transformation as an inevitable trend of development, Binh Duong has made efforts in implementing many solutions to promote digital transformation throughout the province, creating a breakthrough in socio-economic development, ensuring national defense - security, social order and safety and sustainable development. In order to evaluate the current status of implementing digital transformation every year, helping sectors and localities in the province see strong points that need to be promoted and the weak ones for change, provincial People's Committee has issued a plan to improve the local digital transformation index (DTI) ranking in 2023 and the following years.
Many remarkable results
In July 2023, the Ministry of Information and Communications announced the results of evaluating the DTI of provinces and cities in 2022 with 8 main indexes. According to the ranking results, Binh Duong ranked 19th among 63 provinces and cities nationwide (up 3 places compared to 2021). The details of index rankings are as follows: Digital Cognition ranked first; Digital Institutions ranked sixteenth; Digital Infrastructure ranked ninth; Digital Human Resources ranked ninth; Network Information Security ranked forty-first; Digital Government Activities ranked sixth; Digital Economic Activities ranked sixty-second; Digital Social Activities ranked twenty-fourth.
The DTI will help sectors and localities in the province see strong point that need to be promoted and the weak ones for change
According to Nguyen Loc Ha, Member of provincial Party Standing Committee, Vice-Chairman of provincial People's Committee, although Binh Duong has made many efforts in implementing digital transformation, the local DTI is still low. Therefore, the province needs to have more specific activities to improve the local DTI ranking in 2023 and the following years. Through this plan, the province evaluates the current status of the local annual digital transformation implementation; helps sectors and localities see strong points that need to be promoted and the weak ones for change, provincial People's Committee has issued a plan to improve the local DTI ranking in 2023 and the following years.
In addition, the province has set up and organized the effective implementation of tasks and solutions to improve the local digital transformation ranking in 2023 and the following years. Provincial People's Committee has assigned tasks to sectors and localities to preside over the effective implementation of the main indexes and component ones of the provincial DTI as shown in the decision of the Ministry of Information and Communications.
Accordingly, agencies and units assigned to preside over the provision and monitoring include departments, committees, agencies and units under provincial People's Committee; provincial Police Agency; Provincial Tax Department; Provincial Statistics Department; the State Bank of Vietnam’s Binh Duong branch; Provincial Post Office; People's Committees of districts, towns and cities; universities and colleges in the province; telecommunications businesses with measures to improve and upgrade the provincial DTI.
Efforts to improve indexes
According to Le Tuan Anh, Director of provincial Department of Information and Communications, the Department will guide, inspect and urge departments, sectors, People's Committees of districts, towns, cities and agencies, relevant units to implement the plan to improve the local DTI in 2023 and the following years; periodically synthesize and report the results of the implementation to provincial People's Committee under the regulations. Heads of relevant departments, agencies and units set up, issue detailed plans for implementation and propose specific measures to improve the assigned indexes. Province-based universities and colleges promote the application of digital technology in teaching and expand training in information and communication technology (ICT), e-commerce, and digital business.
For the plan to improve the DTI ranking of Binh Duong province in 2023 and the following years to be implemented effectively, provincial People's Committee has also issued an official dispatch assigning focal responsibilities to promote the development and use of national digital platforms in 2023 for each field in the province. Particularly, provincial Department of Information and Communications was assigned to preside over and coordinate with relevant agencies and units to promote the monitoring and use of national digital platforms to serve digital transformation, develop digital government, digital economy and digital society.
Provincial People's Committee has also requested departments and sectors to strengthen their leading role in the digital transformation of sectors and fields under their management authority; identify digital transformation as an important political task to regularly urge its implementation. They need to appoint focal points to monitor and strengthen the promotion of bringing people's and businesses' activities to the digital environment under the program to promote the development and use of national digital platforms to serve digital transformation and develop digital government, digital economy, digital society in association with ensuring network information security.
Based on the list of national digital platforms serving digital transformation, digital government, digital economy and digital society were issued with Decision No. 186/QD-BTTTT dated February 11, 2022 of the Ministry Information and Communications to recommend, disseminate, deploy and guide the use for sectors and fields under the scope of management and responsibility. Provincial Department of Information and Communications has directed the local press and media agencies to increase propaganda and improve the effectiveness of applying national digital platforms in digital transformation for sectors and fields under their competence.
