The Government's working delegation, led by Nguyen Thanh Nghi, Minister of Construction, has just had a working session with leaders of three provinces of Binh Duong, Dong Nai and Tien Giang on the situation of production, business, public investment and infrastructure construction in the localities to hear recommendations, find solutions to overcome difficulties, supporting the local development.
Binh Duong's economy recovered positively
To support enterprises to recover and develop stably, over the past time, Binh Duong provincial People's Committee has implemented solutions on investing in infrastructure development and reforming administrative procedures, supporting access to loans, ensuring social welfare...The situation of production, business, construction investment, import and export in the province has had many positive changes.
Binh Duong has been investing in building a synchronous and connected traffic infrastructure system to create motivation for the development of the province and the whole region. To date, the whole province has had 68,303 domestic enterprises with total registered capital of VND 755 billion, 4,286 FDI projects with total registered capital of US$ 40.59 billion, ranking third in the country. In the first 4 months of 2024, the province's industrial production index (IIP) increased by 4.29% over the same period. The province’s export turnover reached US$ 10.95 billion, an increase of 15.6% over the same period. As of May 9, the province’s total disbursement value of public investment capital in 2024 is more than VND 2.51 trillion, reaching 11.4% of the plan assigned by provincial People's Council and 16.5% of the plan assigned by the Prime Minister.
Speaking at the meeting, Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee said that Binh Duong has built and implemented a good dialogue mechanism, always accompanying enterprises and increasing support for production and business activities, considering enterprises’ difficulties as difficulties of the local authorities. Provincial leaders have regularly participated in conferences, dialogues, and work with investors, enterprises to grasp the implementation of projects in the area; listen and direct the resolution of difficulties of the business community to support the recovery and development of production and business activities. Provincial People's Committee has drastically directed agencies and units to promote digital transformation, application of information technology and actively propagandize central, provincial policies in order to support enterprises to restore production and business activities, support workers facing difficulties.
Problems need to be resolved
At the meeting, Vo Van Minh, Chairman of provincial People's Committee raised a number of problems that need to be promptly resolved. He also raised a number of problems that were previously proposed, but have not been resolved as well as some new issues on construction procedures, land, fire prevention and fighting, State management on logistics service development...have affected the local development.

Particularly, Binh Duong is facing problems in relocating the power grid to make site clearance land for projects. "Currently, the work of relocating the power grid to make site clearance for public investment projects on upgrading and expanding roads in the province faces many difficulties in implementation", Mr. Minh said.
According to regulations on management and protection of road traffic infrastructure, power grid projects that exist within the protection scope of road traffic infrastructure invested after 1982 must be removed by management agencies when there are projecs to upgrade and expand roads, fully bearing the related costs. Therefore, determining responsibility for relocating the power grid under the above regulations has made the province encounter many difficulties.
In terms of the capital source for relocation, Mr. Minh said that currently, departments and sectors of Binh Duong have coordinated many times with the Southern Electricity Corporation, but there is still no consensus about capital. In addition, Binh Duong Electricity Company is a unit under the Southern Electricity Corporation and the allocation of implementation funds completely depends on the Southern Electricity Corporation. Therefore, provincial People's Committee has advanced capital to carry out relocation work to proactively meet the progress of public investment projects in the province.
Mr. Minh added that in principle of relocating the power grid with the use of public investment capital will be carried out under the current status. The relocation under the current status such as relocating power grids, reusing existing lines and concrete electric poles will not ensure compliance with national technical regulations on construction planning and technical infrastructure works. Besides, under regulations, the power grid in urban areas from type II must be underground, requiring a huge amount of expenditure...In order to promptly remove problems, Mr. Minh suggested the Government to soon have guidance documents determining responsibility for relocating the power grid and responsibility for allocating capital for implementation.
