BUILDING A CULTURED AND CIVILIZED LIFESTYLE: People are the center, the subject

Yesterday morning, provincial Party Committee held a conference to review the three-year implementation of provincial Party Standing Committee’s Project No.02 on "Mass mobilization work participating in building a cultured and civilized lifestyle" in Binh Duong province for the period of 2021-2025 (Project No. 02). After more than three years of comprehensive, drastic and consistent implementation of Project No.02, many good ways and exemplary models have emerged in building a cultured and civilized lifestyle in the province.

Comprehensive, consistent implementation

During the implementation process, the Project No.02 has always received directions from provincial Party Standing Committee; the proactive participation of the entire political system in the province, especially the active response from officials, Party members, Youth Union members and people from all strata, has brought positive results. Propaganda and mobilization work has been concentrated, promoting the spirit of solidarity among people from all strata.
Espencially, awareness of building a cultured and civilized lifestyle and the voluntary participation of people in this endeavor has been heightened; actions for the community have become more frequent and widespread, especially in actively protecting the environment, contributing to urban rejuvenation and engaging in mutual support activities. As a result, the material and spiritual lives of the people have been improved, creating a more spacious, beautiful urban and rural appearance.

A highlight of the project over the past three years was that it mobilized people to participate with local authorities at all levels to effectively implement the motto of "The State and people work together". Each quarter, hamlet, commune and ward has focused on upgrading and rejuvenating urban areas, building quarter and hamlet offices, parks, flower gardens, flower streets, model streets, installing lighting systems, security cameras, upgrading roads and alleys with asphalt and concrete...

Collective effort

Possibly speaking, Thu Dau Mot city is a leading locality with models and methods that have been comprehensively implemented and spread. The awareness and actions of officials and people in building a cultured and civilized lifestyle in this locality have changed markedly. Many new streets and alleys have been constructed after more than three years of implementing the project. Although initially registering to implement 33 streets and 55 alleys, the Party Committee, authorities and people of Thu Dau Mot city have completed 135 streets and 249 alleys, many times higher than  the initially registered number.

From the Project No.02, many meaningful models and activities have been spread across the province

Nguyen Thi Thu Cuc, Vice Secretary of the city’s Party Committee and Chairwoman of the city’s People's Committee stated that the criteria of the project for building a city with urban cultural and civilized characteristics have been implemented comprehensively and effectively. Specifically, in a bid to build a "Green City," "Park City," and "Civilized Urban Alley", the city has focused intensely on urban green space development, increasing public spaces to serve the community. Utilizing public land, the city has reorganized to invest in parks, flower gardens and urban green spaces combined with expanding public activity spaces in quarters. To date, the city has had 132 parks and flower gardens; green park land in the Binh Duong Industrial - Service - Urban Complex is 142.61 hectares...

"This is also the joy and pride of the city when people are the main focus, enjoying public amenities. Thus, awareness, lifestyle and living conditions of the people gradually become more civilized, preserving a better living environment”, Mrs. Cuc added.

In Thuan An city’s Lai Thieu ward, to meet the criteria of the Project No.02, the ward has developed and implemented many models with specific tasks and solutions that are connected to achieve effective results.

Speaking at the conference, Nguyen Thi Tuyet Mai, Vice Secretary of Lai Thieu ward’s Party Committee and Chairwoman of the ward’s People's Committee said: "Drawing from past experience, the ward has focused on strengthening propaganda, raising awareness and mobilizing people to actively participate in implementing the project's contents. Identifying the people as the main focus in implementing and enjoying the results of building a cultured and civilized lifestyle, where there is public consensus, the implementation will definitely be successful. Therefore, the ward should not be superficial, chase after achievements, and neglect quality or the contributions of the people; it must maximize the local resources, the people’s efforts, and the attention of the authorities and organizations in connection with the ward’s economic, cultural, social development tasks and objectives.

Speaking at the conference, Nguyen Van Loi, Member of the Central Party Committee, Secretary of provicial Party Committee and Head of provincial National Assembly Deputy Delegation, acknowledged and praised the efforts, responsibilities of all-levels authorities, sectors, localities, units, officials, Party members and people in implementing the Project No.02. Mr. Lợi also frankly pointed out the difficulties and limitations in the implementation of the project such as the transition of the people's mindset and habits from rural to urban life is still challenging, especially for those coming from other localities to live in Binh Duong; capturing, receiving and addressing information about people’s difficulties on employment and income, especially for vulnerable groups, is still difficult at times; awareness of environmental protection, the situation of encroachment on sidewalks, illegal ads... still occur, partially affecting the local urban environment and aesthetics...".

"From the reality of more than 3 years of implementing the Project No.02, Nguyen Hoang Thao, Permanent Vice Secretary of provincial Party Committee affirmed: The Project No.02 is currently the first and only project of mass mobilization in the cultural-civilized field; it involves the focused direction of the all-level Party Committees and authorities. From the correct policies and specific measures, the project is increasingly proving to be practical and closely related to each sector, level, household, street… as well as each agency and unit, and has strongly spread throughout the society.  The people are the subject in implementing and enjoying the results of building a cultural and civilized moral lifestyle. The Project No.02 needs to be carried out continuously, with the joint efforts of the entire political system and the people to gradually go into daily life…".
