To achieve the goal set by the Resolution No. 05-NQ/TU of provincial Party Standing Committee on digital transformation by 2025, with orientation to 2030, many synchronous solutions are needed. The most important thing is to change awareness and take people as the center.

Changing perception

The Resolution No.05-NQ/TU of provincial Party Standing Committee on digital transformation by 2025, with orientation to 2030 sets out the overall goals of promoting digital transformation with the pillars of digital government, digital economy, digital citizenship and digital society to change the overall and comprehensive management and administration of the government in an effective, efficient and transparent manner; changing enterprises, production and business activities; promoting innovation, increasing labor productivity, creating a driving force for growth; changing the people’s ways  to live and work, narrowing the development gap. Key sectors and fields should implement digital transformation in the direction of optimization and intelligence, contributing to the realization of the goal of "Binh Duong with sustainable development towards a smart, civilized and modern city" under the Resolution of the 11th provincial Party Congress for the 2020-2025 tenure.

In order to build digital transformation, Binh Duong needs to further upgrade and expand provincial Data Center, Intelligent Operation Center (IOC)

According to Dr. Cao Van Chong, Deputy Director of provincial Department of Culture, Sports and Tourism, in order to achieve that goal, the construction of digital transformation in Binh Duong currently has many issues that need attention. First of all, it is necessary to change perception. Accordingly, each cadre, civil servant, citizen and enterprise needs to be well aware of the role, meaning and importance of digital transformation for the development of the province in the future. Binh Duong needs to focus on developing digital infrastructure and digital platforms. This is one of the top tasks to carry out the local digital transformation. The construction of digital infrastructure is a matter of perseverance, the participation of the entire political system, enterprises and people while paying attention to building and developing digital data and digital applications. These are the necessary preparations for Binh Duong to build and develop digital transformation.

Synchronous solutions needed

Dr. Cao Van Chong said that from the problems posed, there should be basic solutions to build digital transformation. That is to build awareness raising programs, improve information technology skills, train skills on digital transformation for cadres, civil servants in State agencies in the province. The key to the implementation of digital transformation for agencies and organizations is not technology, but the human factor. Therefore, it is necessary to have the determination of the political system, all- level authorities and sectors, the drastic direction of provincial leaders with specific objectives with inspection, supervision and evaluation. Encouraging and promoting the role of leaders, especially creating perseverance and persistence in the construction process is one of the specific and necessary solutions to build digital transformation.

Besides, it is necessary for State agencies and organizations in the province to study to officially put non-cash payment systems into operation for direct and online public services; standardize and electronicize the professional process of processing records in the network environment; to digitize records, store electronic work records of State agencies; apply the latest technologies in social media, big data analysis, artificial intelligence. The province also continues upgrading and expanding provincial Data Center, Intelligent Operation Center (IOC), integrating available data and systems, helping provincial leaders get a complete view of information related to agencies, departments, localities, fields.

Agencies and localities should actively digitize records, papers and results of administrative procedures to form up a complete and accurate data source; focus on investing resources to participate in the process of implementing digital transformation towards coordination and synchronization in the process of digital transformation, data interoperability, data exploitation and sharing between applications; promote propaganda on digital transformation with focus on diversifying forms, especially through electronic information channels so that people and enterprises can easily access, join hands with the government in the process of digital transformation; accelerate specific areas of work to shape smart cities.

Dr. Cao Van Chong analyzed that developing digital transformation is still based on the motto of taking people as the center; enterprises as the driving force under the construction of State. From that point of view, the main purpose of digital transformation development is to ensure that people's quality of life is improved; apply digital technology to support the timely and effective settlement of problems on traffic, health, education, tourism, environment...; further improve people's satisfaction, strongly attracting the participation of people, enterprises and society.
