Building Southeast region into locomotive of development

On October 23, in Hanoi, the Politburo held a nationwide online conference to implement the Politburo's Resolution No. 24-NQ/TW dated October 7, 2022 on the Southeast region’s socio-economic development, national defense and security to 2030, with a vision to 2045. General Secretary Nguyen Phu Trong attended and chaired the conference. The conference was also attended by President Nguyen Xuan Phuc, Prime Minister Pham Minh Chinh, National Assembly Chairman Vuong Dinh Hue, permanent member of the Party Central Committee's Secretariat Vo Van Thuong. On the side of provincial leaders, attending the conference in Hanoi were Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly deputy delegation; Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee. Presiding over the conference at provincial Party Committee was Nguyen Hoang Thao, Permanent Vice-Secretary of provincial Party Committee.

Dynamic and creative economic region

After nearly 20 years of implementing the Politburo’s Resolution No. 53-NQ/TW dated August 29, 2005 and Conclusion No. 27- KL/TW, dated August 2, 2012 on the Southeast region’s socio-economic development and national defense-security, the role of the region has been shown clearly. The Southeast is a dynamic and creative economic region, leading nationwide in innovation and development, making great contributions to economic growth, exports, State budget revenue and job creation. The Southeast region is the country’s largest industrial, seaport and logistics center, annually handling 45% of the total volume of goods and more than 60% of the volume of container cargo through Vietnam's seaport system. In 2020, the Gross Regional Domestic Product (GRDP) at current prices was 4.9 times higher than in 2005 and 2.6 times higher than in 2010, exceeding the set target; contributing 32% of the gross domestic product (GDP), 44.7% of the total State budget revenue. The GRDP per capita in 2020 was the highest in the country. The Politburo’s Resolution No. 24 NQ/TW clearly defines the following objectives: The Southeast will become a dynamic development region with high economic growth rate, the country’s largest growth engine; a science-technology and innovation, high-tech industry, logistics center and an international financial center with high competitiveness in the region…

The resolution sets a target that the average GRDP growth rate in the 2021-2030 period will be about 8% - 8.5%. By 2030, the GRDP per capita at current prices will reach about VND 380 million, equivalent to US$14,500; the service sector accounts for 41.7% of GRDP, industry and construction 45.3%, agriculture, forestry and fishery 2.3%, product taxes less subsidies on production 10.7%; urbanization rate will reach about 70% - 75%; 100% of communes meet new-style rural standards… With a vision to 2045, the Southeast will become a developed region with strong economic potential and modern economic structure; a center on science-technology and innovation, high-tech industries, logistics and an international financial center in the top group of the world and region; have a modern and synchronous infrastructure system.

To achieve the above goal, the resolution identifies six key solutions, including: making rapid and sustainable development, creating breakthroughs in regional and inter-regional economic development; focusing on perfecting institutions, policies and promoting regional linkages; developing science and technology, innovating and perfecting urban infrastructure facilities; promoting socio-cultural development, improving people's material and spiritual lives; firmly ensuring national defence-security, improving the efficiency of foreign affairs...

Binh Duong towards green industry

Speaking at the conference, Vo Van Minh, Chairman of provincial People's Committee said that with its favorable geographical location and natural conditions, the Southeast region has long become a dynamic and creative economic region, taking the lead nationwide in innovation and development, taking on the function of a trading hub for the whole region and with the world. Together with Ho Chi Minh city, Dong Nai and Ba Ria - Vung Tau, Binh Duong has become the driving force in the economic development quadrangle of the Southeast region.

In order to well perform the tasks of the Resolution No. 24, Binh Duong will implement the restructuring of provincial industrial network and build new industrial - urban - service models in association with regional planning. Binh Duong has determined that it is necessary for the province to further upgrade the province’s industrial development model in order to be step by step away from labor-intensive and land-intensive issues; transform from the current model of industrial - urban - service development to the model of industrial - urban - service development in the smart – sustainable direction that is to build and upgrade existing industrial parks into the smart ones, with the ability of providing 4.0 technology platforms such as IoT, Big data... to help investors easily build and deploy smart factory and production models in a quick and effective way in order to increase labor productivity and protect the environment while implementing international industrial - urban - service models in association with science and technology, attracting institutes - schools, research activities for development and innovation, service sectors, digital services to absorb high value-added industries.

Through the process of development, Binh Duong has initially accumulated a relatively synchronous foundation on urban and traffic technical infrastructure, which is reflected in the early completion of the main segments of the belt road 3 and some sections of the belt road 4 passing through the province, directly integrated into the intra-provincial main roads such as My Phuoc - Tan Van - Bau Bang connecting towards seaports and international airports. The special thing is that these roads were completed through the process of mobilizing resources, attracting investment in developing industrial infrastructure from the province's leading enterprises, being completed from enterprises ‘capital, effectively contributing in sharing the burden of the State budget.

In order to make worthy contributions to the economic development of the Southeast region and improve the dynamism of localities in the region under the spirit of the Politburo’s Resolution No. 24-NQ/TW, Binh Duong province has proposed the Government to soon complete the regional planning as a basis for investment in completing the region’s socio-economic infrastructure system, especially connecting transport infrastructure facilities, having policies for localities to coordinate in training, attracting and supplying human resources; soon institutionalize the contents of the resolution in order to have specific orientations, mechanisms and policies so that the region can take advantage of available opportunities towards the clear goals and directions set by the Politburo. Binh Duong provincial People's Committee Chairman proposed that the Government needs to consider and allocate staffing resources appropriately in order to be commensurate with the development size and potential of the province at the local current development needs. The Government will soon amend laws related to public investment as well as investment, production and business activities, such as the Law on Public Investment, the Law on Land (compensation value, land origin...), the Law on State Budget (decentralization of spending tasks among all-level authorities), the Law on Construction (decentralization of agencies to appraise feasibility study reports, basic designs...) on the principle of ensuring the legal system synchronously, clearly to facilitate the process of bringing investment capital into the economy, contributing to promoting the overall growth of the country.

With the deep affection and direction of the Politburo, the Government, ministries and central sectors, with the available foundations and potentials of the region, comrade Vo Van Minh expressed his belief that the Southeast region promises to continue being a dynamic development region, with high economic growth, great growth motivation, further making worthy contributions to the common prosperity of the whole country.

Concluding the conference, Party General Secretary Nguyen Phu Trong emphasized that the new spirit and content of the resolution have clearly reflected the Politburo's viewpoints, awareness and guiding ideology. The region needs to innovate strongly, dynamically to create breakthrough changes in further developing it into an economic, financial, commercial and educational and training center; leading the whole country and in Southeast Asia in terms of developing high-quality human resources, science and technology, innovation, and digital transformation; playing a leading role in the regional connectivity development of the Mekong Delta, Central Highlands, and south central coastal regions and the whole country.
