Building up a digital society

Vietnam is one of the world’s first countries to issue a digital transformation strategy. This is the special concern of the Party and State about digital transformation in the strong development trend of the industrial revolution 4.0. Digital transformation is not a revolution of technology, but an institutional revolution with the goal of building up a digital society.

Digital transformation has a far-reaching impact, covering all industries and socio-economic fields, contributing to increasing labor productivity, transforming business models towards innovation, thereby improving competitiveness for fast and sustainable development. Therefore, digital transformation is a task that requires the participation and determination of the entire political system to be implemented throughout and synchronously. Broadly speaking, digital transformation is also the revolution of the whole people. Digital transformation is only really successful when every citizen actively participates in and enjoys benefits from it.

Six years ago - in 2016, Binh Duong approved the project of building "Binh Duong Smart City" to continue innovating the local growth model, creating opportunities to bring Binh Duong to a new height. In 2021, Binh Duong was honored as the world’sTOP 7 Smart Communities. 2022 is the 4th year in a row that Binh Duong has been honored by the Intelligent Community Forum (ICF) as one of 21 communities with typical smart development strategies. In April 2022, Binh Duong put the Intelligent Operation Center (IOC) into operation. The IOC is a place to synthesize information and data of the city in all fields, thereby helping leaders monitor, operate and manage the quality of urban services effectively. Possibly speaking, the IOC is a step to inherit the results achieved in the construction of e-government, marking a new development step in the process of implementing digital transformation and building up a smart city in Binh Duong.

Currently, departments, sectors and agencies are implementing digital transformation with the requirement of taking substance, people and enterprises as the center, and the community must benefit from the results of the implementation of digital transformation as the goal of the Resolution No. 05-NQ/TU dated May 19, 2022 of provincial Party Standing Committee on the local digital transformation to 2025, with orientation to 2030. Accordingly, the goal of departments and agencies is to promote digital transformation with the pillars of digital government, digital economy, digital citizenship and digital society to make a comprehensive change in the management of the government in an effective, efficient and transparent manner; promote innovation, increase labor productivity, creating a driving force for growth; change people’s ways to live and work, narrow the development gap towards optimization and intelligence, contributing to realizing the goal of building up Binh Duong with sustainable development towards a modern, civilized and smart city.
