Building up Binh Duong to develop faster, more comprehensively, more sustainably

Morning Oct 26^th, at the hall of provincial Convention and Exhibition Centre, the 10^th Binh Duong Provincial Party Congress (2015-2020 tenure) was officially opened.  The Congress honorably welcomed Truong Tan Sang, Member of the Politburo, President of Social Republic of Vietnam.

Attendants of the Congress were Nguyen Minh Triet, former Member of the Politburo, former President; representatives of Party Central Committee, Party Central Office, including Ha Thi Khiet, Secretary  of Party Central Committee, Head of Central Mass Mobilization Committee; Trinh Dinh Dung, Member of the Politburo, Minister of Construction;  Nguyen Tuan Khanh,  Member of the Politburo,  Deputy Head of  Central Organizing Committee; Vo Van Phuong, Member of the Politburo, Deputy Head of Central Propaganda Training Committee; Dang Thi Ngoc Thinh, Member of the Politburo, Deputy Chief of Party Central Office; Le Minh Tri, Deputy Head of  Central Internal Affairs; Nguyen Ngoc Bao, Deputy Head of  Central Economic Committee; Hoang Cong Hoan, Deputy Chief of  Permanent Party Central Office.

Attending the Congress, there were also leaders of provinces and cities: Le Hoang Quan, Member of the Politburo, Chairman of Ho Chi Minh City People’s Committee; Vo Van Thuong, Member of the Politburo, Deputy Secretary of Ho Chi Minh City Party Committee; Nguyen Phu Cuong, Alternate Member of the Politburo, Secretary of Dong Nai province Party Committee; Tran Luu Quang, Alternate Member of the Politburo, Secretary of Tay Ninh province Party Committee; Nguyen Van Loi, Secretary of Binh Phuoc province Party Committee; Lieutenant General Pham Van Dy,  Political Commissar of Military Zone 7; Vietnamese heroic mothers,  heroes of armed forces, labor heroes, former provincial leadership, and 350 delegates representing 37,451 members of 588 Party branches of 16 Party committees directly under Provincial Party Committee…

Opening the Congress, Mai The Trung, Member of Party Central Committee, Secretary of Binh Duong Provincial Party Committee, Head of provincial NA’s delegation, stressed: the 10^th Binh Duong Provincial Party Congress (2015-2020 tenure) was an important political event to the whole Party, army and people of Binh Duong province. Provincial Party, people enthusiastically, eagerly performed many practical activities to welcome the Congress. The Congress warmly welcomed, appreciated, and praised patriotic emulation movements from all people strata, all levels, sectors, localities that made achievements to not only welcome the Congress but also fulfill successfully objectives of 2015 and 5-year’s plan… The next 5 years is extremely important to Binh Duong province. That is the time when provincial Party and people must put outstanding efforts into striving for the goal: ”To continue improving leadership capacity of the Party, promoting innovation, utilizing efficiently resources, building up Binh Duong to become a civilized, wealthy urban city”. To successfully implement the above overall objective, the Congress must specify innovative programs, solutions in the coming tenure. As the highest leading body of Provincial Party Committee, the Congress had to forecast accurately, discuss to define detailed tasks and effective measures to implement successfully the common goal.

Tran Van Nam, Deputy Secretary of Provincial Party Committee, Chairman of Provincial People’s Committee, presented Political Report of the 9^th Provincial Party Executive Committee submitted to the 10^th Provincial Party Congress.

The Congress also had another very important mission. That was to elect Provincial Party Executive Committee of the 2015-2020 tenure and the delegation to attend the 12^th National Party Congress. Therefore, each delegate must use intelligence, objective assessment to elect outstanding qualified comrades to the 10^th Provincial Party Executive Committee; and to the delegation to attend and contribute to the success of the 12^th National Party Congress.

Political Report of the 9^th Provincial Party Executive Committee submitted to the 10^th Provincial Party Congress, and presented by Tran Van Nam, Deputy Secretary of Provincial Party Committee, Chairman of Provincial People’s Committee, stated: During the last tenure, due to efforts of all people, army forces, business community and political system under the leadership of the Party and the administration of the State, the province gained comprehensive achievements, paving the way  for the strong and sustainable growth in the coming term to build up Binh Duong as typ-1 urban city directly under the Central. The province maintained high economic growth rates, 5-year’s average GDP increased by 13%. The economy was restructured properly, increased the service sector’s proportion, decreased agricultural sector’s proportion. In 2015, provincial economic structure was industry - service - agriculture corresponding to 60% - 37.3% - 2.7%, per capita GDP exceeded target and reached VND72.3 million/person by the end of 2015 (target was VND63.2 million/person)

Social welfare policy was implemented synchronously and timely; social housing developing programs were invested strongly. The province has invested in 82 social housing projects with a total number of over 85,000 apartments accommodating nearly 240,000 people. Cultural, spiritual life of the people has been improved; the building of Vietnamese personal qualities in the new situation, mass movements were accelerated.

Party construction works were performed regularly and gained good results. The dissemination, implementation of Central Resolution 4 among Party organizations achieved important results, helping in warning cadres against deteriorations in political ideology, morality, thereby, reminding cadres and Party members to train themselves, overcome limitations to construct Party organizations, consolidate people’s trust in the Party. Provincial Party also implemented Directive 03-CT/TW of the Politburo on studying and following the moral example of Ho Chi Minh. Many creative and effective practices, models emerged and contributed to making positive changes to Party building works.

Based on these results, existing limitations and experiences in five years, Political Report set out objectives, tasks and solutions in the 2015-2020 tenure. Accordingly, the overall objective was improving the quality of economic growth, increasing scale, ensuring sustainable development; accelerating economic restructuring towards service - industrial development integrated with urbanization, urban agriculture combined with high biotechnology and biotechnological transfer; solving social problems; improving the people’s material, cultural and spiritual life; securing political security, social order and safety; building Binh Duong as a civilized, modern city directly under the Central before 2020.

Based on the overall goal, in five years (2016-2020), Provincial Party will continue to carry out some breakthrough programs: Developing high-quality services with high level of intelligence, technology and added value integrated with industrial, urban development towards civilization, modernization; mobilizing all economic resources to enhance provincial infrastructure; building new urban areas combined with upgrading, renovating TDM City and satellite towns of Thuan An, Di An, Ben Cat and Tan Uyen; improving the quality of human resources to meet development requirements of the province in the new period.

Some economic targets, like: GRDP to increase averagely 8.3%/year (or 13.3% of GDP); provincial economic structure by 2020 to accomplish industry - service - agriculture corresponding to 63.2% - 26% - 3%; industrial production index (IIP) to rise averagely 8.7%/year; per capita GRDP to reach VND142.6 million in 2020; budget revenues to increase 8.9%/year; total social investment capital to account for 35% of GRDP; provincial urbanization rate to reach 82%; foreign investment attraction to reach over $7 billion.

Social targets by 2020 are: Percentage of schools meeting national standards to reach 70-75%; doctor rate/10,000 persons to reach 7.5% by the end of 2020; sickbed number/10,000 persons to reach 27 beds; creating annually 45,000 jobs; poverty rate according to new criteria to decrease 1%/year; average housing area to reach 30m2/person; percentage of communes meeting new rural criteria to reach 100%.

Speaking at the Congress, Truong Tan Sang, Member of the Politburo, President of Social Republic of Vietnam, congratulated and praised great achievements of Binh Duong provincial Party and people after nearly 19 years of re-establishment and 5-year implementation of Party Resolutions. Mr. Sang stressed: "In the difficult context, the Party, people and business community in the province have kept striving and achieved important and comprehensive achievements…”

The President also pointed out limitations, shortcomings of the province and set out specific requirements, tasks. Namely, provincial Party needs to grasp thoroughly and apply creatively the Central’s orientations based on provincial potentialities and strengths; review and complete the planning of sectors, infrastructure systems, urban. The development plan of Binh Duong must be tied to the regional general direction to create a regional linkage. The province needs to perform effectively strategic breakthroughs, economic restructuring to innovate the growth model to improve productivity, quality, efficiency and competitiveness. Economic development must go hand in hand with cultural, social advancement, social justice, improving people’s life, protecting resources and the environment, strengthening national defense and security. Focusing and bettering Party building works as a key task integrated with studying and following the moral example of Ho Chi Minh…

At the working afternoon session on Oct 26^th, discussion groups gave opinions about the 10^th Provincial Party Congress’s document and the 12^th National Party Congress’s document; delegations discussed requirements, standards, structure, number and list of personnel taking part in the 10^th Provincial Party Executive Committee; carries out nomination to the 10^th Provincial Party Executive Committee.

The Congress also elected the 10^th Provincial Party Executive Committee of the 2015-2020 tenure. 52 comrades were elected to the 10^th Provincial Party Executive Committee (2015-2020 tenure).
