Part 1: New generation IP infrastructure
The Smart City Project shows Binh Duong's determination in finding a new driving force for socio-economic development. With the vision and goal of construction and development of industrial park (IP) infrastructure of the new generation ecosystem, the province has focused on science and technology (sci-tech), innovation, promoting investment attraction, thereby creating a new added value, strengthening external cooperation, accelerating the process of smart city construction, developing a green and sustainable ecosystem.
Spreading green IPs
In order to successfully build a "new-generation industrial ecosystem in association with the 4th industrial revolution, green, smart and sustainable development", Binh Duong is currently promoting the construction of green IP infrastructure while creating a foundation to attract investment projects in high-tech industries.

During the local industrial development process, Binh Duong has had obvious awareness of environmental protection that plays an important and practical role. The province’s IPs in association with urban areas are planned in harmony, with reasonable green areas arranged. Vietnam - Singapore Industrial Parks (VSIPs) are typical example for this. VSIPs are built under Singaporean standards with a concentrated wastewater treatment system that applies the most modern treatment technologies, combined with the smart wastewater treatment management applying IoT technology with big data to ensure the process of dealing with troubles that takes place quickly.
From the successful fulcrum of the first VSIP in Thuan An City, up to now, VSIP has developed into 11 zones throughout the three regions of South, Central and North. From the traditional IP model, VSIP has formed up a model of an industrial - service - urban complex. Especially, the birth of VSIP III in Binh Duong has become a new model of green IP development associated with the orientation of creating a high-tech and industrial ecosystem. VSIP III covers 1,000ha with a total investment of more than VND6.4 trillion, located in Tan Uyen town’s Hoi Nghia ward and North Tan Uyen district’s Tan Lap commune. This is the 3rd VSIP in Binh Duong and the 11th VSIP in the whole country.
Nguyen Van Hung, CEO of Becamex IDC said: “With the vision of being the model of a smart and sustainable IP, VSIP III is designed to integrate smart technologies in operation from the use of energy, water, waste water to traffic and security management. Especially, VSIP III spends 50 hectares on making an on-site solar farm, bringing benefits in terms of reliability and sustainability in power supply to major customers here."
Teo Ban Seng, CEO of SembCorp Development, Co-Chairman of VSIP Group said: “VSIP III marks a significant change for VSIP Group through the transformation to be able to develop more sustainably. Smart devices will bring safety, reliability and efficiency to customers and employees in the IP. Sustainable features once put into operation will help VSIP III become one of Vietnam’s greenest and most sustainable working environments.
As of now, VSIPs have attracted more than 850 projects from 30 countries and territories with a total registered capital of US$ 15.6 billion, creating jobs for more than 293,000 workers. Binh Duong currently has 3 VSIPs, including VSIP I, VSIP II and VSIP III.
Construction of sci-tech IP
As one of the important factors in the project of building the Binh Duong Innovation Region, the province is promoting the construction of a sci-tech IP. This will be a breakthrough project for the formation of an innovation ecosystem, attracting human resources and high-tech investment in the region's strategic manufacturing industries, acting as an industrial link, along the main traffic axis My Phuoc - Tan Van - Bau Bang connecting to the new city. To meet the above vision, under the direction of the province, the sci-tech IP is planned by Becamex IDC in coordination with partners from the Netherlands, South Korea and Singapore. Component projects include the campus area attracting human resource training and technology transfer; the technology industrial park for innovative start-up corporations - businesses; the business park for offices and research facilities - technology laboratories; the high-service urban area with a living environment satisfying scientists and experts; the community cultural and sports area.
Mr. Hung said: “To capture and adapt quickly to the continuous development of sci-tech while establishing a solid foundation for the sustainable development of Binh Duong, the sci-tech IP will bring a comprehensive ecosystem for technology- and knowledge-intensive activities. The IP is the development focus of the Innovation Region project, a new bright spot with many expectations of Binh Duong.” (to be continued)
