Changes from the movement of “All people unite to build cultural life"

After 15 implementation years, the "All people unite to build cultural life" movement has changed people’s lives. In particular, the people have actively join hands with the authorities to implement the movement. Since then, a new face of civilized life, personal responsibilities to the community… have been formed.

Many good signs

As one of the few quarters achieving cultural quarter’s title in 18 consecutive years in TDM City, quarter 11 (Phu Cuong ward) is one example of a good change in recent years. Mr. Dang Van Long, Secretary of the quarter Party cell, said before the movement, the quarter had had unstable social security order, low environmental hygiene, muddy alleys, mostly cottages, flickering water and electricity, frequent conflicts among local residents. Everything is different now, every year 100% households achieve “Cultural family” criteria. Steering Committee of the ward, quarter encouraged local people to unite and enhance the movement through practical deeds, like "drinking water, remember its source", “the leaves protect tattered ones”, support policy families, poor households.

Peope in Phu An commune (Ben Cat town) are so proud of building and maintaining the title of “Commune achieves new rural cultural criteria”. Through the implementation of the criteria, the commune gained good results. For example, the percentage of cultural households, cultural lodging houses of every year reaches 95% or more; in 2015 the commune had 5/5 “cultural hamlets”. Besides, local people actively contributed land, money and effort to building roads, streetlights to help stabilize the security and order situation; they have also supported each other in household economic development.

From the above 2 units, every household, unit, locality voluntarily registers cultural family title; cultural agencies, units, schools, businesses; cultural quarters, hamlets are striving to better themselves to meet the criteria. This is one vivid demonstration of the movement’s attraction to the entire society.

By the end of 2015, the province has 94.42% households recognized as cultural family (up 12.88% compared to 2000). Additionally, cultural unit rate also increased with 87.66% of cultural units. After 15 years, the proportion of cultural quarters, hamlets reached 26.47% (in 2000 it was 55.09%; in 2015 was 81.56%). In the 2000-2015, the province has 57 quarters, hamlets gaining cultural title in 10 consecutive years or more.

Moreover, positive effects from the movement were demonstrated in some fields, such as dissemination of the movement in residential areas; building good people and good deeds; implementation of a civilized lifestyle in organizing weddings, funerals, festivals; building cultural unions… All together have made deep and comprehensive changes in cultural life in society.

Solutions for a new period

Apart from successful areas, inadequacies and limitations of the movement in 2000-2015 period were analyzed. Namely, the building of cultural families, quarters, hamlets has not been addressed adequately in some localities, had low quality, some people were not aware of the movement; socialization works, calling for contributions to cultural institutions or organization of cultural - sports activities were not really effective, have not meet people’s needs.

In 2016-2020 period, provincial Steering Committee of the movement set some targets: 96% households to achieve cultural family title; 80% quarters to achieve cultural quarters title and over 60% hamlets achieve cultural title; over 50% lodging houses achieve cultural title; over 96% agencies and units, and 80% businesses achieve cultural title.

To complete these targets, Mr. Huynh Ngoc Dang, Director of provincial Department of Culture, Sports and Tourism, said in the future the province would continue to improve the effectiveness of all-level Party and government; integrate tasks and objectives of the movement into all-level Party resolution, government plan for better performance; combine the movement with rural cultural development, new rural construction, urban civilized lifestyle building; promote the role of all-level Steering Committee; enhance emulation and commendation work, propaganda, mobilization to raise people's awareness, responsibilities, community self-management.
